A Call to Arms

The Executive Building, Tretridia, 5:50 PM PDT

Defense Minister Kyle Johnson walked into Prime Minister James Stevenson’s office and placed an intelligence report on his desk. “Though you would want to see this.”

Stevenson read it. Apparently there was a coup in Xargrurg and now it was a dictatorship. Huh.

As Johnson left, Foreign Minister Bartholomew Smith walked in. “Something’s going on. Something huge.”

He read it. The Oan Isles had declared war on the “GXE,” the organization behind the coup.

Smith was about to leave when Stevenson told him to stay. “No doubt they will try to destabilize their enemies. Divide and conquer.”

Smith said, “The GXE is probably going to look for acceptance among other nations.”

Stevenson said, “Then don’t recognize them. I do not approve of democracies becoming dictatorships. Make sure everybody knows.”

When Smith left, Stevenson picked up his phone and called Matthew Irvine. “Come here immediately.”

A few minutes later, Irvine walked in the Prime Minister’s office. “You called?”

“Yes.”

“What’s so urgent? Usually these things are done ahead of time.”

Stevenson handed the papers to Irvine. “Read this in front of the Council, and let them deliberate what to do.”

Acting Prime Minister Melissa Gray was having a very stressful night. Stevenson had left for a meeting in Staynes, and then she received new of Lukin’s death. She then had a phone call with Foreign Minister Smith about the situation.

Irvine walked into the office. He placed a proposal that was just passed by the council. Gray read it. Conscription. Every man and woman fit for service would be assigned a number, and then some of these numbers were drawn by lot. This was the usual procedure unless everybody fit for service would have to be drafted.

Gray picked up Stevenson’s pen and signed it. And so begins the march to war.

Irvine nodded silently as if he knew what Gray was thinking. He then turned around and left the building.

Benjamin Morris was reading the news. He was an extremely vocal supporter of the GXE and was willing to cause an upheaval if necessary. His eyes skimmed to a headline. Apparently, Prime Minister Stevenson was going to a visit with Lambertus VII to oppose the GXE. He found his pistol and loaded it. He’ll have to be eliminated.

Matthew Irvine was sitting before the legislative body that he administrated. He had one of the most important (in his mind) bit of legislation in the SRT’s short history in his hands.

PREAMBLE

WHEREAS, The organization known as the “Great Xargurgian Empire” successfully carried out a coup d’état on the Republic of Xargrurg,

WHEREAS, the Executive Office has officially refused to recognize the “Great Xargrurgian Empire,

WHEREAS, The Executive has taken a hostile stance against the organization,

ON THIS DAY, June 7, 2017, the National Council of the Second Republic of Tretrid hereby declares that the nation shall be in a state of war with the organization.

ARTICLE 1

§1
The Second Republic of Tretrid will officially be in a state of war against the “Great Xargrugian Empire,” and any allies of the organization.

§2
The Second Republic of Tretrid shall sever all diplomatic relations with any nation friendly with the organization.

§3
The Second Republic of Tretrid shall neither establish diplomatic relations with the “Great Xargrurgian Empire, nor with any of its allies.

ARTICLE 2

§1
The Second Republic of Tretrid shall not accept nothing less than UNCONDITIONAL SURRENDER unless any of its allies agrees for a treaty.

§2
The Second Republic of Tretrid shall CONDEMN and RETALIATE ON any uses of weapons of mass destructions (thermonuclear weapons, biological weapons, chemical weapons, etc.).

§3
The Second Republic of Tretrid shall personally see to the destruction of the “Great Xargrurgian Empire” and have it replaced with a democratic government.

ENACTMENT

The declaration of war will be taken into effect upon being passed by the National Council of the Second Republic of Tretrid, and being signed by the Prime Minister. If he/she vetoes it, he may be overridden by ⅔ majority of the National Council.

Morning, June 1, 2016
The Executive Plane slowly lowered itself onto the runway, and rolled to a stop. Both men riding it were too shocked by Starikov seizing power and the death of Lukin and Dragomirov to do much except looking out a window.

When Stevenson and Smith left, both drove back to the Building. (They drove separately, and Stevenson had a chauffeur.)

A road, Tretridia, 9:00 AM PDT
Morris prowled on the sidewalk. He knew very well that this was part of the route from the airport. In his hand was a loaded pistol.

He suddenly saw the limousine containing Stevenson driving by. Quickly, he aimed the gun at the car and fired. BANG!

At the same time
Stevenson was admiring his surroundings when a gunshot rang out and a sudden pain appeared in his palm and his thigh. He’d been shot.

The vehicle quickly turned for the nearest hospital.

When the automobile arrived at the hospital, he was immediately admitted to the emergency room. He had lost a significant amount of blood and was in bad shape.

The last thing Stevenson saw was a respirator for administering anesthetic being placed on his face.

The Executive Building, Tretridia, 11:00 PM PDT, June 1, 2017
Acting Prime Minister Melissa Gray appeared in an address in front of the TV cameras, and in fact, the entire public.

“My fellow Tretridians, I regret to tell you that Prime Minister James Stevenson has been shot. We have received information that Stevenson is alive, and is undergoing surgery. I advise you to stay calm, and not react violently. A gunman has been identified, and he will be brought to justice. Thank you, Tretridians, and have a nice day.”

