Allegheny seemed to be in a state of shock across the nation. The markets came close to crashing multiple times, as stocks crashed and rebounded as investors tried to make a quick buck. Most of the residents had no issues with their neighbors to the south, and most remembered the military working closely with them to subjugate the Tasselvaltans. Still, the announcement of Alleghenny joining the union was a shock. Some news reports were obviously being censored both forcibly and voluntarily, but some started to report the Alleghenny military movements around the nation. Police forces were being ordered to comply with Allegheny soldiers being stationed in some major cities, and rumours of martial law in (Major City North) were being reported as well. The capital had not been occupied as of yet, and residents waited for a response to the Pax Draconica from what appeared to be a silent government…

Somewhere
The room was brightly lit with the fluorescent lamps humming above. Doughnuts sat in the middle of a large round glass table. George was a grizzled old verteran of the Tasselvaltan occupation and had been promoted to General as a result of the fast occupation of the west. He scoffed as he sat down, joined by seven others of various ranks and dress. To his left were a few members of the Alleghenny CIA. He reached forward and took a doughnut, looking at the poor glaze job the store bought treats had. He ate it quickly, and motioned for the meeting to start.

“Welcome. The plan is moving forward, and we should know by tonight how hard this is going to be. My friends here,” George said motioning to his left “are attempting to remove a hindrance to the plan. It is unfortunate the president has been targeted by enemies of the state.” He smiled “Fear not though, as our loyal forces have moved to secure the homeland from any threat, both domestic and external.” He paused, waiting for questions that did not come. “Of course we all know that if the president were to be killed, the military would graciously step in to protect the nation in its hour of peril.”
George pulled up a map on the glass table, orienting it so he could see.
“We are estimating that we have 30% of the military loyal to the commanders in this room. If all goes well, most of the rest will follow orders quietly, and they can all go home to their families when this is over. Worst case… We have a civil war on our hands.”
A blonde woman walked in and began passing out folders. She winked at George as she left, a wry smile on her face.
“These are the particulars of the agreement with Allegheny’s ascent to the union. They are fairly simple. They only apply if this works though.”
1: Alleghenny will be admitted to the union of Pax Draconica as a great state. With this, we will be considered equal with the other two great states, Packilvania and Drakkenguard.
2: Alleghenny will be allowed to govern herself domestically. We control who we trade with, with exception of union states. Those must be open to free trade at all times, and emergency requisitions in case of war.
3: Citizens of the union will be free to settle and operate in any territory of the union.
4: The union will be adopting our currency.
5: The military will be transferred to the control of the union in case of war, otherwise we operate as we see fit.
6: Anywhere the Allegheny flag is flown, the PD flag must be flown as well, at equal height.

More detailed, but boring specs on things that are much too detailed to type here.

George waited for those assembled to finish skimming the documents.
“May luck be with us in this endeavor.” He turned to the left. “We await news from your people.”

“I have convened you together for the urgent events surrounding our neighbor to the west. As you are aware, Allegheny is apparently ready to enter in league with the Pax. I’m certain you were all quick to pull any investments in that nation, but our business is not monetary. We must protect ourselves.” She bit her lip. “And… the Alleghenians… as well.”

“Never!” Ler Commodore Lebivistre barked. “We cannot help them after what they did to Iruk!”

“No,” Ikrisia answered. “No that’s the old way of thinking. Furthermore, Ler Commodore, your business is defense and defense only. It is to this end I urge you to shut the borders between Allegheny and Vekaiyu immediately.”

“It has already been done,” he said in his typically sticatto-phrased speech.

“That… actually might not be a good idea,” warned the Vekaiyun Minister of Trade, Reko Solranots. “Immigrants will pour over the border. And we do have that large track that connects Allegheny to Vekaiyu to Listonia. You know what could use skilled workers? Isklevyu.”

“No, those tracks were not designed to transport sentients like cattle!” the Minister of Transportation, Yuko Levineri, said.

