Howdy there! I’m Cappedore, known otherwise as Tommo, and I’m running to be your Delegate this October 2025!
In the last four years that I’ve been around in TEP, I’ve found myself very much at home here. Coming from a UCR that I helped build from the ground up but ultimately pushed me away at the very end, The East Pacific has proven to be a place of solace, hope and community for me when I needed it the most on this site. I have met some amazing people here, and I’m sure I will continue to do so over the years to come!
But who am I really, behind the fancy flags, the evil Tommo XP appearances at the Hunger Games, and the occasional Chappell Roan references? In reality, I’m a 20 year old guy from the UK with a keen interest in leading communities and making people happy!
Having served in the executive for the last three years, respectively as your World Assembly Affairs Minister, your Culture Minister (thrice), your Vice Delegate, and (for a short stint) your Minister of News, I have come to discover that no government is perfect, even this one. In every region across this website there are flaws and there are always going to be flaws, which is why change and progression is always going to be necessary. These are two values that I stand for strongly and I wish to uphold should I be elected as TEP’s Delegate this October.
I have worked alongside some wonderful people, such as Dead, Merlovich, Dremaur, Aivintis, Altys, Shadow, etc. Every single one of you have helped shape me into who I am today. Now I want to make a real, lasting difference. So, without further ado, here’s everything I’m going to get the job done on:
Ah, the executive. My main area of duties for the last three years.
In terms of regional recruitment, an imperative process that actively contributes to the survival of this region in the current worldwide scenario, I think the current system we have in place is working just fine. I have seen a variety of new faces become active, productive citizens of the East. Under my Delegacy, I will indulge to see this process continued.
The executive government works at the very heart of the region. In many ways, the work all ministers and their staffers do outlast that of the Delegate’s. I cannot stress enough the importance of the executive in a region such as this one.
One main thing I’d like to do is to push for a wider executive recruitment campaign. We need more staffers across all ministries, not just one. We need more hosts for Culture events, we need more Diplomats, we need more staffers to assist the WA Minister, all that jazz. Most importantly, we need more prospective future ministers to join the fray. Without fresh faces, the region cannot move forward, which is why executive recruitment for new staffers is so very important.
Region-wide telegrams is one cause. But it gets annoying after a while. This will not be my primary method of recruitment into our executive. I will seek to utilise EPNS as a good method of recruiting into the executive; EPNS gets a good amount of readers when a new edition is published, and it would help keep the ministry active as over the last year it has unfortunately faltered, something not even I could endeavour to fix earlier on in June. RMB recruitment will also be a primary method of recruiting into the executive; giving our RMB users the opportunity to participate more in regional government should not only be encouraged, it should be mandatory on the government’s end. If this means a message a week or a message every two days, I will seek to open applications to all ministries for our more RMB-side users to apply for, and make them easily accessible.
I will also seek to continue the position of Prime Minister. Speaking as a former Vice Delegate, I know the importance and weight the position holds for the Delegate. The Delegate will always need somebody to step in for them when they are unable to perform their duties due to absences. It’s also incredibly nice to have a second-in-command, right-hand-man/woman/enby/somebody-inbetween to assist in the day-to-day running of Ministries. The position of Prime Minister was an idea of mine, and I’m happy to see that it’s been relatively effective so far. I will seek to bring more importance to the position if I am to be elected, through giving them seniority in the cabinet, and making them the Delegate’s senior advisor. This position adds to the meritocratic nature of our community and I’d like to see it keep existing.
In short:
- Expanding recruitment to the executive to keep our ministries working efficiently
- Conserving our current method of external recruitment
- Making government more accessible for RMB-exclusive users
- Keeping and making the position of Prime Minister more important
An issue I’ve seen come up a lot over the last few years is the problem of a divided Eastern community.
Indeed, it would be ignorant to suggest that the RMB community feels forgotten and excluded when it comes to the government. And, without a direct say in governmental affairs, this surely isn’t a surprise.
