Vote: Legislative Procedure Resolution

WHEREAS the legislative procedure of the Magisterium is of vital importance to the efficiency of this body,

WHEREAS this legislative procedure should be clear and foreseeable for everyone,

THEREFORE, the Magisterium resolves to present and adhere to the following summary of said procedure:

  1. Any Citizen may begin the legislative process by proposing draft legislation in a new thread.

  2. Any Citizen of The East Pacific may post questions or comments in that thread.

  3. The bill is debated.

  4. The bill may be amended, in accordance with the Magisterium Standing Orders.

  5. Repeat steps (3) and (4) as desired, until the legislation is moved to the voting thread per steps (6) and (7). It is important that Magisters and Citizens take the time for a full and thoughtful debate of the legislation.

  6. A motion to move the legislation to a vote is made by a Magister.

  7. The motion must be seconded by another Magister within 24 hours or the motion dies for lack of a second. If the motion dies for lack of a second, return to step (3). If seconded, move on to step (8).

  8. The Provost sets up a voting thread for the legislation.

  9. Magisters publicly vote.

  10. At the end of the voting period, the Provost announces the vote, determines if a quorum was present, and locks the voting thread.

  11. If the legislation does not pass or a quorum of Magisters was not present, the legislation has failed and no further action is necessary.

  12. If the legislation has passed and it is a Resolution of the Magisterium (and not subject to review by the Delegate), the Provost shall publish the resolution in the appropriate parts of the forum.

  13. If the legislation has passed and it is a proposed amendment to the Concordat, the Provost shall submit the proposed amendment to the Conclave so that a Citizen’s Referendum may be scheduled.

  14. If the legislation has passed and it is an internal procedural document (e.g., additions or changes to the Magisterium Standing Orders), the Provost shall document those changes in the appropriate parts of the forum relating to the Magisterium.

  15. If the legislation has passed and it is subject to either the signature or veto of the Delegate, the Provost officially notifies the Delegate of the new legislation.

  16. If the Delegate signs the legislation, it becomes a new law for The East Pacific.

  17. If the Delegate neither signs nor vetoes the legislation, it becomes a new law 10 days after it was presented to the Delegate.

  18. If the Delegate vetoes the legislation, it is returned to the Magisterium for a vote. If 3/4 of the Magisters vote to overturn the veto, the legislation becomes a new law.

  19. If the Delegate vetoes the legislation and the Magisterium is unable to overturn the veto, the legislation has failed.

DECLARES that this resolution shall be known and cited as the “Legislative Procedure Resolution.”

You must state your WA nation at the time of your vote with the following two exceptions:

(2) If your WA nation is on assignment with the EPSA, then you must make a statement to that effect.
