Vladistock Stirs

A news video has recently leaked from Vladistock Island, and has been made available to nearly all international news services…

The video starts with Prime Minister Zubris Vladenktsy sitting calmly behind a desk, with bookcases and flags behind him. He wears a military style suit with a few small decorations, and no hat. He stares for a moment as if waiting for a cue, and then clears his throat before he begins…

"Citizens of Vladistock, and peoples of the East Pacific, I greet you once again. Our nation has gone through a long period of rebuilding, and I apologize for our isolation in this time. Following Dictator Ward’s reign, the civil war, the virus outbreak, and the disaster at Vladistock City, we have looked inward for unity rather than outward for aid. Vladistock City and area have been quarantined for radioactive testing. Our Capital now in North Vimygrad however, is open to foreign embassies and will soon be receiving international flights once again.

At this time we would also like to announce our disarmament program. The Vimygrad Protocol, passed by the house last month, will ensure complete disarmament of our Nuclear Weapons and delivery systems within the year. Furthermore, Nuclear programs unrelated to domestic use have been ceased. The military installation south of Klev-A-Yelz has already dismantled its silo. We have seen all too clearly the devastating effects of nuclear weapons, and hope to lead by example. We look to limit the proliferation of this technology, and also hope that other nations in the region will reconsider their nuclear weapons projects.

I thank you for your time, and hope to open relations and trade with nations of the East Pacific once again." He smiles, and the video ends.

Sources say that the Vladistock Island economy has begun to rebuild from the devastation of their civil war despite the fact that the government has remained in political isolation for some time. The citizenry seems content with the democratic leadership of Vladenktsy and the MSM (modern socialist movement), and the country has become stable once again ever since the last remaining supporters of Dictator Ward have been removed.

“So, Ward is gone for good?” Terrus asked as he flipped through the channels of the TV against the right wall.

“Apparently so.” Boris replied as he sorted through diplomatic papers. “The new government, under…uh…Zubris Vladenktsy…hell if I can pronounce that right…appears to be democratic in nature and seems to have most of the nation’s support.”

“Well, I’m not so sure I liked the means, but, I will say, it ended out well.” Matt stated after a moment.

“Ward wasn’t such a bad guy, you know.” Boris stated from across the room, where he was playing cards with Chris. It was the end of a long week; the group of national leaders was now unwinding to the less critical affairs of state.

Joan laughed. “Excepting the whole dictator part.”

“Well…you know what I mean.” Kroidrik responded, also laughing. “So, do we establish contact with the new government?”

“I don’t see why not.” Terrus stated. He looked to Boris. “Say, there were three survivors from the embassy, right?”

“Yea.” Boris replied.

“Contact them…see if any want to return at the head of a new diplomatic mission.”

“Will do.” Boris stated. He shuffled some more papers. “Next on the foreign affairs agenda…our position towards the EU’s classification for Belgian Jam…”

Formerly ruled by a dictatorship… but able to start its path towards democracy, it seems. However… it’s all inside the folder. Which happens to be definitely better than the previous ones, I would say» smiled the aide, handing the file to the New Iremian Foreign Minister. Smiling to her assistant, Lady Ileana De Corde chuckled quietly. Skimming through the fifty pages or so, she grinned.

«Yes… it seems the guys down in New Irem have finally been able to move back to their old standards. Very well… let’s hear if you have learnt your lesson as well, Brigis. Tell me… what should we do, in our opinion?»

«Uhm… let me see. Considering our recent policy… I suppose we’ll greet them, congratulating with their recent achievements and wishing them well and… uhm… what else? An offer to swap embassies, perhaps? Aside that… well… if I’m not wrong, I’ve read their economy focus on arms manufacturing, information technology and scientific research. All fields we could be interested in. Therefore… could a Free Trade treaty be useful?»

«Well… try not to be too pushy, on it: let it be a decision of theirs. And do not forget leaving the door open for their counter-proposals»

«Uhm… Ileana… what do you mean with it? Are you saying…»

“Well sir your video greeting was well recieved, The Free Pacific States have even sent a response.”

“Oh? Well this is good” Vladenktsy replied, clearing his throat again.

“Sir… umm, FPS has requested contact with their embassy survivors, what shall I tell them?” The minister said, dropping his tone. Vladenktsy glanced up at him nervously from behind the newspaper, deep in thought.

“Hmm, it might be a good idea if we had someone here to explain to… invite FPS to send a representative, and have Dani Morozov bring them to the Butsayev Medical Research Facility; he will also be assigned as our representative to the Free Pacific States, I’ll take care of the rest.”

“Understood.” The minister replied with a quick smile, and hurried out. Vladenktsy leaned back in his chair again with the newspaper, patiently waiting for the next minister to bother him.

“Think there is any point speaking to the Vladistockians, sir?” the junior MP asked Tr’valis as he sat down and reread the report.
“Might as well. Although approach them with caution. We got burned once by a regime of their political persuasion once and we don’t want to do so again,” Tr’valis said as he poured himself a drink.

Taking a quick look at the oily black liquid in the pot, Peters returned his smile, saying, “Still trying to pass that stuff off as coffee, Mr. President?” Amidst low murmurs of laughter she sat down and quickly scanned the file folder Chris Hayes handed her.

“What do you know of the situation, Carolyn?”

Peters cleared her throat before looking slowly around the room. “I was impressed with what I saw on the newscast. Don’t know much about Vladenktsy, but he’s made some steps in the right direction already; the Vimygrad Protocol, for one. What are you considering?”

“Establishing diplomatic relations. We never got very far with Ward.”