As a fairly new member of the region who came from a UCR, I will seek to rectify this. If I am elected delegate, I shall seek to open applications for a 17-member RMB Council (no cartography councillors and no government ministers), and I will begin pooling ideas for our Forum Roleplay community to have its own council too. In turn, I will see to it that this council be allowed to elect one member amongst themselves to serve as the RMB Community Secretary, who will serve in the cabinet and be the RMB community and council’s main outlet into the government’s affairs.
I understand that work to establish a new council and improve RMB community connectivity is already underway, many thanks to the work of Aivintis and everybody else who has been actively participating in the Government Reform channel in the RMB Cafeteria. I will endeavour to speed this process up.
For the last few years, we have been proud to call ourselves a neutral region on GP-related affairs, and I will seek to continue this convention if I am elected Delegate. However, I will personally see to it that communication between the Culture Ministry and Foreign Affairs Ministry becomes vital. If I am elected, I will ensure the FA and Culture ministries are more proactive in working together to secure many more interregional events with our close friends and allies. I will speak more in-depth about this in my beautifully-decorated “Culture” section ![]()
Now onto the more dramatic stuff: we need to be taking larger strides in our Foreign Affairs policy. I have seen our region be thrown into a position where, at many times, it has been subservient to close allies. The very point of allyship is to work together, not to boss eachother around and to do eachother’s bidding. The time of status quo has ended; the time to act has arrived. If we sit around forever, doing nothing, we will fizzle out as a region. Loyalty to your allies is important, but allies who treat you like a satellite state are no allies at all. I will not tolerate zero-cooperative diplomatic policies if I am to be elected Delegate.
And now onto perhaps my most dramatic idea yet: reconciliation with the West. Yes, you read that correctly. I know it’s a dirty idea to be throwing around, or perhaps it isn’t, I’m not entirely sure. My friends in government have all been deeply quiet about such a move forward. The truth is, perhaps I’m too new to understand it, but we have since moved away from defender-dom into a hybrid system of “sometimes we raid, sometimes we don’t, other times we defend, sometimes we don’t” and this has been our form of neutrality sinceeee… 2023, I believe. Does this mean some big grand embassy opening or treaty signing? No, perhaps not. But setting the groundwork for the reopening of active diplomatic communications will be at the very forefront of my work as Delegate. I’ve always strongly believed that The East Pacific is a region that moves forward, moves on, and unites with old friends, and sometimes even former rivals, as we have done since our move towards a neutral GP stance. I am aware this could be a controversial take. I am willing to accept any and all questions or queries. Yummy yummy yummy tea.
In short:
- More collaboration with the Culture ministry in the organisation of interregional events; both ministries need it
- Taking our stand as an independent region and defending our regional pride
- Laying the groundwork for reconciliation with The West Pacific; somebody was going to suggest it eventually, I figured it might as well be me!

To keep things short here (as I don’t have much to say), I like how our World Assembly Affairs ministry has been revitalised since I left the office of WAA Minister in 2023. You will see little change in how it is ran if I am elected Delegate.
The IFV program will be continued under my Delegacy. Discussion and voting for regional recommendations will be continued. I don’t really have much to say on this one! I’m very proud of this Ministry and it’s one of the main areas where I’d like to see status quo. Ain’t no point in changing something if it works just fine!
This is my speciality and has been for the last two years, as many of you know.
In a ministry where burnout is so prominent, I cannot realistically make any big or broad promises here, but what I can do is set a realistic expectation of what I’d like to see come out of the ministry if I were to be elected Delegate.
As previously mentioned, the Culture and FA ministries should work closer together in terms of the organisation of interregional events or festivals. I will see to it that this becomes common practice in the establishment of such festivities in the future.
That being said, perhaps some of my most enjoyable work as Culture minister was working on interregional festivals, and I’d like to see these make a huge comeback if I am elected Delegate. Halloween festivals, winter festivals, spring festivals and summer festivals. All the festivals! Festivals are such great fun and a great way of bringing regions closer together, so in many ways you’re killing two birds with one stone.
