The World Assembly,
Understanding the need for WA committees to be staffed by individuals who are qualified for their duties and willing to put in the effort, and
Believing that the best practice to ensure proper staffing of WA committees is via a singular, all-encompassing resolution which establishes practices and standards for those staffing measures, hereby enacts as follows, notwithstanding previously enacted, standing resolutions:
All committees shall be staffed by incorruptable individuals who are competent and qualified to perform the duties required of their committees (these staff members will hereafter be referred to as "gnomes").
Gnomes shall be paid commensurate with experience. Their salaries shall be competitive but shall not pose an undue financial burden to the World Assembly.
No future resolution may create additional qualifications or otherwise dictate who may or may not serve as a gnome. This shall not be construed as preventing the repeal of this resolution.
No individual or entity under WA jurisdiction may attempt to harm a gnome or otherwise impair or hinder any work it performs on behalf of its committee of employment.
