Here is the explanation.
Los Santos is the state which houses Grove Street, the capitol, and Davinhi City, the biggest city in Davinhia.
All the dots are the capitol cities of the states. Bigger white text-State name. Smaller-City name. For Vice, Vice city is the capitol, but Sea city was very disputed, and is a major, and huge, city. Purple forest is almost uninhabited because, it’s a preserved, and protected forest. The jungles in Davinhia, located mainly to the west, and north-ish, are protected aswell, but it’s legal to live in them. The Davinian bay is a large bay located in the eastern part. The Davinian Strait is fairly disputed by other countries as “The Davinian Strait.” But for Davinhia, they strongly believe that the strait should be named that.
