SECTION I: CITATION

This Act shall be known and cited as the "Citizenship Act”.

SECTION II: ESTABLISHMENT OF THE CITIZENSHIP COMMISSION AND THE APPLICATION THREAD

…2.1- The Citizenship Commission, led by the Grand Vizier, is hereby established. The Commission shall maintain a record of all Citizens, and an official application thread within The East Pacific’s regional forums referencing the Concordat. Said thread shall be linked on the region’s world factbook entry. Citizens shall be required to validate their applications with the Citizenship Commission via telegram.

…2.2- The Grand Vizier shall set out the procedures and membership of the Commission.

SECTION III: NATURALIZATION

…3.1- Upon acceptance of an application, the Citizenship Commission shall mask the applying resident as a Citizen on the East Pacific forums.

…3.2- The Citizenship Commission may deny any citizenship application for reasons of regional security, incomplete application, provision of falsified information, or use of an illegal IP address. Citizenship denial may be appealed to the Conclave within one month of denial.

…3.3- Any Citizen may transfer their Citizenship to another resident Nation via notice to the Citizenship Commission within the official application thread.

…3.4- Any Citizen may resign their Citizenship via notice to the Citizenship Commission within the official application thread.

SECTION IV: CITIZENSHIP REMOVAL

…4.1. The Commission may hold Citizenship audits at any time in order to verify Citizenship and update records.

…4.2. If a Citizen’s Nation is found to be residing outside of the Region or CTE’d during an audit, their citizenship shall be removed by the Commission.
…4.2.1. Citizenship may not be removed if a Citizen has lawful exemption allowing them to maintain Citizenship while outside the Region.

…4.3. If Citizenship is not removed, Citizenship shall be fully reinstated upon a Citizen’s return to the Region.

…4.4. The Commission shall remove Citizenship from any Citizen who voluntarily resigns Citizenship.

…4.5. Removal of Citizenship shall be the moment when the Commission marks, within Commission citizenship records, that a citizen has left the Region, CTE’d, or resigned citizenship. The Commission shall request Forum Administration to remove the forum masking of “Citizen” from said individual.

SECTION V: PROHIBITION

…5.1- Any non-Citizen can be declared prohibited from entering The East Pacific.

…5.2- Any Vizier can nominate any eligible Nation for prohibition to The Praesidium for reasons of regional security, which can declare prohibition by a 2 / 3 majority vote. By the same majority the Praesidium can lift or amend any prohibition.

…5.3- The Magisterium shall be notified by the Grand Vizier or appointee thereof whenever a Vizier nominates an eligible nation for prohibition.

…5.4- The Praesidium shall maintain a public list of prohibited groups and nations on The East Pacific’s forum.

…5.5- The Conclave can reverse a prohibition, or decrease its length, upon appeal by a prohibited nation.

SECTION VI: VOTE FRAUD AND INACTIVITY

…6.1- Citizenships that are granted or reinstated during Delegate Elections and/or regional referenda shall have a suspension over their right to vote on the aforementioned voting processes until voting results are announced.

…6.2- Nothing in this Act permits an individual to retain or grant multiple citizenships, which shall constitute an indictable offense with a maximum sentence of indefinite banishment.

…6.3- Any individual who attempts to vote during Delegate Elections and regional referenda while purposefully hiding the fact they have suspended Citizenship shall be committing an indictable offense with a maximum sentence of one year banishment.

SECTION VII: REPEALS

…7.1- This Act hereby repeals the “Citizenship Naturalization and Suspension Act”.

…4.5. Removal of Citizenship shall be the moment when the Commission marks, within Commission citizenship records, that a citizen has left the Region, CTE’d, or resigned citizenship. The Commission shall request Forum Administration to remove the forum masking of “Citizen” from said individual.

…5.1- Any non-Citizen can be declared prohibited from entering The East Pacific.

…5.2- Any Vizier can nominate any eligible Nation for prohibition to The Praesidium for reasons of regional security, which can declare prohibition by a 2 / 3 majority vote. By the same majority the Praesidium can lift or amend any prohibition.

…5.3- The Magisterium shall be notified by the Grand Vizier or appointee thereof whenever a Vizier nominates an eligible nation for prohibition.

…5.4- The Praesidium shall maintain a public list of prohibited groups and nations on The East Pacific’s forum.

…5.5- The Conclave can reverse a prohibition, or decrease its length, upon appeal by a prohibited nation.
