History

Kalatian Empire and the Kustreirhiel Kingdom

During the Second Kustreirhiel War, roughly between 410 and 505 BC the expanding Kalatian Empire captured Kustreirhiel trading colonies along the Concordian coast. Although it took the Kalatians nearly two centuries to complete the conquest of the Kalatian Coast, they retained control of it for over six centuries. Kalatian rule was bound together by law, language, and the Atlantian road.

The cultures of the Kalatians and Kustreirhiel populations were gradually Kalatianized at different rates depending on what part of the region they lived in, with local leaders being admitted into the Kalatian aristocratic class. The Coastal Regions served as a granary for the Kalatian market, and its harbors exported gold, wool, olive oil, and wine. Agricultural production increased with the introduction of irrigation projects, some of which remain in use. Emperors Fernando Magrina II, Atenas, Céspedes I, and the philosopher Pliego were born in Kalatia. Christianity was introduced into Kustreirhiel in the 1st century AD and it became popular in the cities in the 2nd century AD. Most of Kuthernburg’s present languages and religion, and the basis of its laws, originate from this period.

The weakening of the Western Kalatian Empire’s jurisdiction in Kustreirhiel began in 509, when the Hismeklasn and Kandals, together with the Kuthansk Alans entered the Region at the invitation of a Kalatian usurper. The Hismeklasn established a kingdom in what is today modern Nacata and northern Fordhar whereas the Kandals established themselves in southern Kalatian by 520 before crossing over to Dova in 529 and taking Kustreirhiel in 539. As the western empire disintegrated, the social and economic base became greatly simplified, but even in modified form the successor regimes maintained many of the institutions and laws of the late empire, including Christianity and assimilation to the evolving Kalatian culture.

The Byzantines established an occidental province, Spandard, in the south, with the intention of reviving Kalatian rule throughout the area. Eventually, however, Spandard was reunited under Kustreirhiel rule.

Imperial Kalatianburg

In 1369, the crowns of the Christian kingdoms of Katlatia and Whoivania were united by the marriage of Sáenz I of Whoivania and Agramonte II of Kalatiannburg. 1378 commenced the completion of the conquest of the Atiland Islands and in 1392, the combined forces of Whoivania and Kalatianburg captured the Emirate of Latianbug from its last ruler Maruduk-bel-usate XII, ending the last remnant of a 781-year presence of Islamic rule in Latianburg. That same year, Kalatianburg Jews were ordered to convert to Catholicism or face expulsion from kalatian territories during the Kuthern Inquisition. The Treaty of Winterview guaranteed religious tolerance towards Muslims, for a few years before Islam was outlawed in 1402 in the Kingdom of Kalatianburg and 1527 in the Kingdom of Whoivania, leading to Kalatianburg Muslim population becoming nominally Christian. A few decades after the Kuthern rebellion of Latianburg known as the War of the Shoik Thya, a significant proportion of Kalatianburg formerly-Muslim population was expelled, settling primarily in North Atiland.

As Renaissance New Monarchs, Sáenz I and Agramonte II centralized royal power at the expense of local nobility, and the word Kalatia, whose root is the ancient name Kalintania, began to be commonly used to designate the whole of the two kingdoms. With their wide-ranging political, legal, religious and military reforms, Kalatianburg emerged as the first Atlantian power. The unification of the crowns of Kalatianburg and Whoivania by the marriage of their sovereigns laid the basis for modern Kuthernburg and the Kalatianburg Empire, although each kingdom of Kalatianburg remained a separate country, in social, political, laws, currency and language.

