The East Pacific is in the habit of adopting various themes, such as Windows Defenderism. These usually include changing the in-game regional flag. These themes do not actually change the official colors of The East Pacific, which remain in use everywhere else.
The Regional Identity Act reads:

The regional symbol of the East Pacific shall be the Mason Compass (without the “G” inscribed in its center), and the regional colors shall be any variant of green and yellow. These design elements shall be used in any default regional flag of the East Pacific.

The use of the word “default” indicates the legality of temporary changes to the flag for special occasions, as long as the flag remains compliant with these terms in general. Themes are therefore compliant with the Regional Identity Act.
So, as long as a “default” flag exists (somewhere), the flag on the regional page can be anything at anytime. In fact, the users can select some other setting than the default setting all the time, as long as there is a default setting.
I don’t have a dog in this fight, so I am not arguing for any change. It just looks like the Regional Identity Act has no meaningful control over what is displayed on the regional page.