“I don’t care about what it was designed to do, I care about what it can do. I like the idea of transporting immigrants to Isklevyu, but it’s far too early to do that. We need their numbers, because they’re going to have to fight for their country.” Ikrisia pointed at Yamano Nevikalu, the Kral Commodore of Vekaiyu. “Your troops are neutralizing Isklevyu, yes?”

“Yes ma’am. We’re going to accomplish our goal. Those Listonians are on the case. Lot of fight in their lot.”

“And Dveria, is it secured?”

“Negative. Too early, ma’am.”

“I wish to divert numbers to the western border and plan for a strike.”

He crossed his arms. “No can do, ma’am.”

“You do not wish to provide support?”

“I can’t. My numbers are already in two theaters. It’s not a good idea to stretch it into a third. We can defend, but we can’t really drive into territory in the west.”

“That’s the deal?”

“Yes’m.”

“That’s not good enough. We’re going to have our entire southwestern border jutted right up against the Pax. We cannot let that happen.” She rubbed her eyes and pounded the table next to her. Then she sat down. Clearly, many of them had been working on this the entire day.

“Contact Kerilo. Contact Smigsachenweiz. And get me any hint of resistance among the Alleghenians. I want names. Names!” She looked around at her ministers and officers. “Watch any reports coming out of that region carefully. It is clear to me that many will be against this. Intelligence,” she said, pointing at a group of representatives, “approach the appropriate channels and inform them that we are watching the situation closely. I want names and numbers by morning.” She looked at Nevikalu and Lebivistre. “Be prepared. We might be forming Alleghenian divisions depending on how all this plays out. And Miloskari,” she said, looking at Vinsent Miloskari, “contact Kerilo member states and our neighbors. We will require international numbers if we’re going to plan any offensive measures.” She looked out to the entire group. “But for now, gain information. We will plan our steps accordingly.”

The United States of Wikichang (Terranova City)

(Presidents Personal Assistant Zhu Li enters the U.S.W presidents office located in the government palace and looks directly into the turquoise waters and the lush forest of Terranova bay)

Zhu Li: Sir we have reports of tension between the global communities as the result of the imminent annexation of Alleghenny into the union of Pax Draconica. What posture should we take in this matter?

(The chair turns and reveals Foreign Affairs Minister Kuvira Chang in the presidential chair)

Kuvira Chang:
The president is not available right now he is in the southern territories supervising the construction of the new research facility in Antarctica, and unfortunately, the First Minister Jake Simpson is dealing with some issues (with a discreet smile on her face) in the Power core. Therefore I am the one, you should respond to, I have been researching this international situation and this nation should remain neutral in order to maintain peace.
(Holo-chat rings the call is from Misty Schulz the President of Wikinews the State official network)

Kuvira Chang: Zhu Li why dont you go out and bring me a tea

(Zhu Li leaves the room with some doubts in her face and the doors are closed)

Misty Schulz:
Hallo Frau Kuvira, is an honor to talk with such a respectable woman, the reason for my call is for asking you about this international problem that some foreigners said would evolve into a war.
Kuvira smiles again and responds calmly , Dear Misty we have nothing to worry about, I trust in the global leaders and I am sure they would resolve this in the diplomatic way, I still remember when during the unity festival the South Pacific fell into crisis and we were forced to leave the Wikichang Island
And finally after a few years of famine and sadness when no other nation wanted to help us my father found this place, the east pacific, so if you want news for tonights broadcast you should give this message:

(The wikichangs flag is in the background and the national anthem is playing)
Dear Wikis is my pleasure to inform you that our nation is safe and no matter how long is needed I would be your representative in the position of my father, temporally of course, but that is not the news I wanted to inform, as a wiki I know that sometimes people live in fear and famine when global leaders change their mind and because of that, The United States of Wikichang offers its brand new airships in service to all the citizens of Alleghenny that want security and peace within our great nation, to every citizen political asylum would be granted as they wish and once the annexation is completed they are going to return safely back into their homeland.

