The Constitution of Finisterra
On the eleventh of November, after a two week long Constitutional Convention, the Constitution of the Commonwealth of Finisterra was ratified. The region has thus adopted a Republican and Democratic system, with its own quirks.

The Constitution of Finisterra aims to offer an uncommon type of government, but not one that was entirely alien, that would be able to attract people and make them interested in the region. That is why Finisterra is divided into States, effectively making the region a federal state, which elect their own representatives to the regional legislature, the Senate, and may have their own autonomous governments and legislatures, along with their own cultural identity. However, the two founding states are yet empty canvas for the first citizens to paint as they wish.

The Constitution also established the Supreme Council, composed by the two founders of Finisterra and a member to be elected in the near future. The Supreme Council is both the upper legislative chamber, even though it does not possess the power to actually propose and write laws, and as an elective council as it is from it where the Chancellor must be elected from, and by.

The Constitution also established an executive government, led by a Premier, and an elected legislature, the Senate, with both of these institutions not escaping from the same formulas applied in many other regions, which as explained previously shall consist of members elected by the states, along with senators elected by the whole of the region. The Constitution also established a Judicial system, which does not escape much from the usual systems in place in many regions, however, the Section respective to the Judiciary was not developed much, hoping that in the future the Senate will be able to formulate the region’s Judiciary.

Upon the promulgation of the Constitution a State of Emergency was declared, as to allow parts of the Constitution to be put into effect as the region grows and all branches of government become sustainable.

The Provisional Government
Just after the ratification of the Constitution, the Chancellor, with the powers conceded to her under the State of Emergency, appointed Argilac as Premier, who upon being appointed set on to form a provisional government.

Thus the newly appointed Premier announced the Cabinet’s policy for each government office and appointing people to each office. Nadine, the current Chancellor, was appointed as Secretary of Home Affairs, putting her in charge of recruitment and the processing of citizenship applications. Alice IX, a prominent Finisterran role-player, was appointed to the office of Secretary of Culture and was put in charge of promoting activity, whether through the creation of a cultural activities, such as Role-play and Games, but also with the establishment of a regional culture.

However, a Secretary of Foreign Affairs was not appointed. The Premier and Chancellor have jointly been handling foreign affairs, establishing embassies in several regions, hoping to establish durable diplomatic relations with the regions which Finisterra first established embassies in, along with the writting of this Foreign Update, which was only possible due to the contributions of those in the offices mentioned before.

Activity and Activities
The Constitutional Convention was one the high points of activity in Finisterra so far, with people displaying their own opinions and a lot of law writing it was apparent that the Convention would spur most people to post and be participative. However, since the ratification of the Constitution the most active area has been the RP area, which is only composed by one Role-play so far centred around nation building in an alternative world.

Despite that there have been attempts at starting activity elsewhere, several citizens have joined one of the two founding States, Cascadia and Aeolia, and hopefully, we’ll be soon reporting the inner developments of each State. Additionally, the Premier has introduced an early draft of a Criminal Code for the Commonwealth of Finisterra, posted in the Common Hall of the Senate for everyone to participate in this early law writing.

With over 30 nations and couple of active citizens the Commonwealth of Finisterra hopes to foster a friendly and prosperous community. Hopefully, by the next update we’ll be able to report more news, including the expansion of the regional population!
