This Proposal for Amendment was introduced and debated [here](https://forum.theeastpacific.com/t/amendment-trial-changes-to-the-concordat/17982) and was officially proposed by the Magisterium [here](https://forum.theeastpacific.com/t/a-2024-34-amendment-to-the-concordat/18283). NOTE: Only current Citizens, verified by those listed [here](https://forum.theeastpacific.com/t/citizenship-roster/16210), may vote on the Proposal for Amendment. > [@The Proposal for Amendment at vote](#): > > # **Article F: Rights and Duties of Citizens and Residents** > > ## Section 2 > > Each Resident shall not be tried twice for the same offence unless new and compelling evidence has been presented to the Conclave nor forced to self-incriminate. Residents shall have the right of representation by adequate counsel to enforce these rights. Residents shall not be denied the right to representation as limited by statutory law. **Voting Procedure** Voting is open for a period of approximately one week from the time this referendum is announced until 2024-09-17T21:30:00Z. **The vote will close after this time.** Votes made or edited after this time will not be counted. Votes cast from non-Citizens will be not be counted and are liable to penalty as voter fraud. ---

Voting closed on 2024-09-17T21:30:00Z. 14 individuals voted. One vote was invalidated for being cast outside of the voting period, resulting in 13 valid votes. 10 Citizens voted AYE and 3 Citizens voted NAY for a total of 13 voting Citizens. 0 Citizen declared present or abstinent. This Proposal for Amendment is thusly ratified as a legally binding Concordat Amendment with ~76.9% of voting Citizens in favor of ratification, surpassing the 2/3 (~66.67%) majority required for ratification by the Concordat. ---