Meanwhile at the Capitol Building of Rhodesialund…
http://www.ifasouthafrica.org/App/Slideshow/Union_Buildings_Pretoria.jpg
The two elected presidents of Rhodesialund sit at their desk, facing each other in complete silence. They both know what is going on in each’s mind. The thought of war between two powerful nations is enough to put one at unrest, but the mere thought of that war extending east and including Rhodesialund was terrifying.

“Well that was just great, a government gridlock over a damned coat of arms and now we got ourselves a war to worry about?” said one.

The other replied in a cool but on edge manner, “I don’t like it as much as you do, but the last thing we need is emotional involvement.”

One of them gets up and stands at the window looking out at the city. The other laying back in his leather padded chair with his feet up on the double ended mahogany desk with his hands rubbing his temples, contemplating what should be done.

“You know what, screw it, it’s a damned if you do, damned if you don’t situation, but I’m not gonna sit by and watch us get swept up in all this crap,” said the standing president. He walked to the desk and picked up the phone to call ONI, the Office of Naval Intelligence and the Grand Admiral.

The other sat there for a minute and listened to the call, still rubbing his temples. He puts his feet down and opens his official laptop, pulling up a dedicated emergency program for contacting other nations via telegram.

The two started working, preparing the nation for a possible war and making sure it would never touch the mainland of Rhodesialund.[edit_reason]big image[/edit_reason]

Ikrisia,

I received your message and discussed the situation with my National Security Council. We have determined your request for assistance does invoke the Kerilo Accords, and thus we can guarantee at least sixty days of support from Laiatanese military assets. Anything over sixty days is subject to approval by the Federation Assembly.

I would prefer my troops be kept for defensive purposes, but they will gladly take the front lines of an offensive.

I also want to urge caution. I am fairly certain that neither of us want a war with the Pax. The costs could be astronomically high, and I am sure neither of us want any nation to pay for those costs. Especially the nations of Kerilo. I urge you to tread lightly in these coming weeks. You have my support, but I will always look out for my people first.

I am sending a division of troops from the Laiatanese Army under the command of Major General Vladimir Uralov. Also, I will be sending a squadron of J-10 Fangs from the Laiatanese Air Force under the command of Major Alexandra Anzhela. I trust that your officers will respect their ranks and decisions as equals.

Sincerely,

Zakhari Kreskov
President of the Laiatanese Federation

Zakhari Kreskov,

Naturally. The situation is indeed tense and requires delicate measures. It is to this end I recommend all available assistance is called upon. For if Allegheny can fall, surely one of us could as well. Nevertheless, we are amassing a defensive front in the provinces of Caviru and Tuko, and your craft will be given passage there. We do not anticipate an offensive at this time, especially as we wait on the response from Allegheny itself.

Regards,
Premier Ikrisia Levinile

— End quote

Finished with that letter, she set to work on a more encompassing message to the member-states of Kerilo:

— Begin quote from ____

Member-nations of Kerilo,

No doubt you are aware of the increasingly hostile conditions with one of our neighbors, Allegheny. We at Vekaiyu are unwilling to expand our borders with the Pax, nor are we willing to see an ally annexed in totality. I suggest that we meet quickly to determine what we must do to prevent this encroachment, especially considering if we do nothing, one of us may be the next target.

I fully believe a formidable resistance is growing in Allegheny and may be seeking a right time to attack. Coordination between our group and their resistance is essential. Obviously quick movement is crucial, as the longer we wait, the more difficult it becomes to wrestle control from the Pax.

The Kivreskov has passed a motion to allow coalition forces to use certain bases in the provinces of Caviru and Tuko. Such bases were prominent staging points during our own civil war, and have been used for multinational purposes in the past. I do not believe we should amass our efforts in one centralized location, however. A multifront fight would probably merit the best chance we have at this point. I suggest we seek out clearance in Barronia and attempt to use staging-off points there. In addition, it may be useful for South Hills to retain the usage of its bases to provide a southern attack.

