Convention of Island Nations - 2025 Herrera Summit


(DISCLAIMER: This is my first Urth RP post and English isn’t my first language, so I’m sorry for any inconsistencies or grammar errors that might be present in this thread.)

Inside the Meeting Room of her Presidential Residence, Hellen Portman sits alongside Mihaela Reșcupeanu, Alex Orgonomik, Jenna Traman, Maria Ram and Maria Tonova.

[Portman:] Is the final draft of the Convention finished?
[Reșcupeanu:] Yes, madam President, alongside the preparations for the summit.
[Traman:] (whispering) If anyone will be interested…
[Orgonomik:] What did you say?

Orgonomik asks as he turns his head to get a better look at Traman. She looks back at him, unfazed. Reșcupeanu clears her throat akwardly.

[Reșcupeanu:] As I said… the preparations for the summit are also done.
[Ram:] And my ministry will make sure that there’ll be no incidents at the proceedings-

Traman suddenly snorts with laughter, interrupting Ram’s words. The latter, alongside everyone else at the table look at Traman. Ram, enraged, slams her fist on the table as she gets up from her chair.

[Ram:] Okay, what is your problem?!
[Traman:] Who? Me?
[Ram:] Do you see anyone else here interrupting the discussion?!
[Traman:] No…?

Ram and Traman continue to argue with one another. Reșcupeanu also joins the argument on Ram’s side. Orgonomik turns his attention to the president.

[Orgonomik:] (whispering) Why is she even here?
[Portman:] Because the city she’s the mayor of is going to host the summit.
[Orgonomik:] Why is Herrera-
[Traman:] (interrupting Orgonomik) - Yeah, why does Herrera have to host this stupid summit of yours?

Ram and Reșcupeanu go silent, looking both annoyed and confused at Traman and Portman.

[Portman:] Because L.C. is already too busy-
[Traman:] (interrupting Portman) - Ooooh, it’s busyyyyy… And Herrera isn’t?!
[Portman:] Well Herrera is also the place where the Treaty was signed in 1765.
[Orgonomik:] See? Herrera isn’t just less busy than L.C., but also has a cultural and historical meaning for our people.

Silence falls over the room, as Ram sits back down. Traman looks at Orgonomik, bored.

[Traman:] Okay… so?
[Orgonomik:] So?? SO?! You received a Presidential Request for this, you agreed on it and now you sit here and complain about how we’re the inconsiderate ones?! (sighs heavily)
[Portman:] If this is about what happened last month within your own party, then I ask you to leave it for another time and focus.
[Reșcupeanu:] I’ve had enough of the insults and name-calling I get from your colleagues in parliament. I have neither the mood nor the mental strength to deal with this behavior of yours.
[Ram:] Besides, you were amongst the ones who voted in favor of removing him from LCU’s leadership.
[Traman:] Okay… Go ahead with this meeting of yours…

The meeting continues with no further arguments or incidents from Traman.

[Portman:] … Okay. And what about the announcement?
[Tonova:] The embassies have already notified the governments of the nations their located in of it.
[Portman:] And the final draft of the Convention?
[Reșcupeanu:] Oh, right! I forgot to hand it to you.

Reșcupeanu hands a file to Portman. The president opens the file and quickly looks through its pages.


Convention of Island Nations for Coexistence, Cooperation, Peace and Progress

PREAMBLE:

The undersigned States,
• Recognizing the disproportionate effects of climate change on island communities;
• Recognizing that some of the world’s islands were already inhabited prior to their occupation by other nations and the right of indigenous peoples to self-determination;
• Recognizing the need for peaceful coexistence among all population groups, regardless of any identity criteria of each individual;
• Determined to defend civil rights and democracy within their own territories;
• Determined to cooperate with other nations for economic, social and scientific progress;
Agree as follows:

CHAPTER I - PURPOSE, SCOPE, CONDITIONS

Article 1 - Purpose and Scope of the Convention

(1) The purpose of this Convention is to:
a) facilitate cooperation between the signatory Parties;
b) avoid the adoption of laws or amendments that may affect peaceful coexistence, civil rights, the rule of law and/or democracy;
c) assist cooperation between the signatory Parties in the fields of science and culture;
d) design a way to phase out fossil fuels and transition to renewable or environmentally friendly forms of energy generation.
(2) In order to ensure the implementation of its provisions by the Parties, the Convention establishes a monitoring mechanism.
(3) This Convention shall apply to scientific research, environmental policies, civil rights and the rule of law, both in peacetime and in times of armed conflict.

