I’m coming with simple, but probably complicated, questions:
Would that be legal for two candidates to run as one “leadership”?
That would entail one running for Delegate and the other one pledging to hire the other one for full 4 months as Vice-Delegate.
How would campaigning look in this case?

There is nothing stopping a candidate from agreeing to have someone else as Vice-Delegate and publicising this. The definition for election impropriety is vague:

But I don’t believe such an arrangement could be considered impropriety.
There is also nothing stopping the agreed upon Vice-Delegate from campaigning for the candidate they’ve made an agreement with. The definition for electioneering:

doesn’t account for others campaigning on someone else’s behalf. I also don’t think it could be considered improper since the agreed upon Vice-Delegate is party to the campaign and, like the candidate, has a vested interest in the election being favorable.
It wouldn’t be vote stacking either. The definition for vote stacking:

…2.1.8- “Vote Stacking”- The deliberate coordination of multiple citizens to obtain voter registration for the sole purpose of voting for a particular candidate in an election.

Requires multiple votes and only includes aiming to get Voter Registration for the sole purpose of voting for one candidate. The act of voting itself for one candidate by coordination isn’t counted if the voters got registered for legitimate reasons prior.
From what I gather, it’s legal but highly unusual. I recall a similar situation a few years ago when I went archive hunting but I don’t remember what that was about.