Of course, this is all subject to change depending on what occurs with the native Alleghenians. We are mulling over accepting the inevitable influx of immigrants and allowing them passage into Isklevyu. We are aware of Wikichang’s rather interesting entrance into this conflict, and have assumed that both the Pax and resistance would be foolish to go after what appears to be a neutral party.

In the meantime, Kerilo the city is open for a meeting, should we feel the need to form one, which may very well be the case. Remain in close contact as the situation continues to develop.

Regards,
Ikrisia Levinile
Premier of Vekaiyu

— End quote

She then wrote a letter to Smigsachenweiz directly.

— Begin quote from ____

Duke Albert Johans von Liechtenstein II,

I assume you and your nation of Smigsachenweiz are watching the situation in Allegheny very closely. We would be wise to develop a plan of action in response to this brutish takeover of a CINTEP ally. Considering CINTEP is certainly not what it used to be, and its head city Pittsburgh is occupied, we must pick up the pieces of what remains and establish a strong defensive front.

In addition, I request the usage of any airfields and/or bases to use for any offensive purposes that may develop.

Regards,
Ikrisia Levinile

— End quote

Finally, she addressed her Minister of Foreign Affairs

— Begin quote from ____

Ehjy Yslevestri,

Listen to the sentiments of all nations regarding this conflict. No sensible nation would stand for such an occupation, and we may be able to request support from them. See to it that our representatives in CoN are able to bring this up as a matter of prime importance. The more support we can gain, the stronger our resolve becomes. Furthermore, the world needs a steadfast and stately Vekaiyu to guide it at times, as you no doubt know. We should realize such a position and act on it accordingly.

With best,
Ikrisia Levinile

“This is the third day of the protests in from of the Palace, Duke still hasn’t left the building, nor addressed the protesters. This is the biggest in the series of demonstrations through-out the country…” the voice cut off, and the screen quickly faded to black, and all he could see was his blurry shadow of a reflection. Not that he wanted to see it. He had never been bold, nor courageous, and the situation terrified him.
“Albert?” He heard Teresa’s voice simultaneously with a creek of old doors being open. He didn’t look up, but he knew what his wife’s face showed. It certainly wasn’t a smile, but how could it be. Seldom people respond with a smile, when their husband is sitting alone in a gloomy room with blinds over the windows. Crumpled shirt, dark circles below the eyes and an almost empty bottle of scotch didn’t help, but at least she couldn’t see the empty ones behind the desk. He didn’t respond, not even with a small movement.
“Albert. You have to get together, people are counting on you!”
“…”
“Albert, please!”
Suddenly he heard the sound of heavy boots on the corridor.
“Jesus christ!” said the voice. He recognized it. Only General Vonneghoot, head of the army, had that kind of voice that sounded so heavy and croaky, that even a beautiful poem would sound like a declaration of war. Though General wasn’t the kind of person to recite beautiful poems. “He still hasn’t stopped bumming? Listen, Duke” - never has the word duke, sounded as unappealing - “this is no time for that crap. People are fed up with you inactivity! First the premier died in a plane accident, and you did nothing. CINTEP fell apart, and you didn’t act. All that crap in Listonia, and you just sat on your arse!” He was still standing still, but his arms were flailing all over the place, and his voice was getting louder and louder. “Look at Vekaiyu, they seized the opportunity, and now we are bordered but a super-power to the north!”
“General, please!” Teresa tried to calm him down, but the general didn’t even hear her.
“And to the south? There was just Packilvania, now it’s Pax Draconica, another strong block, and Smigsachenweiz did not intervene at all! And now we are fucked, they are annexing our ally, and you are sitting here, drinking scotch all day!” He yelled filled with rage, until he noticed scared eyes of the duchess. He closed his eyes and took a deep breath in to calm down.
“There is a message from Vekaiyu.” he continued putting an opened envelope on Albert’s desk. After a few seconds Duke collected himself and took the letter. As he was reading, the General continued:
“They are gearing up for war, clearly. They are asking to use our bases and airfields, and want a unified response regarding the Pax-crisis. This is exactly the time to start acting already!” His voice started to get louder again.
Duke Albert looked at the General, but turned his head as soon as looked into his eyes, filled with rage. The letter fell from his hands, as he had rose them, to hide his face. His mind was filled with numb darkness, so he just sat like this, until General Vonneghoot’s voice has put him out of the shock.
“What is our response? We have to act quickly!”
“I…I don’t know” Albert’s voice was broken and harsh, which was natural after a few days of consuming mostly whisky.
General’s face was filled with disgust and disappointment. He took another envelope from the pocket of his jacket and placed it on the desk. “In that case your highness, I’m terribly sorry to inform you that this is an official proclamation of army taking over the country and proclaiming the martial law. You are being dethroned, stripped of all power, and placed under house arrest until the military council decides to put you through a fair trial.” He turned to Teresa “Do not worry, duchess, it only applies to your husband, but I advise you not to leave the palace grounds for now. I’m terribly sorry it has come to this”.
Vonneghoot put his military hat back on, and left the room, as Duchess stood frozen with fear, and Duke sat still, only even sadder then before. As he walked down the corridor he heard a shriek and a single gunshot.