Article 2 - Conditions
To be eligible to be a party to the Convention, States must:
a) be considered an island nation;
b) have partial or total control over at least one permanently inhabited island;
c) be a dependency whose jurisdiction is located on at least one permanently inhabited island;
d) have a dependency whose jurisdiction is located on at least one permanently inhabited island.

CHAPTER II - FUNDAMENTAL RIGHTS AND EQUALITY

Article 1 - Right to Life and Physical and Psychological Integrity:
(1) The Parties shall respect the right to life and the integrity of the person.
(2) No one shall be subjected to torture or insapient treatment.

Article 2 - Right to Privacy
(1) The authorities of the Parties shall respect and protect the private life of their citizens.
(2) This shall also apply to the secrecy of correspondence, telegrams and all other means of communication.

Article 3 - Right to Defense
The Parties shall respect the right of defense of their citizens, who shall have access to a lawyer of their choice or appointed.

Article 4 - Right to Vote and to Stand for Election
(1) Citizens shall have the right to vote from a minimum voting age established by the civil law of each Party.
(2) Citizens who are entitled to vote shall have the right to stand for election.
(3) The right to stand for election may be revoked in the case of persons convicted by a final court decision.

Article 5 - Right to Association
(1) Citizens shall be free to associate in political parties, trade unions, employers’ associations and other forms of association.
(2) Judges, magistrates, active members of the army or law enforcement agencies shall not be members of political parties.

Article 6 - Right to Bodily Autonomy
(1) Adult citizens shall have the right to decide on their own health and body, without interference from the Parties.
(2) Any cosmetic or medical procedure shall be carried out only with the consent of the citizen.

Article 7 - Right to Health
(1) The right of citizens to health is guaranteed.
(2) This right includes free access to quality health services provided by the state.

Article 8 - Right to Education
(1) The right to education shall be ensured through compulsory education, vocational education, higher education or other forms of instruction or learning.
(2) Education shall be provided in the official language of the Parties.
(3) Citizens belonging to minorities shall have the right to education in their mother tongue.
(4) University autonomy shall be guaranteed.

Article 9 - Freedom of Assembly
(1) Citizens have the right to hold rallies, protests, demonstrations or processions.
(2) In the case of freedom of assembly, strikes will also be considered.

Article 10 - Right to Family
(1) The family is formed through freely consented marriage between spouses, regardless of their gender.
(2) Marriage may not be performed in the case of minors.
(3) The adoption of one or more children without parents may be performed by both married persons and single citizens, as long as they do not represent a danger to the child.
(4) Children born out of wedlock will be equal before the law to those born within wedlock.

Article 11 - Right to Self-determination
(1) Indigenous peoples have the right to self-determination.
(2) All Parties are obliged to hold referendums on the issue of self-determination of indigenous peoples at the request of the latter, without interfering in the democratic process.
(3) All Parties are obliged to respect the right of indigenous peoples to self-determination and to assist in the case of their desire for independence towards the creation of a stable nation.

Article 12 - Freedom of Conscience and Expression
(1) Freedom of thought, opinion and religious beliefs shall not be restricted in any way.
(2) No one may be compelled to adopt an opinion or to adhere to a religious belief contrary to their convictions.
(3) Religious organizations shall be organized by their own statute and shall be autonomous from the state.
(4) No one shall have the right to privilege one religious belief or organization over the rest. Likewise, religious law may not be adopted as civil law.
(5) Freedom of expression of thought and opinion shall be inviolable, but not complete.
(6) Freedom of the press shall be guaranteed and shall include the freedom to establish publications, which shall not be suppressed in any form.
(7) Incitement to discrimination, hatred, public violence or war shall be prohibited by law.

Article 13 - Right to Information
(1) Citizens have the right to access any information of public interest.
(2) Public authorities are obliged to ensure that the population is correctly informed.
(3) The press is obliged to inform the population correctly and truthfully.

Article 14 - Obligations
(1) All Parties are obliged to respect the rights listen in Articles (1) - (13) of both their own citizens and foreigners, without restricting them on the basis of any identity criteria.
(2) “Identity criteria” shall be understood as: gender, sexual orientation, religion, species, race, ethnicity, nationality, age, class or social status.

