BE IT ENACTED BY THE MAGISTERIUM OF THE EAST PACIFIC
SECTION I: CITATION
This Act shall be known and cited as the “Voter Registration Act".
SECTION II: VOTER REGISTRATION
The Praesidium shall establish an official forum thread (“Thread”) that can be utilized for official records, inquiries, waiver requests, acknowledgements, and other purposes as seen proper by the Praesidium or this law.
Any Citizen in the East Pacific who has maintained continuous residency in the East Pacific with a citizenship nation for one week, with said citizenship nation also being in the World Assembly continuously for at least one week, shall be considered a Registered Voter.
Should a Registered Voter’s World Assembly membership nation cease to exist or lose World Assembly membership, they shall no longer be considered a Registered Voter.
Should a Registered Voter’s World Assembly nation leave the Region, they shall have 24 hours to return it to the East Pacific. If said nation is not returned, they shall no longer be considered a Registered Voter.
SECTION III: WAIVERED VOTER REGISTRATION
Citizens unable to maintain World Assembly membership within the East Pacific may request a waiver to become a Registered Voter (“waivered Registered Voter”) in the Thread.
Citizens seeking a waiver must state within their request a valid Citizenship nation they own (“recorded Citizenship nation”) and their reason for seeking the waiver. No other steps shall be mandated of a Citizen seeking a waiver.
The Grand Vizier shall accept or deny the waiver request in the Thread.
The Grand Vizier may deny a request for regional security concerns, falsified information, incorrect information, and/or use of an illegal IP address.
If a Vizier objects to the acceptance or denial of a waiver in any place accessible to the Grand Vizier within 3 days of said acceptance/denial, the Praesidium shall vote on the waiver request. The vote shall last one week and shall need a 3/4 majority of voting Viziers in favor of overturning the relevant acceptance/denial for it to be overturned.
The Grand Vizier shall notify the Citizen seeking a waiver about the objection and up-coming Praesidium vote, if said objection is not made publicly within the Thread.
The Citizen seeking a waiver shall be notified within three days of vote closure whether their waiver is accepted or denied.
Citizens reserve the right to appeal to the Conclave on the denial of their waiver.
If denied a waiver, Citizens can submit a new waiver request two months after the notification of denial after the Praesidium vote.
Citizens who gain a waiver through the Praesidium may not seek another unless their current waiver from the Praesidium is removed or renounced.
Those Citizens serving as active soldiers of the Eastern Pacific Sovereign Army (EPSA) shall become waivered Registered Voters for the duration of their active service. Said Citizens must notify the Praesidium in the Thread that they have joined the EPSA and the current Overseeing Officer of the EPSA shall verify said notification.
After the Grand Vizier acknowledges such verification in the Thread, said Citizens shall become waivered Registered Voters.
Arbiters shall automatically become waivered Registered Voters upon the start of their tenure until they resign, are removed from office, or are replaced by another Arbiter.
Waived Registered Voters are required to maintain citizenship with their recorded Citizenship nation for the duration of their waiver, unless given exemption by statutory law.
If a waivered Registered Voter wishes to change their recorded Citizenship nation, they shall notify the Praesidium in the Thread with the Citizenship nation they wish to become their new recorded Citizenship nation. Said change will be made official once the Grand Vizier acknowledges said change in the Thread.
If a waivered Registered Voter’s recorded Citizenship nation leaves the region or Ceases to Exist, they shall have 24 hours to return said nation to the East Pacific or change their recorded Citizenship nation to another valid Citizenship nation following Section 3 procedures of this Act.
If they do neither option within 24 hours, said Citizen’s status as waivered Registered Voter shall be removed by the Grand Vizier.
Removal of waivered Voter Registration shall be when the Grand Vizier announces the removal of such in the Thread.
Any Citizen may renounce their waivered voter registration by notifying the Grand Vizier.
Waivered Registered Voters who gain a waiver from the Praesidium and are currently EPSA soldiers or Arbiters shall keep their Praesidium-given waiver when they are no longer an EPSA soldier or Arbiter.
Any duty given to the Grand Vizier by this Act may be delegated by the Grand Vizier to an appointee(s). Appointees may be non-Viziers.
SECTION V: WAIVER RECORDS
The Grand Vizier shall maintain an official list of all waivered Registered Voters. Said list shall remain publicly viewable on the East Pacific forums. The list may be posted in another forum thread besides the Thread.
Said official list shall contain:
All waiver applications considered by the Grand Vizier and/or Praesidium and their outcome.
All current waivered Registered Voters and their reason for waiver.
The Grand Vizier may appoint non-Viziers to assist in maintaining records.
SECTION VI: PROHIBITION
Any Citizen may be declared prohibited from having any nation reside in the East Pacific.
Any Vizier can nominate any group of individuals or a single individual for prohibition to The Praesidium for reasons of regional security, which can declare prohibition by a 2 / 3 majority vote. By the same majority the Praesidium can lift or amend any prohibition. Prohibitions are presumed to be indefinite unless otherwise indicated in the nomination.
The Magisterium shall be notified by the Grand Vizier or appointee thereof whenever a Vizier nominates a Citizen for prohibition.
The Praesidium shall maintain a public list of prohibited groups and nations on The East Pacific’s forum.
The Conclave can reverse a prohibition, or decrease its length, upon appeal by a prohibited nation.
Any Citizen who is prohibited shall be considered to be committing a summary offence with a punishment of banishment for the duration of their prohibition.
Additionally, the maintenance of a citizenship nation by a prohibited individual shall be considered a summary offense with a sentence of permanent banishment of said nation, for as long as the individual’s prohibition lasts.
Any individual who holds Citizenship before being prohibited may appeal to the Conclave.
SECTION VII: VOTE FRAUD
Nothing in this Act permits an individual to register multiple votes, which shall constitute an indictable offense with a maximum sentence of permanent banishment.
Any individual who attempts to vote during Delegate Elections and regional referenda without valid voter registration shall be committing an indictable offense with a maximum sentence of one year banishment.
Pursuant to the Standing Orders of the Magisterium, this proposal needs a standard majority of voting Magisters to pass. In addition, the quorum of 50% must be upheld.
Voting period of 168 hours (1 week) occurs between the following time period 2023-03-16T23:10:00Z →2023-03-23T23:10:00Z

Vote AYE or FOR if you are in favor of the proposal.
Vote NAY or AGAINST if you are against the proposal.
Vote PRESENT or ABSTAIN if you cannot make a decision in good conscience.
