Rurik smiled in response, but then adopted a serious expression. “This war needs to end, Drugov.” He walked over to the General Secretary’s desk and placed a document on it. Drugov swiveled it towards himself, donned reading bifocals, and examined it.

We even declared war, which I am unsure if such an action was officially ever taken by Emberwood Coast or other nations in the Southern East Pacific Coalition.

Runways A and C were blocked to commercial and civilian traffic at Aura International Airport. Air traffic controllers kept an eye out for incoming delegations for the peace talks, and police were on higher readiness, ready to protect anyone in the city, but especially weary for the safety of Fire Pact leaders; Emberwood was usually pretty peaceful. But then, the country was usually not at war either.

Hello there, President.

I would be honored to personally attend these talks, but I have my duties here in my nations since I have to deal with other “nations” and organizations. Instead, the Supreme Leader’s sister, Kukiko Zetta, will instead attend the event.

Even though the Stateans blame you and the SEPC for starting this war, we should have not went to war and should have seeked a peaceful path instead. We shouldn’t have even use our Space Station for revenge against your space station as you were not responsible for what happen to the people on The Eternal Wrath. Truth be told, the Minister of Defense didn’t care about the consequences as his cousin had died on the Space Station due to the EMP, but he will be punished accordingly or you could take him for punishment as we have probably killed your people in our attacks.

We may never know what tomorrow will bring, but I hope that we won’t be in any more conflicts. My nation will help in any way we can to go onto the road of recovery, and despite our differences, I hope we could bring peace between our allies and honor the souls who have died too early on Urth and in Space from both sides.

The sun began to dip behind wavecrests, and the sky melted into an orange blur from its natural blue. Nimona sighed as she turned from her office window and prepared to go to the Continental Center to address the gathered delegates. What if no one comes?

Alyona Petrovavich had begun her flight from Novokuznetsk to Aura an hour ago, and was just arriving at the airport. It would take about fifteen minutes for her chauffeur to reach the ACA building. Aura’s downtown was too familiar to her, as she had come here many times before. She entered the elevator, and held its doors open for a few people.

Ivan Harstad’s plane had begun its flight from Yoria, which had the only international airport in the Kingdom. His flight began about 3 to 4 hours ago and it had finally landed. He sighed to himself as he thought of what would be next. He would start to travel to the ACA building after exiting the airport. After looking at a map of Aura, he estimated it to be a trip that would take about 20 minutes. From there, he would arrive at the building and enter it to discuss the peace. He stood up and exited the plane.

A few miles away from the Emberwood Coast, the Air Force One-Nine-Five, (Basically the Tripartite State’s version of the US Air Force One) painted with the Tripartite State National Flag, was quickly approaching the Emberwood Coast. After a few more hours, the Boeing VC-25 landed into the empty Runway A. After the representative (Who was wearing a helmet to hide their face) step off the plane while being escorted by 3 heavily armed guards, the cargo hold released the Armoured Car that would transport the 4 people to the ACA building. Using the local map on their GPS, they were able to transport the representative to the building. One of the security guards stayed in the car as the others went off to the building. While the three Stateans were armed with a Glock 26 each, the representative was also armed with a entirely black katana as a sign of their honor. As they entered the building, the security guards imitated most of the people with their icy eyes and one of them even pushed one of the people to the ground as they were “too close”. They noticed that Alyona held the door open and entered while the same guard grabbed and pushed another person from the elevator.

OOC: That was meant to knock out systems for an hour. I don’t know what happened.
The Executive Plane touched down on Aura. The Foreign Minister, Bartholomew Smith, had already commenced negotiations, but Prime Minister Adam Wilson wanted to see what was going on. Prime Minister Wilson walked out with his bodyguards and entered the negotiating room.

Nimona entered the room with the gathered leaders and their bodyguards. She smiled in greeting to Minister Wilson and President Verlhan, both of whom she’d met in Arcadia, and nodded to Chief Petrovavich, whom she’d met with many times. She took the hands of those she hadn’t met and said brief greetings, before pulling out her phone and laying it on the table. Above it, a document appeared, the meticulously prepared Treaty.

At Tretrid’s insistence, she’d kept Article 4. Now that she saw that their ambassador had a sword, she felt no more secure in that decision than when she had agreed to it.

Treaty of Aura

The nations gathered here today to formally Declare that the conflict begun between the organizations known as the Southeast Pacific Coalition and the Fire Pact Alliance is at an end. Many lives were lost, and something needs to be done. Peaceful exploration of space is in jeopardy, and the Kessler syndrome is rampant, damaging satellites. We, the parties involved in the conflict, and of all nations on Urth, agree to the following terms:

Article 1: Reparations and Cleanup
All belligerents in the conflict shall pay ___ NSD to resolve the debts of ships lost. Further consequences shall be disclosed below:

Section 1: The Parties Originally Declaring War, Starting the Conflict
As the organizations who were involved, namely those responsible for starting the conflict, the SEPC and FPA shall pay 10,000,000,000 NSD each; Given in funds donated to international disaster relief organizations. The collection of payment shall be decided individually by the parties aforementioned.

Section 2: Destruction of Myriad
The Damage done to the institution of space travel for all nations is considerable. The reparations to Affected nations and families of those who lost astronauts in space, with the addition of 10,000,000,000 NSD and the total price to replace or repair all satellites (including Pax Draconia’s tungsten rods) rendered inoperable shall be paid at the expense of ___, ___, and ___ by the ratio of ___%, ___%, and ___%, respectively.

