As someone put it so eloquently recently, our University is quite defunct, however you have some options. Firstly, our university has a collection of texts and studies (or discussions) that can be read of course.
Secondly there is NationStates | Frequently Asked Questions and NationStates • View topic - Basics of Military Gameplay. The first being a general FAQ on the game of NS and the second being a basic guide to gameplay.
A third good source of general knowledge is the http://s4.zetaboards.com/UDL/forum/3850954/ of the UDL. You can say what you want about the UDL, but their library is huge.
About are roleplay, you can start by this http://theeastpacific.com/topic/5163787/1/#new and http://theeastpacific.com/forum/3553/ you can find information about our nations in the culture list as well as a character list and various other information.
I think you got quite some reading material to start with now. If question, shoot!
