Gabriel Cherub
Residing in another dimension that existed outside of time, Demons inhabit a break in this time-space continuum, and on occasion are called onto Urth through a rift between the dimensions, usually to fulfill a purpose. Gabriel Cherub was a member of the Legion of Abaddon, a cadre of Demons charged with destruction. One day, these Demons were destroying a town in ancient Egypt, when Cherub discovered a rift inside of a temple. Suddenly, he was sucked through it, and landed in a remote area in present day Urth. Though confused, he was quick to ascertain that he traveled forward in time, to a place that would annihilate him if they discovered him. He found a hiding place, and as he had brought a pack for the Legion campaign, he had with him armor and coverings to hide his body. He still stuck out, but people would probably think he was a cos-player, versus god knows what. Also included was a staff.
When Cherub was transported through the rift, he believed that he had a calling to do good deeds. So, knowing the Abrahamic tradition and power of semantics, he christened himself Gabriel Cherub and became a heroic presence, saving people from burning buildings instead of destroying them. Cherub is always tempted to revert back to his destructive nature, though, as this heroic thing is a new occurrence for him.
Gabriel can manipulate energy, and channel it through his staff. He can extend the energy to function as a projectile he hits with his staff, he can connect energy with his staff to extend its range, like a whip, or surround the staff to offer more protection, and he can hit his staff against the ground to shoot out tendrils of energy, encasing or bashing opponents from the ground. He can climb walls, jump great distances, is resistant to fire, and is durable enough to survive rubble and explosions. He also speaks many languages. Being a Demon, he possesses enhanced senses, dexterity, and agility. Also being a Demon, he has naturally harder skin than humans, and being exposed around the magic of the rifts, is resistant to some of magic’s effects. Finally, all Demons must constantly train with weapons, so as to defeat enemy forces, which makes Gabriel Cherub quite powerful with the staff.

Lamia
Lamia was a member of the Legion of Abaddon, a cadre of Demons charged with destruction. She is a primal individual, and much more aggressive than most of the other members of the Legion. This served the Legion’s purposes at times, but other times she would make the mission go awry. The destruction of the Tower of Babylon was all her fault, and she is currently being punished by Abaddon himself for it. Like Gabriel Cherub, she was sucked through a rift onto Urth, and though she and Gabriel were sucked in at the same time, she landed there a few months after Gabriel did. Unlike Gabriel, Lamia did not adopt the same mantra as he, and instead sought to demolish the world, in the belief that this was the reason she was called through the rift, as part of her punishment from Abaddon.
Lamia has similar training as Gabriel Cherub, she can climb up walls, is athletic, and well-trained in weapons. Possessing super strength, and primal-induced longevity, she is capable of lifting heavy objects and destroying most structures. She can use her wings to glide through the air, and they function as strong bashing and shielding apparatuses. Her powers reside in the ability to make her body weigh more than usual, and coupled with her natural durability, allow her attacks to hit with much more force. She can also extend her energy out a little bit in front of her, giving her a little bit of range to her attacks, and stopping some attacks from hitting her.

Jason Blood
Noted leader of the Followers of Om, a cult based in Atlantia that worships magic. He has generally advocated for more tolerance of magic amongst the people of Urth, and does not resort to radical methods to achieve his aim. He woships Om, who he and his followers believe bestows upon being magical properties. The Followers believe there will be an anointed one, who possesses magic used for good, and who will vanquish the embodiment of evil, false profits and magic users who do harm. This caused a split with his favorite disciple, Mark Etrigan, and the True Believers, over the direction of the Followers.

Elizabeth Braddock
Ambassador of the USS to the central Gondwana region. She is overworked, having to deal with nations that are both unstable and hostile to the USS, and the resurgence of the Maxwell Dillon-led anarchist group The Golden Rogues.

Carl Creel
The head of Project Deep Black, the clandestine spy agency of the USS. Shrouded in secrecy yet still remaining out in the open, Creel walks with a cane and an assortment of plains-clothed bodyguards at all times. He has the voice of honey, and talks with little pause, but is purely menacing. Under his lead, PDB has been alleged to have engaged in blackmail, torture, meta testing, and other nefarious deeds, all to pursue their own aims. There are rumors within the USS that Creel has evolved the organization to something that has surpassed the mission parameters given to it by the USS.

