With Acara Shura being created, it was time for new laws, and the Inner Council was summoned for this reason, and the new laws and regulations are thought about still now, but, the regulations won’t be repealled is the guess of everyone. Acara Shura, mostly is being Neutral with anything, or straight up not caring. They have managed to do their plans, and are looking forward to make more. These laws and changes made:
No-Morale/Ethic Economic Zones, that are working 24/7. They are mostly powered with Volunteers working for 6-10 hours, and prisoners, also working for the same time, with 15 minute breaks every hour to both. They are mostly factory zones or Trout Fishing Zones. They quite gave the economy a boost, and then the regulations, well… There is mostly no regulations, since there is little to no private industry, but the regulations consist of maximum working hours, treating of workers, health and safety qualifications and others. Also, with No-Morale/Ethic Zones, they are mostly ignored, but some still stand. Also with the factories being built and some now even working, the Councils are deciding what to do, to power the military or Infastructure? It will be probably both, since they want to be developped the quickest. Also, there is also railroads and other civilian infastructure being built, for military and civil purposes, and also factories are being powered with mostly wastes of fish, water and wind powers, since they are the most reliable ones, and there is also a diverse system of Factory Output and what factories are manufacturing, the guess is this:

FACTORY OUTPUT FOR THE ARMY: 6 (2 Factories being built for Military purposes. 2 being used for sidearms, 3 being used for Rifles/Normal Arms, 1 for Experimental/Prototype ones. Does not include minor ones.)
FACTORY OUTPUT FOR ECONOMICS/CIVIL POPULANCE: 7 (Guess is 3 being built 1 will be used for Information Technology, 1 will be used for processing Fishing Goods and 1 being used for Manufacturing. 3 being for Manufacturing, 3 being for Information Technology, 1 for processing Fishing Goods. Does not include minor ones.)
MINOR FACTORY OUTPUT FOR THE ARMY: 7 (None being built. 2 for sidearms, 3 for rifles, 2 for experimental/prototype weapons.)
MINOR FACTORY OUTPUT FOR ECONOMICS/CIVIL POPULANCE: 5 (2 being built, 1 being used for Fishing Goods, 1 for Manufacturing. 2 Is for Information Technology, 1 is for processing Fishing Goods, and 2 is for Manufacturing.)
The Government also introduced the tax rate, being at %30 for Income, and being %10 for the things bought, such as Extra Food, Extra Water and etc.
The building of railroads are also being done mostly quickly, since also volunteers are able to work there, and also supply the workers with food, water and other things essential for building and survivial. The Iron for the building is mostly from the profits of the sold fish, manufactured goods and information technology. Manufacturing is also diversified, and kept as mostly as a secret. And the Fishing Goods, they are mostly being given to other people, about %70 of Fish, (84 Million in one year.)
and the rest of the %30 (25.2 Million in one year.) being sold, and I hear, how is it that much, you are asking, well, it is because of No-Morale/Ethic Zones and also the populances love for fish, and most of the fish are dirt cheap in Acara Shura, since people go fishing a lot, for hobby or for money, and mostly going abroad to sell them, or just sell it between themselves. (Private Industry isn’t allowed, but you can sell anything to other Civilians of Foreign Nations, with a flat tax rate for your incomes.) Well, when the fishes are caught really much, the Government buys it from the Civilians to sell them abroad, or store it for bad productivity years. Also, in bad productivity years, the stored fish are distrubuted to the populance, but the fish prices go up anyway, so people stock it in the expernsive seasons, and when it becomes cheap, they buy and fish everywhere they can, and when the fish prices go upper, people will also benefit it, and sell them abroad for higher prices. So, it is a prospering nation. With low cost of living.
