[ADVISORY QUESTION] Legality of Prohibition

Greeting fellow Arbiters,

Per the VRA, the Praesidium is allowed to prohibit (for reasons of being a regional security thread) any individual without voter registration from maintaining citizenship, including individuals who are already citizens at the time of prohibition.

My understanding is that since prohibition is not a summary nor indictable offense, it cannot be legal as the Concordat does allow banning of Citizens outside criminal offenses. But Id like some input on this, to see if I may be wrong somewhere in my line of thought and hear your thoughts on the matter.

This is something that, in one form or another, has been with us for some time now, and there’s a whole history to it. Let me check that first before getting in to this.
