The members of the East Pacific have decided to utilize the following constitution proposal as the rough draft for the East Pacific Constitution. East Pacific Constitution
Preamble: We, the assembled nations of the East Pacific, desiring a more prosperous and perfect region, do hereby gather to establish this Constitution of the East Pacific.
Article A: Executive
Section 1) This Constitution does hereby invest executive authority in a Delegate of the East Pacific and does appoint the Delegate the executor of this Constitution and any subsequent laws passed by the Parliament.
Section 2) The Delegate of the East Pacific shall be a Citizen elected for a term of six months by a vote of the Citizens of the East Pacific.
Section 3) The Delegate of the East Pacific shall have the power to represent the East Pacific in the World Assembly, to remove from the region members in contravention of the laws thereof, to represent the East Pacific to foreign governments, to sign but not ratify treaties with foreign governments, to nominate an individual to serve as Big Bad Hoodad, to nominate individuals to serve as Arbitrators, and to appoint Ministers to perform any of the duties of the Delegate or to advise the Delegate.
Section 4) The Delegate of the East Pacific shall not serve concurrently as a Member of Parliament, Arbitrator, Big Bad Hoodad, Vizier, or Minister.
Section 5) The Delegate of the East Pacific shall have the authority to order a Vizier to assume the Delegacy temporarily in order to provide for the security of the region. The Delegate shall be empowered to retake the Delegacy at any time after that point.
Section 6) An individual that has assumed the Delegacy through a means other than that provided for by this Constitution shall not be recognized as Delegate.
Article B: Legislative
Section 1) This Constitution does hereby invest legislative authority in a Parliament of the East Pacific, which shall be the sole legislator in the region.
Section 2) The Parliament shall be composed of Citizens chosen every half year by popular vote of the Citizens of the East Pacific.
Section 3) The Parliament shall elect from amongst its members a Speaker, who shall preside over its meetings, represent it to the Executive and Judicial, and keep a record of the laws of the East Pacific.
Section 4) The Parliament shall pass laws by popular vote of its Members. The Delegate shall have the power to veto any law passed by Parliament. The Parliament shall have the power to override this veto by a 3/4 vote. If a law passed by the Parliament is neither signed nor vetoed by the Delegate within ten days of its passage, it shall be assumed to have the assent of the Delegate.
Section 5) The Parliament shall have the power to pass laws providing for the common defense and providing for the common prosperity of the region.
Section 6) The Parliament shall have the power to declare war upon a foreign government by popular vote of its members and to ratify treaties negotiated by the Delegate by popular vote of its members.
Section 7) The Parliament shall have the power to appoint individuals nominated by the Delegate to serve as Big Bad Hoodad.
Section 8) The Parliament shall have the power to appoint individuals nominated by the Delegate to serve as Arbitrators and shall have the power to remove a Arbitrator if every member of Parliament agrees that that Arbitrator is inactive or guilty of a high crime.
Section 9) The Parliament shall have the power to appoint Viziers.
Section 10) The Parliament shall have the power to remove the Delegate if the Parliament finds the Delegate to be inactive or guilty of a high crime. In the case of such a removal, the Parliament shall then have the power to appoint a Vizier as Acting Delegate, though that Vizier shall only serve until a new election for Delegate has been held.
Section 11) The Parliament shall have the power to remove one of its own members if 2/3 of its members find that that member is inactive or guilty of a high crime.
Section 12) A Member of Parliament shall not serve concurrently as Delegate, Arbitrator, or Arbitrator.
Article C: Judicial
Section 1) This Constitution does hereby invest judicial power in the Regional Court, which shall be the sole interpretor of this Constitution.
Section 2) The Regional Court shall be composed of Arbitrators nominated by the Delegate and appointed by the Parliament who shall serve a life-term unless removed by unanimous vote of the Parliament. There shall be no more than seven Arbitrators and there shall always be an odd number of Arbitrators. An Arbitrator shall not serve concurrently as a Member of Parliament, a Minister, or the Delegate.
Section 3) The Arbitrators shall elect from amongst themselves a Viceroy, who shall oversee the proceedings of the Court, oversee all elections in the East Pacific, and shall represent the Court to the Parliament and Delegate. The Viceroy shall serve for a term of six months.
Section 4) The Regional Court is empowered to make rulings on the actions of the Delegate as executor of this Constitution and is empowered to void any action by the Delegate that is contrary to the word or will of this Constitution.
Section 5) The Regional Court is empowered to make rulings on the laws passed by the Parliament and is empowered to void any law that is contrary to the word or will of this Constitution.
Section 6) The Regional Court is empowered to remove the Big Bad Hoodad if the Regional Court finds the Big Bad Hoodad to be inactive or guilty of a high crime.
Section 7) The Regional Court is empowered to make rulings on the actions of any nation within the East Pacific, and if judging that nation to be in contravention to this Constitution or the laws of the East Pacific, may order such punishment as the Court deems necessary.
Section 8) Trials in the Regional Court shall be held in open session, and the proceedings shall be visible to all ratified members of the East Pacific.
Article D: Administrators and Viziers
Section 1) This Constitution does hereby invest the power of forum administration in the Big Bad Hoodad, who shall be nominated by the Delegate and appointed by the Parliament, and who shall serve a life term.
Section 2) The Big Bad Hoodad shall be charged with administrating the forums of the East Pacific.
Section 3) The Big Bad Hoodad shall have the power to appoint Administrators to assist in the administration of the forum, to create rules for forum activities, and to take any other action necessary to ensure the proper operation of the forum.
Section 4) This Constitution does hereby invest the power of regional defense to the Viziers, who shall be nominated by the Delegate and appointed by the Parliament, who must be citizens, and who shall serve a life term.
Section 5) The Viziers shall be charged with removing from power any Delegate removed by the Parliament or any individual that has illegally seized the Delegacy.
Section 6) The Viziers shall be authorized to remove from the region a Delegate that the majority of Viziers agree has acted to destroy this Constitution. This removal must then be made permanent by a 2/3 vote of the Parliament or a decision by the Regional Court; the Delegate shall be reinstated after 72 hours if neither the Parliament nor Regional Court make that removal permanent.
- A Vizier shall not serve concurrently as Delegate.
Article E: Citizenship
Section 1) A Citizen of the East Pacific is a resident of the East Pacific that has ratified this Constitution.
Section 2) Section 1 notwithstanding, the Parliament may grant honorable Citizenship to any individual, and that individual shall be considered a Citizen thereafter.
Article F: Rights of Citizens
Being wary of the possibility of misinterpretation, this Constitution does hereby state the following rights as explicitly preserved to the individual nations.

