Historical Summary:
Cappedore began as a confederation of leagues (the “Trade Alliance of Central Novaris”); republican commerce states that traded heavily with eachother throughout the middle ages through to the 20th century, opting to diplomatically solve disputes and rarely getting into armed conflict with one another. The states were more keen on protecting their trade and eachother as a means of keeping everybody rich as opposed to disuniting and allowing the outside world to intefere.
A commonwealth of eight “leagues”, each with their own Governors: Emerisia, Thatorchia, Antole, Sylvan Ridge, Yeorough, High Wynbrandt, Bālvura and Lēohtstede. As the 19th century turned into the 20th century, the leagues flourished with Sylvan Ridge’s booming agricultural and lumber industry, making the combined leagues incredibly wealthy. After the outbreak of the Great War in 1904, the leagues began discussing how to centralise power in order ot better defend themselves.
They came up with the idea of a centralised military (the Defence Forces), a centralised legislature, a centralised government and a united nation identity, while each league kept its very own special charm. Although already under an “alliance”, the position of Chancellor of the Alliance (the head of state at the time) was merely ceremonial, and had no powers, whilst being rotated between the respective leaders of the leagues every two years. In 1915, the first Covenant of the Commonwealth was drafted, and presented to the Congress on 23 March of that year. The Covenant would set up the framework to create exactly what had been discussed; mainly, a central, unifying force that would represent the leagues on the global stage and keep them defended at all costs.
After two years of planning, rewrites, amendments and discussion the Covenant was officially ratified on 16 April 1917, and would go into effect on 16 December of that same year. During this time, the first elections to the new Concordium and Collegium were held, and the first Consul and Vice Consul were elected, taking their offices the day after the effective date of the Covenant. 17 December 1917, known as Consular Day across the Commonwealth, marks the birth of the Consul, the unifying figure of the leagues and their prosperous flow of commerce and trade. Cappedore’s first Consul, Theodgar Hrothulf, famously said in his inaugural speech: “While the world died, Cappedore was born.”
