A tone pings through the cavernous space of the Palais, accompanied by the announcement that all votes have been submitted. The tablets received a breakdown of the votes;

Sayli smiled. The council had been stacked with Kerilo Accord members or entities that were indifferent to their statuses. She hoped the floor would soon open, for she had pressing matters to bring to the floor of the council.
Sayli stood from her seat. “If it pleases the council, I wish to bring two matters to the floor for immediate discussion. The first matter of importance is the official inclusion of Isklevyu to the Vekaiyun Union. As we work to include this state into our union, we wish to receive full recognition among council nations. The reason for this inclusion is simple - we wish to provide representation to all vulpine Unonian-speaking peoples. In addition, we wish to stave off Packilvanian expansion.”
She paused to ensure the floor was hers. “This brings me to my second point. We border a nation that has attempted to undermine one of our mutual neighbors in Allegheny. The nation is in danger of being absorbed into this conglomerate empire, and trapped in the middle are the millions of Alleghenians. Many of these individuals appear ready to fight. Those who don’t have amassed at the Vekaiyun and Bai Lung Dalu borders. While it is our intent to aid these immigrants, and have developed a plan to populate Isklevyu with their numbers should the situation permit, that is ultimately not the ultimate goal. The ultimate goal is preventing their nation from annihilation.”
“Many valiant and honorable nations have already committed to this cause. However, I do believe it is my duty as a occupant of this Urth to ask everyone to take a stand right here, right now, before it is too late. I am asking for a committed effort to restoring the Alleghenian state, and to place the state under the protection of a body elected here until such time that the state is able to function independent of it. Thank you.”
Gerald Delacy stood once Sayli finished. “I thank my honorable friend from Vekaiyu for drawing attention to the Question of Allegheny. As you all know, the Grand Pacific stands with the Vekaiyun Union to resist Packilvanian expansion, not only due to additional treaties and arrangements, but because it is simply the correct course of action to take. As such, it is my pleasure to announce The Republic’s acknowledgement of Isklevyu and applaud Vekaiyu’s continued efforts to stem the growing threat of assimilation.”
Lady Sophia Drachenberg looked around the room at the gathered delegates, making a decision, she gracefully stands up. “Honored delegates of this Council of Nations,” pausing for a moment to make sure she had everybody’s attention. “I Have been in consultation with the Grand Duke if a situation such as this came to our attention,” pausing and looking around again. “While Dragonia is not a large nation militarily wise and might not be able to help in that way like we fully should, we are able to and very willingly to, be able to help aid Vekaiyu with food and medical aid if and when a conflict happens.”
Looking at Sayli intently, “The Grand Duke has issued a statement to me that I wish to read to you.”

To the Honorable Delegate of Vekaiyun,
We The Grand Duke of Dragonia, Jeymian Drachenberg III, do hereby acknowledge the formation of the country and annexation of the territory of Isklevyu by Vekaiyu. We furthermore agree whole heartedly that the Unonian-speaking peoples of the region be united as one. We wish you the very best in this endeavor.

Looking around the council, Lady Sophia gracefully bows, “thank you honored delegates for your time and allowing me to speak.”
Allowing the representative of the observer state time to speak their mind, President Melodom sat patiently until she sat. Clearing his throat and standing, he began his address. “Members and friends of the Coalition, I begin here begging your leave to address you all today.” Noting the general agreement, he continued. "In response to the issues the honourable Vekaiyun delegate has brought before us, It would be the policy of the Dominion that we shall stand and offer support to those who stand with us.
“While we will stand with our Coalition colleagues, we must also not forget the importance of self-determination in these instances. It would be wise to ensure a democratic and transparent process has been undertaken to show the true interest of the residents of the Iskevyu region. At this time, the Dominion offers invigilation services and personnel for a referendum to this effect to be held in the near future. As for the interests of Allegheny, the Dominion echoes the concerns of the other delegates over the illegal or unconstitutional usurping of power. The Dominion would support forming a Trusteeship body which can take on the processes necessary to build or rebuild nations which have fallen under threat or have proven they are unable to effectively govern.” Met with limited applause, President Melodom yields the floor to one of the Delegates from the Dominion to continue with the other business.
The gentleman was sharply dressed in a black suit, his Aelitian flag lapel pin glinting in the lights. “The Dominion of Aelitia recognizes the gravity of the issues tabled by the Vekaiyun delegation, and would like to move to table a number of issues of serious concern to the international community. Not least of which being the deteriorating situation in the Tepan region, or the VODAIS epidemic unfolding in the West.” He produced a glass of water from his seat and sipped liberally from it. “Further, but slightly less urgent, are the issues of the development of international standards on Nuclear proliferation and the laws governing ownership and operation of the seas. These points are salient to the development of a robust library of international law, and the Dominion would ask its Coalition friends to consider taking on these measures. Thank you.”
Lady Sophia listens to the sharply dressed gentleman with rapt attention. Occasionally looking down and typing on her tablet seeking information on subjects. As the gentleman finishes, she looks around waiting for another to stand up. Looking back at her tablet she reads information of the topics of what the Aelitian gentleman spoke of.
VODAIS, Nuclear proliferation and the seas … … “yes, yes, and yes, maybe Dragonia can help,” she thinks to herself. Looking around again, waiting to see if someone else will breach a topic.
