I believe most of them would be South Asian, actually, from India, Pakistan and Bangladesh.
And it’s not really “advanced”. It’s just a lot of oil money being tossed around to build absurd projects just for the sake of it. Kand’s right, in that you really can’t call such an incredibly unequal place, where society is basically the absurdly rich and the underclass that serves them, advanced.
It’s not sustainable and it’ll last only as long as the oil does… which is not long, maybe about another 10-20 years.

The whole point of the place is to have something to sell after the oil runs out.
They also seem to have a city with no history. The ruins of pre-Islamic habitation are not visited, while the ‘Atlantis’ exhibit is a huge sucker of money to prop up a fake society. It is very sad really.
