**The World Assembly,**

_Reflecting_ throughout the course of history, instances of grave crimes, injustices, and violations of basic rights have occurred;

_Believing_ that the establishment of an international body based on collective action and shared sentiments of justice can ameliorate or prevent the repetition of such actions;

_Upholding_ that the rulings of such a forum will respect the rights, governments, liberties, and domestic policy choices of all members not explicitly ceded to this body;

**This body establishes that:**

2. **The Commission**

3. **Procedure**

4. **Arbitration & Enactment**
