On Warre and her History

This never happened.

Lumina Harbor, Warre

The ship that gently eased into the harbor of Warre’s capitol city was not a large ship by any stretch of the imagination. Nor was it a glamorous one. What it was was unpresumptuous. And that would do, for the eight men and women who clustered around the shady side of the deck to get their first good look at the city.

They were just as unpresumptous as the freighter, if not more so. Each one wore an identical black suit, an identical haircut (slightly long), and an identical black briefcase. Some, but not all, wore dark glasses. All in all, they looked like a collection of MBAs - a plentiful resource which is easily ignored.

The mission of the first diplomatic detachment of the Kandarin Federation to Warre was simple: To establish friendly contact. Sadly, the Foreign Minister had been rather nonspecific as to the hows, wherefores, and especially the whys. Such was life.

Nikta baorded the Raider with her aide, Jennifer as she was called, since the failure of the Cylon program diplomats and other dignitaries now often had Samantha clones accompanying them thef were not bad they had more personality that the Cylons but try as she may she still missed her cylon companion, they had settled on the name Roger for him he was a model 5 so he could pass as a Big Ugly, , Nikta paused her internal monologue and hissed a laugh, Humans they were called Humans her brood parents had been soldiers in the war and called them big uglies still but most knew it was not to offend.
“hold the door please” came a call from the outside of the ship,
Nikta watched as a human male trotted up to the door of the raider
“Pardon, I am to be on the trip with you Superior Female.” said the man
Nikta was impressed he could read her paint as well as gender
“Then come aboard , , " she extended a foreclaw " i do not have your name young man”
she added
“Furukawa, Maam, Ryoga Furukawa” he said taking her hand as he entered
“Well Ryoga our pilot should be here shortly, , Which branch of intel sent you, I have never had an aide beyond my escort before.”

Three Hours Later

“Report.”

The voice in the communications relay was crisp, clean, and professional, with the hint of an accent that a layman would not be able to place. The relay was one of the only pieces of advanced equipment in the entire ‘embassy’, and it was the first thing to be activated while the rest of the gear sat unpacked or hustled into place by workmen.

“All is well, sir.” The apparent leader of the expedition, a shortish young man who had added a pair of dark glasses to his uniform, nodded respectfully to the relay. “There was a little…complication…getting in. The meeting will be sometime tonight. There is nothing else to say.”

“Good, good.” The voice sounded pleased. “Remember protocol. You know the rest. That is all.”

Elsewhere, the other members of the team presided over a movement of nearly all of their personal accoutrements into the basement. The aboveground portions were given over to more functional usages, but it was simply imperative that housing be located underground.

The ship hovered approximately 20 meters from the international water line. It wasn’t large compared to the ships in the inter-sol fleet, but the ship was still more heavily armed than most ships on the water would be. So was the way of the Pax.

The ship opened coms to the mainland.

“This is Pax ship ‘Fatherland’. We will be entering your airspace shortly. Requesting landing coordinates for a ship of this size. Diplomatic envoy is attached to this ship.”

The Government building, such as it was, appeared to have been a seaside villa in recent memory. Very recent, judging by the scaffolding and the work crews busily replacing the roof tile. What it was not (except for the grounds) was particularly large by the standards of government headquarters.

However, it did have one thing, that the two present members of the Kandarinese mission who had been sent to the Senate noticed immediately: An echo. It was an absolute necessity for a government building, not merely for practical espionage uses but also for the stateliness it lent.

“Have you noticed something…wrong?”

“Possibly.” Verdi Yan, Agent of Honist and, at least in theory, head of the delegation, responded to the aide, who was a tallish woman in her mid-thirties. “Elaborate.”

“Everyone’s so…impeccable. Except when they’re silent. It’s all so perfectly ordered and scripted.”

“Oh, that’s perfectly normal.” Yan thought the aide should have known better. “This is their first diplomatic contact. They’re putting on a song and dance. Nations do it all the time.”

“Dictatorial nations, yes. Communist nations. Monarchical nations. But this is a democracy.”

For once, Verdi Yan didn’t know what to say.

“Thank you.” Yan bowed slightly and took off his dark glasses, revealing pearly eyes with thin black pupils. He folded the glasses neatly and inserted them into a pocket. “My colleagues and I greet you on behalf of the Kandarin Federation. Ladies and gentlemen, it is an honor to be here and meet you-”

Yan’s eyes settled on the man in the back of the room. Plainly dressed, a decade younger than the rest of the assembly, yet seemingly not out of place…his mind went back to a very similar image, that of a pretty young woman of perhaps twenty, who sat in the back of Foreign Ministry meetings and asked stupid questions. If the Minister can do it…so can he.

“-all of you, and especially you, your Highness.”

Matthew Terrus, the President of the Federated Alliance of Free Pacific States, scratched his chin as he thought about the question. Finally, he responded. “Tell them to sell the marijuana but keep the cocaine. Whats next?”

The Director of the Free Pacific Intelligence Agency spoke up from where he was standing across the room. “It appears that a democratic government has finally restored order on the island of Warre. The nation has opened its borders.”

“Ah, excellent,” Terrus replied. “Its always good to see it when a country ravaged by civil war for years establishes a solid, respectable governing body. Its safe, yes?”

The FPIA Director nodded. “Yes, sir.”

The President looked to Boris Kresnov, the Secretary of International Affairs, who was sitting on a couch across the room. “Got a delegation lined up, Boris?”

The career ambassador nodded. “Yes, sir. We’ve assembled a team to send on your orders to make contact.”

“That sounds good,” the President stated. He paused for a moment before asking the next question. “Have any of them…been there before?”

