Although that question should be primarily directed at our viceroy, his honour the great judicial nation of jurisdictions, I will voice my thoughts in the mean time until he logs in and sees this and responds. He last logged in 29th April.
The citizenship application process is still functioning, as you can see from https://docs.google.com/spreadsheet/ccc?key=0ApId2uuXJG7adEgzMFNpdzdqT2Z0ZFN1RFozd3dWNHc#gid=0 the last citizen ‘approved’ was on 2nd April and there have been 18 citizens added to the citizenship list since then, although not approved. I haven’t looked but I haven’t seen any of those 18 masked as citizens, they are presumably waiting for Juris to check them off before that will happen.
I’m glad you brought this up, because the more I think about this issue the more it worries me.
I am fine, and here. I have had some RL trouble recently.
However, I am going to audit the system for errors, as well as approve citizens who are eligible.
I am sorry for this, and I hope that you all can forgive me… in the meantime, expect it all to be updated quite soon.

HC stands for honorary citizen, it is a special status granted to people in certain circumstances.
Can we get lists of new citizens? It’d be helpful for those of us who keep in touch with them in-game and keep them informed of the happenings within the government.

HC stands for honorary citizen, it is a special status granted to people in certain circumstances.

Quite Right.
Honorary Citizen is a status conferred on people by the Government whom have served the region very much for quite a long time, it usually takes almost near unanimity among the people to grant such a title, because Honorary Citizenship does not require the holder of the title to hold a nation in the region.
If you look on the Citizenship List, over to the Column where it says “Nation” instead of a Nation Name holding in the cell – it says “Honorary Citizenship”- for the reason that I just explained how a nation would not be required to have the title.
And by having Honorary Citizenship, is it like having Citizenship? I mean, can I, for example, ask to be a Magister with a honorary Citizenship?

iirc magisters must be citizens, and it doesn’t say they can be honorary citizens, so I’d recommend you go for citizenship
