BE IT RESOLVED BY THE MAGISTERIUM OF THE EAST PACIFIC:
SECTION I - CITATION
…1.1. This resolution shall be known and cited as the “Resolution on Concordat Amendment Notifications”
SECTION II - FINDINGS
…2.1. As of now, there is no method of notifying the majority of TEP of an amendment to the Concordat.
…2.2. The Magisterium feels that, given the importance of the Concordat, the region should be properly notified whenever it has been changed.
SECTION III - RESOLUTIONS
…3.1. Upon passage of any amendment to the Concordat, it is recommended that the Provost or a Deputy Provost notify a Regional Officer (hereby referred to as “the RO”) with Communications permissions.
…3.2. The RO is encouraged to compose a regional telegram, notifying the greater region that an amendment to the Concordat has been passed, and a referendum has been opened, containing a Forum link to the referendum in question.
…3.3. Upon conclusion of a referendum, the RO is asked to once more notify the region via regional telegram both that the referendum is closed and the results of the referendum.
…3.4. Following the closure of any election, the Provost or a Deputy Provost is requested to follow up with the RO on the matter of compliance.

Alright, this is… not the best, but it’s barebones, and I wanna get it out there. Of course, I’m more than open to criticism and feedback. This’ll definitely be improved upon as we go.

A few suggestions.
I’d clarify it’s a Concordat amendment notification.
In Section 2, you could add that the Magisterium feels that the region at large should be properly notified of a Concordat amendment.
Since it’s not really a law, “shall” feels out of place in Section 3. Alternatively, you could use “recommends”, “encourages”, “implores”, “request”, etc.
3.1 also feels unfinished.
I’d recommend being a bit more direct in 3.2 that we do expect the RO to send out the notifications.
You could, for example, also add language to the effect that the Magisterium will evaluate or follow up on this resolution after the following elections, or that the Provost is requested to report on their compliance, …

Could you elaborate on what you mean by “unfinished”? I tried to see if I could fix that, but I couldn’t think of anything to make it feel more complete…
Other than that, I added everything else you suggested.
Is the point of this to notify the region when the Magisterium has passed a Conk amendment that will then be voted upon by the citizens in a referendum? Or to notify them that such a referendum has passed?
I suppose, ideally, there would be a regional telegram each time. Though it must be said that I can certainly remember when I was Provost being rather overwhelmed at times with the degree of various notifications I was required to give in various places. The ROs might feel that as well, especially if we place two new things on their plate. Still, though, since this is a resolution rather than a mandate, I don’t see the harm.

I think, at the very least, it should emphasize a notification of an upcoming referendum, which represents an opportunity for the citizens to make their voice heard through voting. A notification of passage is certainly important, but does less good for a citizen if a notification that a vote has closed is the first one they get.
So… two notifications, one that a referendum has opened and one that it’s closed? Or just the one saying that it has been opened?
It’s up to you, of course, I expect to support the resolution regardless, but my recommendation is that it call for two notifications, one upon the beginning of the referendum and one upon its close. It’s non-binding anyway, so future officials will have flexibility in determining what is appropriate. But I like to err on the side of too much notification rather than too little.