— Begin quote from ____

To Ikrisia Levinile,
Premier of Vekaiyu

I regret to inform you that Duke Albert is unavailable, as he was stripped of his power. He was placed under home arrest, and no one can contact him. Country is under Military Council of Sanation rule for the time being. We are trying to restore order in the country, and proclaimed the martial law. We are currently unable to support you militarily, but know that Junta is all behind you, and after this situation calms down, we can surely agree on Vekaiyu usage of our bases.

General Ernst Vonneghoot,
Commander-in-chief,
Head of Military Council of Sanation

Ikrisia cringed when she read the email. She was aware of the growing instability in Smigsachenweiz, but did not realize it was that volatile. Perhaps she should convince the nation to join the Vekaiyun Union in order to form a united front. But that would take time and would be difficult to do given the current situation.

— Begin quote from ____

Ernst Vonneghoot,

Understood. Ensure that stability is brought quickly to your nation. Any sign of weakness may be detectable. Given the current sentiments in the region, we would do well to broadcast stability, as we do not wish to open up another theatre in this potential war if we can avoid it.

Everyone in the offices are whispering, the phones won’t stop ringing and general fear of a war seems to affect all government levels.
Minister Kuvira now in charge of the nation carefully reads all available information about this annexation suddenly her phone rings, is her father the president of Wikichang.

“Hallo, Sir…”
(Static…)
Hallo meine Tochter how everything is going now, I heard something about a war

“Hi father, I’m good, but the current events have been a little bit stressful (blowing her hair off her face looking tired), fortunately I can inform you that the Festival is a great success everything in Omashu is running smoothly and the other states are fine.”

"Recently the international community has criticized our moves and the construction of the Research facility as well, we must prove them that our nation is not a conqueror one but rather a neutral and pacific one. "

(Static continues and the wind blowing can be hear…)
Yes darling even here in the coldest place in Urth I have heard about the other nations being suspicious about our plans, what about giving shelter to Allegheny citizens?

(Kuvira turn the presidential chair, looks deeply into the ocean and responds,)
“Sir, I already tried to offer our Airships to bring citizens of Allegheny to our country as political refugees but it seems that I didn’t work. We waited for calls of the citizens but nobody apparently cares.”

(President Chang breathes takes a sip of his hot tea, looks into the frozen landscape and has an idea)
My dear maybe you haven’t found the right way to use our resources in the benefit of the others nations, we must make of The United States of Wikichang a renowned nation and by helping others in danger seems to be the perfect way.

(Kuvira freezes, stands up and hears with extremely detail)
In my years as president I found that sometimes the direct communication with others may not be possible but what about other nations already involved, I say you should send communicates to world leaders worried about Allegheny and offer them our help to bring citizens of those zones in conflict you can use our emergency budget to create housing for the refugees, I am sure Jake Simpson won’t refuse such a proposal.