As per our recruitment methods, more staffers will mean more people to host more things. And by things I mean things like… game nights. Interregional or just interior. Random ass VCs. Music VCs. Film nights, and the lot. A lot of the reason why I got so burnt out in my non-consecutive two years as Culture minister is purely because I didn’t have enough hands to help me with the hosting of such festivities. I will ensure this changes if I am elected Delegate. You see how all the Ministries working together makes a region work much more efficiently, right?
The military. Ohhh, the military. I’ve not much, if any, experience in the regional military but I cannot stress their importance to the region, by means of R/D gameplay. That is why they will be the very first body advertised in the means of internal recruitment. It is so important we keep the military strong and I would like to make a point of this. It is an integral part of keeping our region safe, of keeping our allies safe, and of preserving good across all of NationStates. I’ve not got much more to say except we will be making efficient use of our previously mentioned new recruitment methods to ensure the military stays strong and stays efficient.
Another incredibly important ministry, our beloved EPNS went through a massive lull this year. It happens, it is normal, and it is nobody’s fault; you will always miss a few editions and this happens almost everywhere across NationStates, with every regional news service.
However, the important bit is what to add to EPNS. I’d like to be proactive in including news from Valsora and Urth in EPNS, to greater connect our two roleplay communities and share our ongoing stories with our fellow members and indeed the rest of the world. Such beautiful and indulgent stories are produced by our roleplay communities in both Urth and Valsora, and I’d like to see them featured in our monthly EPNS articles, with their very own section, seperate from Worlds To Build (which shall continue to be our worldbuilding showcase).
Ministries shall also be given the opportunity to advertise for recruitment in EPNS. As mentioned before, EPNS does get many monthly readers, Perhaps one of the most efficient ways to recruit from our site-based manpower is in the monthly newsletter.
I will also make a point that anybody shall be able to submit an article or something else for EPNS, whether it be an opinion, an essay on Why Raiderdom Doesn’t Work Anymore (or vice versa), something to showcase for World To Build, and of course news stories from our roleplay communities.
Initially when I was planning this campaign out I was gonna have these two points seperate, but they work so well together, so I put them together!
Part of this is going to build upon previous points I’ve already made, like making our executive more accessible. But first, what can we do to make the region as a whole more accessible?
Well, I’ve already seen that there are many members of our community that are more site-focused, while others are more discord-focused, and others are more forums-focused (like those who roleplay in Urth such as myself).
However, one thing is definite: we all use the online site. And in many ways, I feel like our website-exclusive users are left out in many important decisions. Now while it may not be possible to make Delegate elections an on-site thing, I will seek to make referendums more mainstream in The East Pacific. Everybody deserves a say, and public referendums are perhaps the most efficient way to go about this. Any Resident in TEP should be able to participate in a referendum.
As previously mentioned, all of my points regarding internal recruitment, the RMB Council, and other such matters all fall into this section. I want to create a co-operative community that is dependent on everybody within it, not just one group.
If elected Delegate, I will uphold the importance of UTEP. I will gladly run it myself for a while, or leave it in the hands of the Prime Minister, if we cannot find an active Chancellor passionate enough about it. However, we still use UTEP whenever we need it. I know how much people like Aivintis enjoy writing long ass essays (Why Raiderdom Doesn’t Work Anymore: An Anthology 101) of anything and everything that goes on across NS and within the region, including everything outside and inbetween. I myself have enjoyed reading UTEP articles and wish to see them continue. UTEP will be advertised and recruiting new people if I am to be elected and I will see to it that this process works efficiently.
It may be a case of further integrating UTEP with the Ministry of Culture, or the Ministry of News. Not a full on merger, but allowing those Ministries to work together alongside the University will make it work more efficiently in the long term.
So that’s it! A whole tonne of words, a whole tonne of thought, all organised semi-neatly into my first ever campaign for Delegate.
I want to enact and incite change, progression, enthusiasm and spark new flames within The East Pacific. Having been here for over four years now, I know full well the potential that this region holds, even as a GCR. The communities which make up the East are so unique and dynamic in their own way and I’m not going to let them drift apart any longer. It’s time to act, integrate, and make everybody a part of the team. It’s time to reconcile with old friends. It’s time to move forward together.