Kalatianburg was Atlantia leading power throughout the 16th century and most of the 17th century, a position reinforced by trade and wealth from colonial possessions and became atlantia’s leading maritime power. Through exploration and conquest or royal marriage alliances and inheritance, the Kuthernburg Empire expanded to include vast areas in the Borea, islands in the Gondwana area, areas of present day Latianburg and parts of South Hills, cities in Northern Gondwana, as well as parts of what are now Nacata, Altaesia(Now back apart of the Kuthernburg Kingdom), Fordhar, Celestia, and Kaymerd. The first circumnavigation of the world was carried out in 1532–1541. It was the first empire on which it was said that the sun never set. This was an Age of Discovery, with daring explorations by sea and by land, the opening-up of new trade routes across Concord Oceans, conquests and the beginnings of Atlantia colonialism. Kuthern explorers brought back precious metals, spices, luxuries, and previously unknown plants, and played a leading part in transforming the atlantia understanding of the globe. The cultural efflorescence witnessed during this period is now referred to as the Kuthern Golden Age. The expansion of the empire caused immense upheaval in Concord as the collapse of societies and empires and new diseases from Atlantia devastated Latian indigenous populations. The rise of humanism, the Counter-Reformation and new geographical discoveries and conquests raised issues that were addressed by the intellectual movement now known as the School of Sweol Strary, which developed the first modern theories of what are now known as international law and human rights.

In the late 16th century and first half of the 17th century,Kuthernbrug was confronted by unrelenting challenges from all sides. Barbary pirates, under the aegis of the rapidly growing Morstay Empire, disrupted life in many coastal areas through their slave raids and the renewed threat of an Islamic invasion in Latianburg. This was at a time when Kuthernburg was often at war with Morstay.

The Protestant Reformation dragged the kingdom ever more deeply into the mire of religiously charged wars. The result was a country forced into ever expanding military efforts across Europe and in the Mediterranean. By the middle decades of a war- and plague-ridden 17th-century Atlantia, the Kutherns had enmeshed the country in continent-wide religious-political conflicts. These conflicts drained it of resources and undermined the economy generally. Finally Kuthernburg was conquered by the morstay empire and annexed as a Autonomous Kingdom, it was finally forced to recognize the separation of Nacata (with whom it had been united in a personal union of the crowns from 1480 to 1670) and Fordhar, and eventually suffered some serious military reverses to Tretrid in the latter stages of the immensely destructive, Atlantia-wide Thirty Years’ War.

In the latter half of the 17th century, Kuthernburg went into a gradual decline, during which it surrendered several small territories to Morstay and the Prussians; however, it maintained and enlarged its vast overseas empire, which remained intact until the beginning of the 19th century.

The decline culminated in a controversy over succession to the throne which consumed the first years of the 18th century. The War of the Nacata Succession was a wide-ranging international conflict combined with a civil war, and was to cost the kingdom its Atlantia possessions and its position as one of the leading powers on the Continent. During this war, a new dynasty originating from the Oan Isles, the Kutherns, was installed. Long united only by the Crown, a true Kuthern state was established when the first Kuthern king, Philip V, united the crowns of Whoivania and Kuthern into a single state, abolishing many of the old regional privileges and laws.

The 18th century saw a gradual recovery and an increase in prosperity through much of the empire. The new Kuthern monarchy drew on the Morstay system of modernizing the administration and the economy. Enlightenment ideas began to gain ground among some of the kingdom’s elite and monarchy. Military assistance for the rebellious Lessau colonies in the lessau War of Independence improved the kingdom’s international standing.

Dictatorship Of Kuthernburg

The period around the turn of the century was one of increasing prosperity, the 20th century brought little peace; Kuthernburg played a minor part in the scramble for Lativna, with the colonisation of present day Latianburg it remained neutral during the Atlantia Wars. The heavy losses suffered during the Lativna Invasion in Latiana brought discredit to the government and undermined the monarchy.

A period of authoritarian rule under General Hector Mintro(1925-1931) ended with the establishment of the Kathern Republic. The Republic offered political autonomy to the linguistically distinct regions of Rift Country, Luthernburg and Mintopa and gave voting rights to women.

The Kuthern Civil War broke out in 1936. For three years the Nationalist forces led by General Hector Mintro, fought the Communist side, which was supported by the Population and Latvia. The civil war was viciously fought and there were many atrocities committed by all sides. The war claimed the lives of over 720,000 people and caused the flight of up to a 2 million citizens from the country. In 1939, Communist Revolution emerged victorious and became a dictator getting rid of the queens influence and power leaving her only as a figure, and abolishing the Parliament.