That each nation shall have the power of free speech, and that the Parliament shall make no law to limit this, nor shall the delegate take any action to curtail it, save when, at the discretion of the delegate or duly appointed representatives, a nation is determined to be acting deliberately to cause a public nuisance, in which case this right may be suspended pending a full investigation by the Regional Court.

That each nation shall have the power to make such alliances as it sees fit, so long as these alliances do not act against the East Pacific, nor against the word or will of this Constitution.

That each nation shall have the power to form whatever armed forces as they deem necessary for their own defense, or that of the East Pacific.

That each nation shall have the right to full and unbiased trial by the Regional Court in the event of any action being taken against them by the regional authorities, or in the case of any accusation being leveled against them.

That each individual nation shall be free to enter and leave the region as they see fit. Upon informing the government of their decision to leave the region, Ratified Nations shall be required to surrender any governmental roles such as set out in this Constitution, and shall not be eligible to hold such roles until they return to the region unless granted honorable citizenship.

All other rights not here described or reserved to the government shall remain in the hands of the individual nations.
Article G: Enacted and Amendment
Section 1) This Constitution shall take effect upon receiving the support of a majority of votes cast by East Pacific nations in apoll designated for this purpose at the East Pacific forums.
Section 2) The Parliament shall have the authority to propose an amendment to this Constitution by a 2/3 vote; such an amendment must then receive the support of 3/4 of the Citizens of the East Pacific in an open referendum to pass.