A hospital, Tretridia, 4:30 PM PDT, the same day
Stevenson groaned and opened his eyes to the sight of concerned doctors and officials. He tried to recollect his memories. The last thing he remembered… some sort of respirator being placed on his face. And he also remembered a horrible pain in his hand and his thigh, and then the loud bang.

A gunshot.

He lifted his left arm (the one that was shot) and found a bandage covering his hand. His right leg was completely encased in a brace.

The doctor said, “The bullet not only embedded itself in your leg, it also damaged some tendons. You’re going to have to use a wheelchair until further notice. Also, we’re monitoring the healing of your injuries, so we’ll have to keep you in the hospital. I expect that you’ll be discharged on Tuesday.”

Stevenson sat (he didn’t have a choice, with his wheelchair and everything) at his desk. He had been discharged from the hospital the day before as expected and returned to his office without incident.

Around him were Foreign Minister Smith, Defense Minister Johnson, and the General (who flew all the way from Fort Johnston to watch this), watching Stevenson.

The door opened, and Matthew Irvine walked in, with a revised version of the declaration of war, and placed it on the desk.

Stevenson sighed, picked up his pen, and signed the paper.

He then directly addressed the General. "Get Admiral Vega to deploy half of his fleets, and especially to deploy troop transports and amphibious assault vehicles. We’re going to need them.[edit_reason]typo’d[/edit_reason]

Stevenson looked up at the Executive Plane, whose handicapped ramp was being used for the first time. He knew what he was going to do. Ever since the failed attempt on his life, the security around him had increased dramatically. Nevertheless, he was going to the city of Civilmagna, Mexregiona, for a meeting with Mister Leader II of Mexregiona and Calvin I of the Atlae Isles, and checking into a hotel for the night (the flight would only take 15 minutes). He would also pay a visit to the Tretridian embassy in the city, and pay a visit to the ambassador there.

Stevenson took a deep breath, gripped the wheels of his wheelchair, and rolled up the ramp.

0800 Hours, 6-10-2017 A.D. (12017 H.E.)
Conference Room 8, Civilmagna Civic Center, Civilmagna, Insulmag Island, Mexregional Archipelago, East Mexregiona, United Parishes of Mexregiona, Atlantia, Urth

The sterile building, with its outside obelisks and temporary police towers, stood within the center of downtown Civilmagna, one of the two Embassy Cities in the nation and the once-capital of the Altaland Confederacy. The civic center was home to large events including the present attraction: the historic meeting of the three heads of state.
Reporters and enthusiasts lined the entrance to the center, met with half a brigade of policemen and the occasional military private. It was a straight line into the place, and thousands were on lookout. This would be a great time to kill off some important people, but the forces at hand weren’t going to see that happen. Not now, if ever.
Mister Leader II, the unofficial host of this meeting, stumbled out of his armored vehicle, complete with some Secret Service operatives, and began to walk up to the building. Stevenson and Calvin I followed right behind. Leaving the conversation for the main event, it had been an extremely awkward card ride from the airport, Civilmagna International, consisting of the occasional eye contact and shady small talk. Hopefully the meeting itself would be smoother than the trip there.
Escorted by some of the highest ranking officers in the city and even the Serviceman Beartrot himself, who had come for any possible military action, the three made their way down the opening corridor and into the gymnasium. From there, they moved on to a conference room. Mister Leader was assured there were no cameras, and that the walls surrounding the room were reinforced with multiple alloys of various worths. It was the equivalent of a bomb shelter: even the corners of the room were stocked with an array of foodstuffs and other necessities.
The door was closed and locked from the inside. Three keys were assorted near the door.
The men shook hands for probably the tenth time, took to their seats, and began.

“We all know why we’re here, so let’s start this off as quick as possible,” Mister Leader II said.

Stevenson stared at all the security measures around him. “Yes. And I believe we are in agreement over what to do over the GXE. But how will we coordinate our actions?”

“That is a great question, one which we’re all gonna have to put our heads together on. I personally have very few choices when it comes to commandants, as Mexregiona hasn’t seen a domestic invasion in centuries, and all the current generals and such are either aging or are of little experience in the field. That is, as of now.”

“Tretrid has had a civil war about 20 years ago. I can recommend some of the masterminds behind the forces that created the Republic. I’m just not sure if the others are willing to accept. Most of the generals behind that became sick of armed conflict.”

“That’s understandable. Would any of them have naval experience? That is almost undoubtedly the most important factor for this war.”

“By far that war was an infantry war.” Stevenson turned (he had to adjust the wheels of his wheelchair) to Calvin I. “Do you have anybody who you would like to recommend to lead the forces?”

“I’d like to suggest Admiral Ortsweck. He was instrumental in the fight against the UIRF.” Calvin I responded.[edit_reason]Continuity[/edit_reason]

“Is he able to coordinate multiple forces and is he a capable strategist?”

“I believe he is.” Calvin I replied with confidence.

“Perhaps Beartrot could also be of service,” Mister Leader II replied. “In fact, he’s stationed outside right now. He’s played an instrumental part in the Battle of the Hill and many other operations. He’s also a pilot, and is very coordinated with the workings of the Mexregionan government. Quite an asset, I must say.”
