Since this is following a “ur voter reg is removed after 48 hours of notification”, it theoretically makes no sense to penalize someone for loosing their registration for a second and bringing it back. So I’ve turned it to having the registration only be marked for the 48 period if they’re currently lacking a nation.
Made some changes to clarify what loss of residency means.