Peters eyed him thoughtfully. “Can’t hurt to send a diplomatic team over and at least start discussions. We’ll certainly get a better feel for what’s actually going on.”

“Charles?”

“No information indicating any problems, Peter. Terrus has already made contact, as have the Dannistrians.”

“Fine. Carolyn, it’s in your hands.”

“No problem, Sir. I’ll contact the Foreign Ministry directly; see about sending over a team.”

“Adrienne, what’s our last item of business?”

Miller, as usual, looked dwarfed by the massive table. “The funeral, Peter.”

“Right. Well, …”

Vladenktsy sighed slightly as the Dannistaan response was handed to him, “I’m no good at this diplomatic stuff Alexei, help me out would you?” he said, scanning through the communique.

“Of course sir” the foreign minister replied, and soon they had their first response for the inquiring nation.

Although too old for another posting abroad, despite the fact he’d probably enjoy it, she couldn’t think of anyone better than David Miller to establish diplomatic relations. He’d have a better handle on which diplomats were capable of handling a new assignment as well, once he had a feeling for the situation in the country.

As for their sending a diplomat to Kangarawa? She couldn’t see any difficulty with that, either. There was the matter of the death of the Vice President’s family, but accidents happened. The furor over the incident should have died down by the time the diplomat from Vladistock Island arrived. Decision made, she wrote her reply:

The government of Kelssek welcomes the reemergence of Vladistock Island onto the international scene and is interested in reviving our former close relations. At this time we announce our intention to reestablish our exchange of ambassadors and formal diplomatic relations.

The trip to Vladistock Island had not been easy. Only East Pacific Airlines had continued regular flights to the nation after the civil war had begun…and ‘regular’ only meant a single flight a day. Which left from Rillanon, not Liberty City, despite the fact that the airline was based in FPS. Meaning anyone wanting to visit Vladistock Island had to first swing through Rillanon…which wasn’t especially hard, as the Christie Island Transportation Security Force was relatively lax, but, was still a bit of a hassle.

Regardless, by the time he got to North Vimygrad, Warren Pece, the designated Ambassador to Vladistock Island, was not quite in a good mood. His back was stiff, his neck hurt, and he had a throbbing headache from sitting next to a screaming baby the whole flight. He was supposed to have first class, but, apparently, some sort of mix up at the airline had cost him his seat…leaving him in a middle seat in coach for both legs of the journey.

Thus, when he stepped off the jetway, Pece did not look around for the group meant to meet him…rather, he made his way directly to the nearest small boutique and bought a bottle of advil, downing several tablets before realizing he’d just blown off a diplomatic delegation. Making his way back, Pece began looking around for the Vladistockian(s) assigned to meet him.

The meeting room was full of men and women in suits, passing around papers, talking on cell phones, and patiently awaiting the Minister. When he entered, most of the room went quiet, eager to hear his words.

“Alright quiet down, thank you all for coming on short notice… as you all know, we’ve been very busy here at the office of foreign affairs. I’ve called you all together so that we can get the ball rolling on embassies and relations. First off, Ralf Vasilichenko, you are assigned back to Dannistaan once again, and Tomas Rucinsky you are headed back to Kangarawa. I think you two know the drill so you may be excused to make preparations.” Two of the men in suits stood up and after gathering a few papers, left the room. The Foreign Minister, Alexei Kirozov, took the opporunity to pour some coffee and take a seat while the two exited.
“As for the rest of you, before I give you your assignments I’d like to remind you to be courteous in all dealings. If that means swallowing your pride, or looking the other way from time to time, so be it. I believe the Prime Minister stressed it enough in his memo how important diplomacy is at this time.” Kirozov cleared his throat and continued, “When I call your name and give you your assignment, please collect your briefing from the table and make preperations for departure…” he said, and picked up a list.

“Peter Kristich, you are assigned to the nation of Kelssek” after a short pause while a man stood and left the room, he went on.
“Ivan Morozov, you are assigned to the nation of Coocoostan.”
“Natalya Radivoyevic, the nation of Reziel.”
“…and Josef Tkavensky, you are assigned to the Free Pacific States; arrangments have been made for you Josef so please speak to me after this meeting. That’s it for now people, remember you are representing Vladistock Island and the Prime Minister, and we trust you all to your tasks.” With that, he sat back down and entertained questions while the ambassadors prepared for diplomatics, they soon had responses sent out to their assigned nations.

Josef Tkavensky looked at his watch, then back out at the airplane which had recently landed from Christie Island. The plane was empty, and the flight attendents were now exiting. “How odd, I wonder where he went off to?” he said loudly from under his umbrella to the two men standing beside him. It was pouring rain, and they had waited patiently with a sign reading “FPS Delegate”. The men shrugged and turned, similarly looking around.

Terminal B - Lobby

As Warren Pece turned to go back towards the platform, a heavy-set man abruptly stopped him, recognizing him as a foreigner but not any of the businessmen he was used to seeing from Christie Island. “Can I help you sir? Passengers are not allowed back on the Tarmac you know” he said firmly. Warren sighed at this latest tedium.

“Yea yea I know, but I was supposed to meet some Vladistock reps, im from the Free Pacific States you see and…”

“Sure you are. Lemme see your passport sir” the heavy set man interrupted, looking annoyed.

Pece rolled his eyes and opened his mouth to object but stopped just in time, resigning himself to the fact that he couldn’t act indignant until the man had confirmed his identity. “Of course, sir. Let me just grab it.” Reaching into his bag, Warren pulled out both his diplomatic and personal passports, handing them to the officer. “Will there be anything else?” This time, Pece let the annoyance fall into his voice.