Maxwell Dillon
The leader of the anarchist group, The Golden Rogues, Maxwell Dillon is an enigma to pin down, and the USS is not sure what he actually looks like. Dillon, whenever making an appearance in media, always wears a mask of some sort, representing the anonymity of the organization.

Mark Etrigan
The radical leader of the True Believers, a fringe cult that splintered from the Followers of Om. Etrigan is an easily-swayed individual, but once he latches onto a belief, he commits to it fully. Recently he has followed the meta Scorpionok, as he believes Scorpionok is the embodiment of pure magic. Exposure to the arcane and the occult in his pursuit of Scorpionok has left him resembling more demon than man.

Barabara Gordon
The current president of the United Sovereign States (USS). Gordon is in charge of the largest international organization on Urth, that is involved in every facet of life on Urth in some way or another. In a break from previous presidents, Gordon has been more accepting of metas, permitting them to live in the city where the USS has its central government, Metropolis, so long as they register themselves and their powers with the USS. She also has been rumored to work with metas in her cabinet, and also regularly employs metas when the USS wants to get involved in a location without sending USS forces.

Carter Hall
The richest woman on Urth, Hall made her fortune through many different industries. Now an older widow, she lives a life of luxury and opulence, but also donates heavily to causes or people she believes in. She was one of the first voices to speak out about incorporating metas into normal life, and she continues to do so.

Dr. Daniel Ketch
A mad-scientist of sort, Ketch was a doctor of zoology, but was stripped of his license and his degree when he lost his moral scruples. His current research interest is the chemistry of the human brain, and how to gift humans with benefits seen by animals. Since no upstanding lab will work with him due to his desire to acheive his goals no matter the cost or toll and suffering, Ketch has been recently employed by The Golden Rogues in Gondwana, working on something to help the group to achieve its aims.

Laura Kinney
The CEO of the global press firm, the Daily Press, Kinney is the youngest CEO in its history. It has evolved from traditional news to have more of an online presence. It owns a social media application that lets users record and broadcast live events that are going on. In conjunction with these events, the Daily Press has a large group of employees ready to go out and be the first on the scene, using social media to its advantage.

Django Maximoff
The head of Maximoff Security, which is a large and well-funded mercenary group, Maximoff is a tough-as-nails individual, originally an underling to General Hank Pym of the USS. He left the USS forces to form his own mercenary group, and has achieved huge success with it. His falling out was over the use of metas in the forces, and he has permanent meta employees under his payroll.

Diana Prince
The CEO of the science firm Metrotech, which produces the most cutting edge technology on Urth. Its headquarters are in Metropolis, but most of the technology is produced on Aurora. Prince fears metas, and built her company to be the face of the meta-countermeasures movement on Urth. Metrotech engages in technology that is meant to augment traditional human limits by giving them scientific apparatus. Prince has no love for metas, and faces inquiries by the USS over her company’s practices.

General Hank Pym
A decorated war hero, General Hank Pym is the supreme commander of the USS Forces. He has an aversion to metas, and has banned metas from being employed by the USS Forces. Pym and Barbara Gordon butt heads over this all the time, and while Pym has great respect for the ideals of the USS, he does not have any respect for the politicians of the USS, especially the current president.

Yautja
Not much is known about this man, if he is even a man. Yautja is the most infamous meta bounty hunter and assassin. Only a select few individuals know how to even contact him. Once a contract is established, Yautja sees it through, sometimes overriding any cancellation or amendments to the contract. People who survive encounter with him believe he has special abilities, but no one has been able to pin down what makes him so successful. He has with him a large sword and sometimes a shield, as well as a pack full of an assortment of special items. With him are two animals of unknown origin, so people fearfully call them his “hellhounds.”

