In return for an agreement being reached, we are prepared to offer you a Class - 3 Tourism Authorization for your citizens. Should we reach more amicable grounds later on, you may request an upgrade to a Class - 2 or Class - 1, which permits your citizens to visit more areas of our nation.

The basis for international cooperation is the recognition of foreign governments as legitimate and competent.
