I don’t feel strongly about either number in particular; they were mostly picked to lower the thresholds at least a small amount, though the crisis number I think requires a decrease due to being higher than voter turnout. The challenge number only being three does give me some concern about being too low given a more healthy amount of activity, so I’d be happy to go with 5 and 5.