CHAPTER III - NUCLEAR NON-PROLIFERATION

Article 1 - Commitments
The Parties undertake not to:
a. develop nuclear weapons;
b. increase their nuclear arsenal, if any;
c. transfer nuclear weapons to other territories;
d. receive nuclear weapons from Nuclear Weapon States (NWS);
e. assist other states in developing nuclear weapons.

Article 2 - Obligations
(1) The Parties possessing nuclear weapons shall not have the right to use their arsenals except for retaliatory purposes.
(2) Nuclear weapons deterrence shall not be achieved by testing nuclear weapons near populated areas or reserves.

Article 3 - Trade
(1) Trade in nuclear fuel is discouraged and shall not be undertaken if the comparator intends to use it for the manufacture of nuclear weapons.
(2) All trade agreements between NWS and non-NWS Parties, and between non-NWS Parties and other States outside the Convention, relating to trade in nuclear fuel may be violated or even terminated by invoking paragraph (1) of Article 3.

Article 4 - Exceptions
Parties considered to be NWS are not obliged by this Convention to give up or dismantle their nuclear arsenals.

CHAPTER IV - COOPERATION

Article 1 - Scientific Research
(1) The signatory Parties agree to cooperate with each other in scientific research.
(2) Scientific cooperation may be carried out through programs of exchange of experiences, exchange of information or creation of international research institutions.

Article 2 - Trade
(1) The Parties shall reduce trade tariffs for all countries in this Convention.
(2) The Parties are obliged not to engage in any trade war.

Article 3 - Justice
(1) The Parties shall cooperate in the field of justice.
(2) In the event that a Party issues an international search warrant for one of its nationals who is in the territory of another, the latter shall be obliged to arrest and try them with a view to extradition.
(3) If a court of the second Party referred to in paragraph (2) finds the person not guilty, it shall not be obliged to extradite them.

Article 4 - Energy
The Parties shall cooperate to minimize energy dependence on other states.

CHAPTER V - CLIMATE CHANGE

Article 1 - Environmental Protection
(1) The Parties shall adopt more restrictive laws on environmental protection, including increased penalties for industrial polluters.
(2) The areas of protected natural areas shall be increased by at least 10% where possible, of which at least 50% shall be placed under strict protection.
(3) A list shall be drawn up containing the most important areas from an ecological point of view. This shall be called “Bio25”.
a) The list shall be drawn up by independent specialists, who shall not be members of a political party or organization.
b) The areas on the list shall be called “Bio25” sites.
(4) The Parties are not obliged by this Convention to impose the protection by law of the areas on the list specified in paragraph (3).

Article 2 - Clean Energy Transition
(1) The Parties shall take the initiative to transition to cleaner energy options that have minimal impact on the environment.
(2) Energy based on coal, gas or other fossil fuels shall be replaced by renewable energy methods.
(3) Nuclear energy is not included in the list of types of energy to be replaced. The Parties are free to make decisions regarding nuclear energy, as long as it is used peacefully.

CHAPTER VI - PEACE AND DIPLOMACY

Article 1 - Diplomacy
(1) The Parties undertake to resolve conflicts with other nations by diplomatic means, without the use of force.
(2) If negotiations to resolve conflicts cannot be resolved, then the Parties will request the assistance of a third, non-allied state.
(3) In the case of military conflicts between states outside the Convention, the Parties will try to diplomatically assist the parties to the conflict in finding a just solution to peace.

Article 2 - Military Conflicts
(1) In the case of invasions, the Parties will unanimously condemn the aggressor state.
(2) As specified in Chapter III, Article 2, paragraph (1), Parties possessing nuclear weapons will use them only if they have been hit by such weapons by another state.
(3) The signatory Parties involved in a military conflict may request diplomatic assistance from the other signatory Parties.

CHAPTER VII - CONCLUSION

(1) By signing this Convention, the Parties undertake to adopt the reforms necessary to align it with the provisions of the present text within a period to be determined by each Party.
(2) Ratification of this Convention is not mandatory.
(3) Each chapter of this Convention shall be ratified separately by the Parties. Ratification of each chapter is optional, except for Chapter I.
(4) It is only possible to add new amendments to this Convention.

The Limboese Republic invites you on March 30, 2025 to the first summit of the Convention of Island Nations, to be held in the city of Herrera.
Through this convention, we wish not only to begin a new chapter of Limboese diplomacy, but also to contribute to a new, prosperous world in which international cooperation is not a problem, but an opportunity.
With this letter you will find the full text of the Convention.
We hope that you will accept our invitation.
