ABOUT PUBLIC DISCLOSURE FORMS (PDFs)
What is a PDF?
A Public Disclosure Form or a PDF is a form to disclose your past affiliations. The publishing of PDFs is regulated by the Public Official Disclosure Act.
Do I need to make a PDF?
At present, the following individuals must make a PDF:
- The Delegate
- Any Magister
- Any Arbiter
- Any Viziers
- Any Ministers (this would include a Vice-Delegate)
- Any Ministers
Other officials may be required to post PDFs, the above is a general list. When in doubt, contact the Eastern Pacific Police Commissioner (their name can be found here.)
What do I need to put in my PDF?
You can just use the template in the box above, and fill it out as needed. Fill out the template and keep it updated within 7 days of any relevant changes, and you’ll be good to go.
If you’re updating your PDF, update it to follow the template and providing the required information. If you wish to report on additional pieces of information like former positions in the East Pacific or foreign positions you served in more than 12 months ago, you can make a post within your PDF’s thread detailing that additional information.
How do I post a PDF?

Go to the plaza subforum (click on this with a scroll wheel or open it in a new tab if on mobile).

Click on the new topic button:

In the “Type title, or paste a link here” box, type “Public Disclosure Form: [NAME OF NATION IN THE EAST PACIFIC]”. Replace the brackets with the name of your nation in the East Pacific.

Copy the template within this PDF-guide thread. You can do so by clicking the little copy and paste symbol in the right corner of the box on a computer (you need to hover over it to see it):

In the “Type here. use Barkdown, BBCode, or HTML to format. Drag or paste images.” box, paste the template (right click and hit paste or use CTRL+V on your keyboard).

At this point, it should look similar to this:

Fill out the template as directed.

When you finish the template, click the “Create Topic” button:

Your PDF should look like the image below - note the string of words “Rilanon Square The Plaza Public Disclosure Forms” beneath the thread title notes you posted it in the right place; if you don’t see that, seek the Grand Vizier or Police Commissioner for help:

Your PDF is now on the forums. Save the URL somewhere so you can easily find it.

Whenever you need to update it, click go to the URL of your PDF and click the little pencil.

Update the text as needed. When done, click the “Save Edit” button and your edits will be saved.
How often should I update my PDF?
You must update your PDF within 7 days of applying for or accepting a position in the East Pacific which requires a PDF (refer to the "Do I need to make a PDF?"question earlier in this thread to see a list of such positions). Additionally, you must update your PDF within 7 days of any changes to the information listed within your PDF.
Why do I need to disclose all of this?
The East Pacific requires these disclosures by law so that all affiliations of our high officials are known.
What if I do not wish to disclose a specific piece of information?
There is a way to limit disclosure.
What this requires is that you will need to disclose the piece of information to ALL of the following individuals:
- The Delegate (leader of the Executive, find here as “WA Delegate”.)
- The Provost (leader of the Magisterium, find here.)
- The Grand Vizier (leader of the Praesidium, find here.)
- The Viceroy (leader of the Conclave, find here.)
If 2 or more of these individuals state you do not need to disclose the stated information you wish to keep hidden, you do not need to post it in your Public Disclosure Form.
However, you will need to post the following statement at the bottom of your Public Disclosure Form: “ADDITIONAL POSTIONS OR ALIASES HAVE NOT BEEN DISCLOSED BY THE AUTHORITY OF [INSERT APPROVING EXCEPTION APPROVERS]”, replacing the brackets with the names and positions of the individuals who stated you did not need to disclose the relevant information.
What if I do not wish to disclose the piece of information to ANYONE, including the Delegate/Provost/Grand Vizier/Viceroy?
Unfortunately, your only other option is to resign from the position in the East Pacific which requires you to have a public disclosure form.
However, keep in mind that ALL of the above individuals must keep this information secret under Section IV, clause 3 of the Public Official Disclosure Act. Anyone who leaks this information may be performing treason-espionage per Section IV clause 4.2. of the Treason Act, which can result in a ban from the East Pacific for up to a maximum of five years should the Conclave find the offender guilty via trial.
What happens if I do not properly disclose/update my information?
A “Compliance Officer” of the Public Official Disclosure Act - also known as any member of the Eastern Pacific Police Commission (see here) including Viziers (see here or here) is tasked when enforcing this act.
Such a Compliance Officer will telegram the nation you listed as your resident nation in your citizenship application. They may also contact you via Discord or forums, if they desire. Upon receiving a notice from a Compliance Officer, you have 7 days to either disclose the required information or seek an exemption (see the “What if I do not wish to disclose a specific piece of information?” question).
Upon failing to do either action within 7 days, you may be faced with a trial. If found guilty by the Conclave, you can be banished from the East Pacific for a maximum of up to one year.
That being said, Compliance Officers will be lenient so long as you are acting in good faith. As of yet, there has been no trials involving information not disclosed in a PDF. So do not worry!

Alternatively, you can contact the Provost of the Magisterium for help. This is because the Provost often has to manage with citizens applying to be Magisters and their PDFs, so the Provost has some experience in the matter.