Spacecraft shall be constructed to gather the remains of Myriad station. Debris shall be gathered and destroyed safely at the expense of Emberwood Coast, ___, and ___ by the ratio of 50%, ___%, and ___%, respectively. Any nations not mentioned previously to owe restitution contributing materially or conceptually to the cleanup effort will be restituted for the full value of their addition to the cleanup projects.

Article 2: Disarmament
All parties involved in the conflict shall remove all space to space weapons from international space. Further consequences shall be enacted below. Such systems should be dismantled and removed from orbit or destroyed in a manner deemed safe by the International Space Association.

Further, this agreement heavily discourages any nation from replacing orbital weaponry lost in the incident.

To further the de-escalation of the conflict, all weapons deployed during the war shall be recalled. Further consequences are disclosed below:

Section 1: The “Eternal Wrath”
As a hazard to further peaceful exploration, and being the cause of the case of Kessler Syndrome, the “Eternal Wrath” shall be investigated by international authorities before being allowed to be returned to service,with all weapons removed and returned to the ground. The Fire Pact shall pay expenses of Myriad, restitution for the deaths of any crew onboard the aforementioned station, pay ___ NSD each, and the World Assembly Compliance Commission shall investigate cases of violating WA resolutions. All individuals who had the station manned and contributed to it has to pay 1,000,000 NSD per person manning the station each. An international court of law will decide further consequences, as well as investigate the motivations for the Statean Minister of Defense ordering the destruction of the station.

Section 2: Electromagnetic Attacks
For shutting down the systems of the “Eternal Wrath” with an EMP, allegedly unintentionally killing almost all lifeforms aboard, an investigation shall be pursued against Tretrid concerning the settings of the array releasing the EMP shutting down the station. If found guilty of intentionally killing the Wrath’s crew, Tretrid will pay ___ NSD.

Section 3: Dismantlement of Minefields and Other Hazards
Any and all extreme military hazards for commercial or civilian activities, such as minefields (Of which none were detonated), whether land based or naval, should be removed at the expense of parties who deployed said mines. Said parties shall also pay 1,000 NSD per explosive device. The WACC will investigate any and all allegations of violations of GAR#356 “Landmine Safety Protocol” and GAR#358 “Explosive Remnants of War.”

Section 4: Recall of Fleets
As this conflict has normally been focused on sea-based conflict, the blockade around Tripartite State shall be recalled. Asendavia shall call off its fleet intended to attack the Tretridian city of Draeset, while the defending Tretridian fleets shall return to port. All other fleets to defend Draeset shall be recalled. For every ship sunk by a party, that party shall recompense the party who the sunken ship belonged to the full cost of building the ship.

Article 3: Release of Prisoners
Any military personnel or civilians held captive as a prisoner of war shall be released without any harm in their home nation. Restitution of 100,000 NSD shall be paid to personnel who were interrogated via torture or other invasive methods by those nations who performed methods aforementioned. All parties accused of torture will be investigated by the WACC for violating GAR#9.

Article 4: Partition of Tripartite State
Since the war was fought on the belief that the Fire Pact had violated human rights and freedom, the Tripartite State shall be responsible for the creation and shape of four independent nations that shall be given the rights to govern themselves, accept all people from different walks of life to become a citizen in one of the four nations, shall be granted a defensive standing army from Tripartite State’s Military, be granted the ability to unite as one should any of them be attacked by a hostile power, create relations with other nations, and shall have no allegiance to any organizations such as the FPA or the SEPC. The four nations will also have assistance from the parties involved in the December conflict should they face a Natural Disaster, be invaded by a hostile nation, face a Civil War, or face an economic crisis. However, they will be banned to have Space to Space weaponry and can only increase their military should they be threaten by a hostile power.

Section 2: The Government’s and the People
The four nations shall become one of the chosen governments and become a home of a majority species placed by the Tripartite State. The goal would be to show Urth that any and all governments and races can work together and coexist peacefully. The following nation governments shall become one of the following: Communism, Democracy, Fascism, or Theocracy. In addition, each of the nations shall be home to one of following races to become a majority: Humans, Androids, Humanoid Animals, and any combinations of the three mentioned such as a cyborg or human-animal hybrids. They may also accept any other races who wish to become a citizen.

Article 4: Enforcement
If any party who signs this treaty disobeys any of the aforementioned conditions, ___.

Article 5: Signatures and Agreement
We, the parties involved in this December conflict, hereby agree to all conditions above.

She then signed the treaty and ordered the security guards to leave, but before they left, the Representative looked at Nimona straight in the eye and said,“You dummkopf.” And with a chuckle, they left the building, where they will soon leave for the Tripartite State.

“Wait! Where’re you…” The masked figure was gone. She looked about at the other figures around the table as if to ask if they had an explanation. They did not. What is a dummkopf?

William and Velhaus sat down at the table dressed in their winter dress blues, the familiar clinking of their sabres. The Setznan presidential security detail stood nearby by the doors.

“Something wrong, Madame President?” William asked with a brow raised in curiosity.

Mrs. Petrovavich sat at her typical spot, with the label “Democratic States of Tuvaltastan” on the table. She looked around, and noticed a hooded figure signing the treaty already. “What is that person doing? Wait, they’re leaving!? Well, there’s nothing I can do about it, I guess we’ll have to tell them how much their nation will pay. Say, who do they represent?”
She got out of her seat to go look at the document, and saw a signature with “Tripartite State” underneath it.
“Uh…” She didn’t know what to think about the sudden random person signing for Tripartite, before they even began discussions.[edit_reason]Grammar[/edit_reason]
