1.3. The Viceroy shall lead the Conclave, represent it to the other branches of government, appoint a Viceroy Designee, maintain the Standing Orders and execute all other legal duties of its office.

1.4. The Viceroy Designee shall assume the duties of the Viceroy in case of the Viceroy’s absence, removal or resignation, until their return or the election of the new Viceroy.

That does still seem to be in effect under the new SOC, and iirc that was and still is Bach.
