Greetings and salutations to Minister of Foreign Affairs of the Kingdom of Lapimuhyo, Lulyt Oslun,
I write to you today to extend the well-wishes of the Confederate Islands of Free Syllvin. You likely already know some details about our nation. However, at this time, I am reaching out to you today to not only establish a series of formal agreements, but to offer you a place in an important step forwards for not only our countries, but other Gondwanan peoples as well.

After much deliberation, and weeks of organization, the Confederate Islands of Free Syllvin have decided to extend the Kingdom of Lapimuhyo the chance to become a founding member of the Special Protocol for Economic Alliance Ratification. We intend to help individual nations develop faster and have the potential to become greater than they currently are, while securing them a future of their own making. It is our opinion in the Conclave that Gondwana is not the playground of foreign investors and imperialists. Free Syllvin has the potential to assist our neighbors, but we do not desire compliance, loyalty, or unilateralism with our political system. Furthermore, we will not unload resources and military personnel upon your nation with no instruction on how to apply them. Instead, we will provide you guidance and active cooperation in whatever areas you feel would benefit your economic system the most. Additionally, the Confederate Islands are willing to include unique cultural and diplomatic benefits to SPEAR member states if they so choose. Our intent is to create an environment of friendship and mutually beneficial interactions, where each nation can stand on their own merits among peers rather than be reliant on distant benefactors for their prosperity.
For your perusal, we have issued a list of proposed agreements and benefits that can be arranged if you agree to become a founding member of SPEAR:

[li]Immediate diplomatic recognition and the establishment of ‘Protocol Offices’ in place of embassies to facilitate close cooperation.
[li]Nullification on import and export tariffs and taxes for trade between member states.
[li]Permanent visa programs between all member states.
[li]Community-driven research ventures.
[li]Member states that possess field specialists (doctors, economists, architects, etc) may allow other member states access to them.
[li]Infrastructure and agricultural projects in under-developed areas.
[li]Cooperative environmental protection and redevelopment mandates.
[li]Access to the exclusive economic zones of other member states for commercial usage, with supervision.
[li]Specialty programs to assist member states with the evolution and application of any unique products or resources they possess.

To be clear: becoming a founding member of SPEAR will not impact in any way your sovereignty or your ability to make agreements with nations outside the ranks. But, we do have a caveat for membership to this organization: your nation must not be a member of any other international organization such as the Gondwanan Cooperation Council or the COMMIES. We value nations for their individual merits and cooperative value, and participation in globalist cooperatives sends the message that your people would blindly throw aside their culture and sovereignty to be a part of a greater whole. In the vein of protection, it is admirable, but ultimately regrettable. While I cannot speak for our military leaders, SPEAR has no intention of becoming a military alliance. However, if you were to separately approach our embassy and request aid in training or equipping your armed forces so that they do not depend on outside help or become forced into going to war on anothers behalf, we would be more than happy to assist.
We have issued embassy space in our capitol to be used for the construction of a Protocol Office for your nation. I and the other Councilors look forwards to hearing from you in the near future.