Boris nodded. “Yea. The head of the delegation worked at the embassy we used to have there before the nation was invaded and effectively collapsed. He’s pretty knowledgeable about the nation’s history and culture. The FPIA Agent going with the team, undercover naturally, also used to work at our embassy there.”

“Alright. I presume we’ll make contact before we send them over?”

The Chief Diplomat of FPS nodded. “Yes, sir. We’ll dispatch an official communique in the next couple of hours and let them tell us where and when to send our people.”

“Great. Whats next?”

Just below earth orbit, over Warre air space

“Alien spacecraft detected. Size: Medium. Estimated destiny: Warre Island.”
“Warre Island… Do we have any data on them?” asks the pilot.
“Only old info from before our isolation. They were a small but fast-growing nation that was conquered by savages sponsored by an unknown force.” answers the WSO.
“I bet the British are to blame. And about the craft, anything else?”
“Well armed, the design is probably from Pax.”
“I guess they wouldn´t try to assimilate a country with a single ship. But then again, better safe than sorry. Send a message to HQ about the situation, and hail the closest Warre base.”
“Understood… Done.”

“I am Captain Adam Baum from Drakkengard. We detected an alien spacecraft closing in your position. I understand we are not from the same country, but i request to be informed if your people is being threatened, and in an affirmative case, if international help would be solicited.”

OOC: Nothing personal, Pax. Its just from what i read in the forums, i can´t imagine my country seeing yours as anything but a threat… At least for now, as seeing Pax seeking a peaceful relationship with Warre might start making them think otherwise. :slight_smile:

Radics: I think it falls into the “very small” category.
Lazlow: Is it an old one renewed?

Radics: Yes, it seems to be a common practice.
Lazlow: NO! We won’t send a delegation. There are several reasons. First, it is costly. A group of peole, guards, crew, etc. Extra pay, maintance costs. Second, we don’t need an embassy there. They are smaller than us. And third, a delegation is a humiliating thing. It gives the false impression, that we are weaker. No, we should send a letter, with an elaborate letterhead.

It is the desire of Kelssek to extend the hand of friendship towards your nation, and it is with this desire in mind that I would like to inquire into a possible meeting between representatives of our governments, at your convenience. We would very much look forward to welcoming your august representatives to Neorvins.

Oh, but they make such good lost puppies, Mr. President. “Mr. President, I come to propose the establishment of formal diplomatic and trade ties between our two nations. We are gracious that you have offered us an embassy, and would like to offer you a similar site in our capitol of Malev if desired.”

“And let me be the first, if indeed I am the first, to welcome you to the community of nations.”

It took two days for the message to make its way through the bureaucracy before it was broadcast. In total, it was reviewed by a eighty people, spread across seventeen different entities. By the time it was finally transmitted, it’d been cut down completely, with nothing but a basic, nonpolitical message remaining.

There are no words to describe my happiness with the recent restoration of order and creation of a democratic state in Warre. There is truly nothing more tragic than the internal instability experienced by your nation in the recent past. There is truly nothing more wonderful, however, than the proper construction of a stable republic after such a terrible period.

Though the National Legislature has yet to officially complete the process of recognizing the Republic of Warre, I’m confident they’ll finish soon, and it is my hope that our two nations can establish a solid friendship at that point. To this end, with your permission, I’d be honored to dispatch a delegation to your nation on my behalf, for the purpose of establishing diplomatic relations between our countries.

The Raider Lurched into the air, they always seemed to lurch whet taken off Vertically and it began it’s ascent,
“maam” asked Ryoga “do we have diplomatic permission to go to Warre?”
Nikta hissed to herself
“Nat yet but I have always believed that the best first contacts were surprise ones,”
the lizard pauses
“Like when my people first arrived”
“but Maam” begins Ryoga " that arrival sparked a war"
“well of course but that was a conquest fleet arriving we are a diplomatic team”

“This is Pax ship fatherland. Escort us in if you must. Be assured that any attempt at harming this vessel will be considered an act of war.”

The irony of that statement sank into the commander after he broadcast it.

“Damn. I bet half their air force is laughing at that statement.”

The ship flew over the terrain of Warre. The Pax needed new resources and would have them. It didn’t want to incite a global war again. Peacefully it tread… At least while it still worked.

From the orbit, a message is sent to the primary military base of the Warreic Defense Forces.

Major General Takashi Umihana,

The country of Drakkengard welcomes Warre return to the international community.
In order to start a proper diplomatic relationship, we request permission to send representatives to discuss possible agreements.

“The Proposal of such ties itself is accepted without a doubt, but the ties and what they translate to are something that we may still have to discuss. Needless to say, we Warreians thank you for your greeting and your action, and we will reply in regards to the necessaty of an embassy in your nation’s capitol or not as soon as it has been discussed amongst the Senate.”

The President smiled for a moment, before giving a nod.

“If this is the base amount of discussion requested by your nation’s rulers, yourself and the rest of your group of diplomats are welcome to a nighttime tour of the capitol, provided by one of our government’s employees.”

“Certainly.” The delegation nodded. “What little we’ve seen of your capitol has been quite beautiful. We look forward to seeing more.”

The Bauhaus-style buildings of the modern, ceremonial capital of the Republic-Khanates of Dovakhan gleemed in the morning light. In one such building along a long axis of parkland known as the Esplanade of Khanates sat the Director of Diplomacy:

«So, a young island republic, so far from God, and yet so close to us?» asked the Director of Diplomacy jokingly

«Yes, but the most important factor for us to consider is their relative isolation up until recently, which makes a prime candidate nation for the Non-Aligned Movement» said the Director’s advisor.

«Quite right. Notify the Khagan-Chancellor and President McCue that we will be sending our own envoy in short order the Director replied.