[li]The Daily Press
A global press firm based in Metropolis, but with field offices in every continent on Urth, this is the go-to for international affairs. Due to a deal with the USS and its member states, a public access channel is provided for broadcast in each nation free of charge to viewers, making it the most watched channel on Urth. While originally traditional journalism, The Daily Press has stayed on top of the current trends in technology, moving from print to radio to television to online. Instead of targeting subscribers, The Daily Press targets businesses and governments for its revenue stream. As a truly international news presence, it is regarded as the most unbiased and trustworthy news source. Under its current CEO, Laura Kinney, it has developed a social media application that crowd-sources the news, allowing users to record and broadcast live events. This has caused controversy for The Daily Press, as sometimes it has allowed sensitive material to be broadcast on the app. In addition, people have taken live videos of superhero and villain fights, exposing first responders and police forces’ locations and movements to whomever may be tuning in. The Daily Press has faced criticism from the USS for giving metas a leg up on the actions of the forces when they may be conducting operations on these metas, but Kinney and The Daily Press have pushed back on this criticism. Recently the USS has begun to threaten pulling The Daily Press Channel from its member nations, limiting the range the news organization has around Urth.
[li]Followers of Om
A cult based in Atlantia, this group worships magic. The current leader is Jason Blood, who has advocated for more tolerance of magic amongst the people of Urth. A highly secretive cult, most can only speculate as to the nature of the group’s abilities, but most experts and witnesses agree that the Followers do have magical abilities. Whether it is because they possess magical artifacts, or have discovered how to channel the naturally occurring magic in Atlantia is anyone’s guess. The Followers worship Om, who they believe bestows upon beings magical properties. The Followers believe there will be an anointed one, who possesses magic used for good, and who will vanquish the embodiment of evil, false prophets, and magic users who do harm. This caused a split with a more radical sect, the True Believers, over the direction of the Followers and who is this anointed one.
[li]The Golden Rogues
TGR is a large anarchist organization that is based largely in Gondwana. The supposed leader is Maxwell Dillon. The Golden Rogues are labeled as a terrorist organization by the USS, for engaging in destruction of government property, terrorizing and kidnapping people for extortion, and for attacks on government officials and civilians. The Golden Rogues have defied every attempt by the USS to eradicate the organization, as they possess cells of operations in Gondwana, yet are still centrally led and funded through Dillon. It is still unclear as to how the organization is getting funds, and the USS is attempting to investigate this. The Golden Rogues have been known to employ metas alongside their own forces, and also have recently been increasing activity in zoological-related locations, from kidnapping scientists to stealing animals. It is believed that the disgraced scientist Daniel Ketch is currently working for The Golden Rogues.
[li]The Legion of Abaddon
A group of demons that exist outside the normal confines of space and time, they possess the ability to transcend space and time, and enter anywhere, anytime. This group’s leader, Abaddon, is a demon that has made it his mission to destroy important structures throughout history. Targeting Urth historical structures, this group of demons, and its leader, go back to destroy the objects, adding to Abaddon’s collection, and observes the temporal fallout of their actions. The demons that serve Abaddon do not question his motives or his reasons, and are devoted to their leader. The demons are few in number, but an individual demon has the strength of many men, have naturally hard skin, can move and leap great distances. Because they usually go back in time, they do not possess modern Urth weapons, and instead fight with primitive clubs, staffs, shields, and swords. Currently Abaddon and his inner circle are the only ones able to create rifts from the demon plane onto Urth, and vice versa. The superhero Gabriel Cherub and his sibling Lamia are Legion demons stuck on Urth.
[li]Maximoff Security
This is the largest and most well-funded mercenary group on Urth. It is currently lead by Django Maximoff, who previously was a commander under General Hank Pym of the USS forces. Unlike the USS, Maximoff Security employs metas in their ranks, and has been known to take any metas and drill them until they become more dangerous. A disciple of Pym’s discipline, Maximoff Security handles the most dangerous contracts for governments, businesses, and individuals, and casualties are to be expected when they are involved. The average unit of service for an operator in the group is three years, before injuries force the operator to leave, the operator is killed, or the operator has been involved in too many operations to have the edge to continue. However, the pay is fantastic, and there are always willing applicants to replace the injured, dead, or retired operators.
[li]Metrotech
Metrotech is the premier science and technology firm on Urth. Most of their technology is produced on Aurora, while the headquarters is in Metropolis. The current CEO is Diana Prince, a woman who has an intense hatred of metas. Metrotech made its name on meta-countermeasures, augmenting human limits with scientific advances. The company has many buyers of its goods, but the largest buyer is the USS and its forces. Metrotech’s current projects involve elemental defenses and control, with special exoskeletons and canisters that allow the user to channel the elements of Urth. The projects have not been successful, and Metrotech has allegedly begun testing metas with elemental control to gain access to their powers. It has faced investigations by the USS over the treatment of its subjects.
[li]Project Deep Black (PDB)
The clandestine organization of the USS, currently lead by Carl Creel. The organization was initially started when the relationship between the USS and metas on Urth was much worse. Now that the relationship has begun to warm, many in the USS believe that PDB exists as an artifact of a bygone era. However, to PDB, it has evolved to and organization that has surpassed the mission parameters and restrictions by the USS. No one is really sure if PDB acts on the USS’s orders, or its own, but it has been involved in many controversial events recently, from meta kidnapping and tortue, to assassination of both metas and humans, to employing unscrupulous individuals who operate without regard for loss of life. No one in the USS has publicly come out against PDB, leading many to question who really has the power in the USS.
[li]True Believers
A cult of radical magic-users that split off from the Followers of Om, this cult’s leader is the human-demon morph Mark Etrigan. The True Believers worship the being Scorpionok, who they believe is the embodiment of pure magic. They will ascend to a higher plane of existence if Scorpionok accomplishes his mission, which involves gaining control of the otherworldly crystals that have been scattered across Urth. The True Believers have become exposed to the arcane and the occult magics, and many have become morphed to resemble demonic entities.
[li]United Sovereign States (USS)
This is the largest international organization on Urth. It is composed of most of the nations on Urth, and has limited sovereignty into each of them. The USS operates as a large international government, with a legislature, executive office, and judicial court. It is located in the city of Metropolis, but has embassies in every member nation and on every continent. The current head is Barbara Gordon. The USS had been first established to be the unifying force that would oppose metas if they got too powerful. In the past, the USS would treat metas as second-class citizens, confining them to certain areas on Urth, allowing nations to discriminate against them, and jailing and taking possessions from them. Barbara Gordon broke from the past leaders and attempted a detente with the metas. She stacked her executive office with some like-minded people, and they were able to enact anti-meta discrimination polcies and ended the unnecessary jailing and possession policies. Her crowning achievement was to make the city of Metropolis a safe-haven for metas, and the move has paid dividends, making Metropolis the most advanced and economically strong city on Urth. Still, there still are hard-liners, like General Hank Pym, who object to how much leeway metas have received, so Gordon has to go through back channels to engage with metas. Metas are not permitted to work for or serve in the USS government, yet it is a well-established belief that this rule is not enforced, and many departments in the USS are staffed by metas.