(President Chang suddenly has something to deal with and hear her daughter response before hanging up)
“Thank you Sir, as always you’re right I immediately would send letters to involved countries waiting for their answer, please take care I am waiting you come back as soon as possible.”

(Kuvira puts her phone into her jacket and calls Zhu Li by the intercom.)

Noi,

Although we have retained peaceful and prosperous relations, these are now at threat. It is always the goal of our communications to be short and to the point, so I will follow suit: While we respect your intentions involving Tasselvalta, a move against Allegheny itself will not be permitted and may be seen as a act of war against our own, We trust the intentions of this action can be achieved through Tasselvalta alone, and not through Allegheny, we, however, will not be capable of standing by while Allegheny is seized.

Rob Hunter.

Mr. Hunter-

While the offer to allow the Pax to take all of Tasselvalta is tempting, it would be an act of agression towards our northern allies. The nation is exeriencing a change in leadership that aligns itself very closely with the Pax Draconica, much as the nations to the east of us are aligning with the Veak Union. I assure you, Alleghenny is not being seized or conquered. It is ascending to the Pax Draconica as an equal part to the Pax and Drakkengaurd.

Sol has seen too much conflict and war as it is. The last great wars brought ruin to the world, and nearly destroyed it. Parts of the desert are still irradiated from the old conflicts. A war between the Pax Draconica and the other major powers of Sol would do nothing but kill trillions and bring ruin to all… The war would not be fought with troops alone, as I am sure we all know.

I am not an unreasonable Neko though, and I am open to formal discussions with the powers of Sol. I am curious as to what drives the blatant hostile intent towards the ascension of a state to our union while others blatantly annex territories.

Noi, Hive Mother

*** I missed this… :expressionless: ***

Williamshaven

Fitzpatrick was sitting at a back corner table with his legs crossed, absently stirring a Tanoan tea. His attention was on a pair of old men recalling the days of the Pax occupation and arguing whether confronting the old enemy would invite assimilation.

“Beautiful morning, isn’t it?” Elena was delighted to see the sun break through the ever-present clouds of winter.

“Yes. Beautiful.”

“They didn’t have any lemon poppyseed muffins,” She said was a pout. “They did have that seedcaek you like.”

“Thank you.”

Elena broke a small piece off the corner of the slice. She knew Fitz’s mind was somewhere else. She looked towards the old men, then back at her husband. “Don’t listen to them, mon chou. They’re only scared old men. They don’t know how far we’ve come.”

Fitz took a sip of his tea.

“They know exactly how far we’ve come and that is why they are afraid. Noi has no use for the less advanced.”

He checked the time on his wristwatch and took another sip.

“It’s time.”

The joy in Elena’s face melted as the sun crept back under the veil of gloomy, grey clouds. It was time to send her soldier off to war.

“COMMMMPANNNNYYY…ATTEENNNNNTION!”

A universal rummaging was heard as the soldiers of the company moved to attention.

“At ease!” exclaimed the company commander, Captain Summers.

The rummaging was repeated, but in a reverse to bring the company to a more relaxed position.

“I need not remind you of the circumstances this division has been activated. Gentlemen, we face a real threat of conflict, this time much, much, closer to home, and against a technologically superior enemy. You have the rest of this afternoon freetime in your barracks, but starting at 0600 tomorrow, we are going on a war preparatory footing.” He sent a nod to the Sergeant Major, and fell out of line infront of the company.

“COMMMPANNYYY…DISSSSSSSSMISSED!”

The company fell out of line and went back to there barracks in the camp, “35th I.D - 3rd BTN - ‘F’ Company” painted on a sign outside the line of barracks.

“Do we actually have a plan for a war with the Pax?” asked Lieutenant Spier, a platoon leader.

“Same as everyone elses, Blitz and don’t loose the momentum. If we end up on the defensive, itle be bad.”

“So basically rush like hell and hope they don’t have any meaningful resistance?”

“Basically.”

“Amazing plan.”

“You have a better one, Lieutenant?”

“Fair enough, sir.”
