Subject: Invitation to Join the Northern Pact

Dear The Hamanian Empire is committed to creating uniform and fair standards and practices for movement and activities over, under and above the sea. We recognise that the nations of the Borea Sea and Gulf of Itur are closely linked and must work together.

We would like to invite your government to sign and agree to a pact to put in place measures to regulate conduct at sea and make standards of maritime engagement at sea more uniform and stable within the Borean Sea and Gulf of Itur area. This means we must establish:

[ul][li]A mechanism to facilitate cooperation and coordination of maritime law enforcement agencies.
[li]A mechanism to facilitate for cooperation on poaching, terrorism and piracy.
[li]A mechanism to create common standards on combat to mitigate the effects of maritime military engagements on infrastructure and civilians.
[li]A mechanism to protect the rights of refugees stranded at sea.
[li]A mechanism to prevent and tackle human trafficking, drug trafficking and black market maritime trade.
[li]A mechanism to protect marine biology from pollution and damage.
[li]A mechanism to coordinate search and rescue operations.
[li]A commitment to make movement of ships and aircraft free and unrestricted.
[li]A mechanism to regulate extraction of minerals in the sea.
[li]A mechanism to regulate and protect fisheries.
[li]A mechanism to recognise the inviolate maritime territory of signatory states.[/li][/ul]

This instrument will come into effect and your nation will benefit from and be obligated to maintain and implement its provisions upon a positive response in the vein of “Our nation accedes to this treaty”. This agreement will be called the Northern Pact and the instrument whereby it is frame and constituted will be called the Treaty of the Northern Pact. While nations are free to withdraw and seek to negotiate terms with the rest of the signatories, you will be obligated to respect commitments made prior to that date.

The Northern Pact will be seated in Komodu, Kingdom of Hama. There will be annual conferences held to discuss issues and frame new policies. We hope that you will realise the merits of this agreement and accede thereto. Please express any concerns and ask any questions you may have.
