Considering recent discussions in the Magisterium, I am proposing a new amendment to the Concordat to explictly define who is responsible for negotiation with foreign entities and who can propose new agreements/treaties
Section 3: General Powers & Responsibilities
The Delegate shall eject and/or banish Nations from the Region who have committed a summary offense or have been sentenced as such for committing an indictable offense, by the Conclave, for the prescribed period of time.
The Delegate shall represent The East Pacific to foreign entities as Head of State.
3. The Delegate, foreign minister or relevant members of the Executive Staff delegated to do so are responsible for any and all negotiations with foreign entities
4. The Delegate or the Foreign Minister with the consent of the Delegate shall propose new treaties/agreements with foreign entities or repeals to existing ones, subject to ratification by the Magisterium
5. The Delegate shall nominate Citizens to serve as Arbiters subject to confirmation by the Magisterium.
6. The Delegate shall nominate Citizens to serve as Viziers subject to confirmation by both the Magisterium and Praesidium.
Doesn’t this follow already from the part in the Concordat that says that the Delegate shall represent .. as head of state?
