William let out a long sigh and rubbed his forehead before answering, “I recognize the fact that you are trying to make a compromise, but it is not working at the current moment. I’d like you to lower the size of the demilitarized zone to at least 200 kilometers. The Setznan Coast Guard should also have access to the demilitarized zone and reserve all rights to operate within it. The Coast Guard is an official Law Enforcement agency of congress. Being a ‘branch’ of the Maritime Self Defense Force is simply a title. Their true job is enforcing Setznan law overseas”

William took a short pause before continuing, “I’d also like to remind you that this is a demilitarized zone, meaning that the deployment of Oan military ships within the zone will be seen as a threat and an act of war.”

President William Verlhan then waited for his current adversary to make a rebuttal.

“What is the meaning of this?” He demanded.
“Your majesty, it’s the latest intelligence we have gathered from The Oan Isles.”
“Blasphemous. This is outrageous. This unprecedented ‘claim’ almost cuts off vital Staynish military routes to three islands, and stops us taking a direct route in the case of declared war upon our Joralesia. I demand a meeting with their official immediately.” The King stood up and dismissed the officer, pacing around the lobby before making a call.

“If you will not settle for 200, then 300. Nothing less, nothing more. If you won’t settle for that either, 400. 400 kilometers or less, then we’ll see about accepting the terms.” William awaited a reply.

We understand any lack of revision and wish we can reach an understanding despite days worth of military testing and military escort of goods prevented or delayed.

Lambertus VII sat idly in an office. A designated time had been arranged with an Oan Isles official. It had been only a day since he had received a confirmation. Suddenly he jolted into life as several people walked into the room, escorting an unfamiliar face.
“Hello! It seems we have much to discuss.” Lambertus stood, offering his hand.

Toaheni bowed to the King and gingerly shook his hand. He tried to accommodate the strange customs of this country, but he was having difficulty. Firstly, shaking hands felt weird and secondly shaking the hands of royalty was even worse.

But the King did offer so he trudged ahead. He sat down and they had some small talk before they got into the more difficult work.

“I understand that your majesty has some concerns regarding the expansion of our nation”, he said, " What are the specific problems you have identified?"

[s]A variety of Oan diplomats were having discussions with foreign officials to smooth out the claims that the Oan Isles was attempting to assert. Diplomatic and military efforts were not yielding results as easily or expediently as the government would have liked.

Kia Uye was acting as the Chairman of the collective head of government of The Oan Isles called the National Council, while Locklyn Le Roy was busy. She had requested a meeting with its members to discuss major political issues. Oan territorial expansion was at the top of the agenda.

The members sat around the round table in the boardroom. They identified certain problems regarding Oan expansion:

  1. Four countries from opposite factions felt threatened or at least concerned by the large swathe of sea that the Oan Isles was claiming: Stratarin, Celannica, Setzna and the Staynes Caltharus. Without clarity on Oan loyalty, they could neither call anyone a friend or foe, definitively.
  2. The impetus for the expansion process had initially been gaining territory and controlling trading routes to: increase the economic power of the Oan Isles, to expand the pool of available resources for the growing population without adversely harming the environment and having leverage to influence Pacific affairs.
  3. Several problems other than the issues of the four nations were apparent:
    [ul][li] The new colonies require manpower to build and maintain critical infrastructure for the to make the colonies inhabitable.This would divert manpower from the core economic areas on the home islands of the Oan Isles.
    [li] The new colonies require financial and other capital that is essential for the centre of Oan life: the home islands.
    [li] The navy must be deployed to escort and defend the people and assets being moved there, leaving home islands of the Oan Isles defenceless.
    [li] The recent expansion northwards to what is now Tranquility and Harmony Islands already doubled Oan territory. While the plan was ambitious, was it really necessary?[/li][/ul]

The members settled on a variety of appropriate responses to these questions and challenges:

  1. Building trade links with Auroran countries would supplement the resources the country needed.
  2. Defence agreements would serve well to protect the Oan home islands.
  3. A reduction of the claim might be necessary to ease the financial costs, the obvious flight of productive human, financial, military and other capitak that would take years to make the colonies inhabitable, let alone profitable.
  4. The Oan Isles was left increasingly isolated. The attention and energy of the government was focused on a project that was unlikely to be productive. The best plan was, as decided by unanimous vote, to reduce Oan claims and create long term agreements to control trade and defence in the Pacific.

Kia knew that the withdrawal of Oan claims was embarrassing, but necessary to remove the benign tumour that it was and the malignant tumour expansion would eventually become.

In short, I will reduce my claims in due time, all meetings being held are suspended until that time. I guess I was way over my head and the instability that the expansion will cause is too much. I am definitely keeping the islands to the north of the Oan Isles original island, but those across the Pacific and Oan Gondwana will be revised.[/s]