[li]Metropolis
Located north of Free Pacific States (Lyon on the canon Urth Map), this is the most economically wealthy and largest city on Urth. It is also the location where meta superheroes are able to reside in, thanks to legislation enacted during the term of USS President Barbara Gordon. While it suffers from villainous attacks every so often, it is one of the safest cities on Urth, due to the large number of superheroes present as well as the might of the USS forces residing there.
[li]The Stronghold
This is a small cluster of islands that are located to the east of Furnifold and Pax Draconica (Dragon’s Hole on the canon Urth Map). It is currently owned by a shell corporation, and the exact owners of the island chains are obfuscated by layers of paperwork. It does not belong to any nation, and nations have not made claims on these islands before. Every time the USS attempts to investigate them, something goes wrong with the investigation. While not proven, rumors abound that these islands are the locations where meta-villains can feel welcome to plot dastardly deeds. In fact, they are correct, for the largest island houses an underground and undersea lair called The Stronghold. No villain currently leads The Stronghold, but it is a place for villains to unwind, place bounties, spar with each other, hire henchmen, and come up with ways to take over the world. However, the lack of leadership and the loose structure of The Stronghold makes it a very chaotic place, almost antithetical to the USS-run Metropolis. Needless to say, if these villains actually were to organize and plot an evil plan together, it would be very bad for the Urth.

[li]Opening of Metropolis to Metas
Metas were not allowed in Metropolis until the year 2006, very early on in Barbara Gordon’s USS reign. She used almost all of her political capital to get that legislation enacted, but metas were free to reside in Metropolis. Since then, the city has grown in population, economy, and safety, to an extent. Every so often, a meta-villain launches an evil plan to destroy some or all of Metropolis, but having all the superheroes residing there means that they have always taken down the evil villains. If a villain wants to destroy Metropolis, they have to contend with Urth’s mightiest heroes as well as the international organization of the USS and its power.
