BE IT ENACTED by the Magisterium of the East Pacific:
SECTION I. SHORT TITLE
This act shall be known and cited as the “Concordat Supremacy Act.”
SECTION II. FINDINGS.
The Magisterium finds that –
(1) The laws of the East Pacific ought to apply to all nations that ratify the concordat
(2) Real life location and medium of communication ought not to be an obstacle to the rule of law
(3) Forum administration remains unimpeachable
(4) The Concordat is the Fundamental and Supreme Law of The East Pacific
(5) All nations residing in The East Pacific may freely ratify the Concordat either by posting a ratification in the designated ratification thread, or by submitting the designated ratification form.
(6) The Confederated East Pacific is an international body consisting of all nations whose ratification of the Concordat remains in effect.
(7) All nations that ratify the Concordat are forever bound to it and answerable to the Conclave for committing any crimes as defined by the laws that are enacted by the legislature that the Concordat has established.
(8) Ratification can only be undone by a public renunciation of the Concordat, and members who renounce their ratification will forfeit their TEP citizenship.

SECTION III. DEFINITIONS.
For the purposes of this act –
(1) “The Concordat” is the Concordat of The East Pacific which is subject to amendments by due process; and
(2) “The East Pacific” is a region in a fictional multiverse whose Regional Headquarters and World Factbook Entry is located at http://www.nationstates.net/region=the_east_pacific/ and whose regional forum is located at http://www.theeastpacific.com/
SECTION IV. PROVISIONS.
(a) Administrative and moderation matters of theeastpacific.com that are reserved by the administrators are exempt from the provisions of this act.
(b) Where a gathering under the name of The East Pacific includes two or more citizens, they are governed by laws and Concordat of The East Pacific.
(c) Any gathering of nations or players associated with TEP may petition the Magisterium for exemption from this act, which may be granted by the enactment of either a new law or an amendment to this law adding provision for a gathering that should be exempt from the rule of law.
SECTION V. ENACTMENT.
This bill shall be enacted upon its signature by the Delegate, except if the Magisterium votes to override a veto of this bill by the Delegate.
