In February 2020, the Magisterium & Citizenry https://www.tapatalk.com/groups/the_east_pacific/the-concordat-of-the-east-pacific-t4267.html#p224831 which stated in part: “Section 1) This Concordat recognizes itself as the descendant of the first concordat of The East Pacific, which took effect following a ratification vote of nations of The East Pacific, as overseen by the Elders. This Concordat repeals and replaces said elder concordat.” Would this have made the February 2020 Concordat a repeal and replace of the previous iteration of the Concordat, or is this an amendment to the previous iteration?

If it was a repeal and replace, considering the pre-Feb. 2020 Concordat had no mechanism for a repeal and replace, would this make all following iterations of the Concordat illegal? If so, will the Conclave strike them down (does it even have the power to)? What about all our laws passed since that time?
I will note that there have been once instance in the past where the East Pacific’s democratic(-ish) governments held a citizen vote to adopt a new constitution without any proper mechanisms - one https://www.tapatalk.com/groups/the_east_pacific/viewtopic.php?f=117&t=12831&p=13661&hilit=the+charter+of+the+east+pacific#p13661. There was also the situation wherein https://www.tapatalk.com/groups/the_east_pacific/proposed-divisions-of-government-t8568-s15.html#p48170 in favor of the Elder government. Whether these have any importance to the modern government I cannot say, but I bring them here.
