But in that case, would another addition or change to this law be required? The Conclave could probably utilize common sense, should a Vizier declare an official LOA.

Yes and no. If we legislate what can be regarded as “absence” to remove a Vizier, it takes away the need for interpretation and discussion on that point, which should allow the Conclave to act more decisively if needed. I would say if a Vizier hasn’t checked in a week, that’s quite enough?
