According to the SOM
- If a Proposal fails:
…1. If the failure is due to a lack of quorum, the Proposal is returned to discussion without penalty. It will be the responsibility of the Office of the Provost to determine why a quorum was not reached and to take corrective action.
…2. If the failure is for any reason other than lack of quorum, the Proposal is defeated and may not be brought back in the same legislative session.
If the Proposal is amended sufficiently enough that it is different (ie: there is a change to the substance of the proposal rather than a section being moved, or minor grammar fixes), I see that as being a new Proposal which could then be motioned.
In my view, that clause is only there to prevent the same Proposal from being rammed down the Magisterium’s throat until it capitulates simply to stop having to deal with it.