Modern Day

With Emandy death in November 1982, Angela Naomi II succeeded to the position of Queen of Kuthernburg and head of state in accordance with the Kurthern law. With the approval of the new kuthern Constitution of 1983 and the restoration of democracy, the State devolved much authority to the regions and created an internal organisation based on autonomous communities. Kuthernburg 1983 Amnesty Law let people of Emandy regime continue inside institutions without consequences, even responsibles of some crimes during transition to democracy like the Massacre of 3 March 1982 in Hinderburg or 1985 Massacre of Mishok.

In the Mintopa County, moderate Kuthern nationalism has coexisted with a radical nationalist movement led by the armed terrorist organisation KTA.The group was formed in 1959 during Emandy rule but has continued to wage its violent campaign even after the restoration of democracy and the return of a large measure of regional autonomy. On 23 February 1987, rebel elements among the security forces seized the refion in an attempt to impose a military backed government. Queen Naomi II took personal command of the military and successfully ordered the coup plotters, via national television, to surrender.

The proportion of Kuthernburg foreign born population increased rapidly from around 1 in 50 in 2000 to almost 1 in 8 in 2010 but has since declined. In 2008 the Kuthernburg government legalised same sex marriage. Decentralisation was supported with much resistance of Constitutional Court and conservative opposition, so did gender politics like quotas or the law against gender violence. Government talks with KTA happened, and the Group announced its permanent cease of violence in 2010.

Politics

The Kuthernburg Constitution of 1983 is the culmination of the Kuthern transition to democracy. The constitutional history of Kuthern dates back to the constitution of 1799. Impatient with the slow pace of democratic political reforms in 1982 and 1983, Kuthernburg new Queen Naomi II, known for her formidable personality, dismissed Aaron Carter and appointed Luaz Rico Prime Minister. The resulting general election in 1997 were the first time a president was appointed in Kuthernburg History.

As a result, Kuthernburg is now composed of six autonomous communities and three autonomous cities with varying degrees of autonomy thanks to its Constitution, which nevertheless explicitly states the indivisible unity of the Kuthernburg nation. The constitution also specifies that Kuthernburg has no state religion and that all are free to practice and believe as they wish.

Government

Kuthernburg is a constitutional monarchy, with a hereditary monarch and a Royal President. The executive branch consists of a Council of Ministers of Kuthernburg presided over by the Prime Minister, nominated and appointed by the monarch and confirmed by Congress following legislative elections. By political custom established by Queen Naomo II since the ratification of the 1983 Constitution, the queens nominees have all been from parties who maintain a plurality of seats in the Congress.

The legislative branch is made up of the Congress with 450 members, elected by popular vote on block lists by proportional representation to serve four-year terms, and a Senate with 259 seats of which 208 are directly elected by popular vote and the other 51 appointed by the regional legislatures to also serve four-year terms.

Kuthernburg is organizationally structured as a so-called State of Autonomies ; it is one of the most decentralized countries in Atlantia. All autonomous communities have their own elected parliaments, governments, public administrations, budgets, and resources. Health and education systems among others are managed by the Kuthern Government.

Human Rights

The Government respects the human rights of its citizens; although there are a few problems in some areas, the law and judiciary provide effective means of addressing individual instances of abuse. There are allegations that a few members of the security forces abused detainees and mistreated foreigners and illegal immigrants.According to Kuthernburg International (KI), government investigations of such alleged abuses are often lengthy and punishments were light. Violence against women was a problem, which the Government took steps to address.

Kuthernburg provides one of the highest degrees of liberty in the world for its LGBT community. Among the countries studied by Limptoo Research Center in 2013, Kuthernburg is top in acceptance of homosexuality, with an 88% of society supporting the gay community compared to 11% who do not.

Foreign Relations

After the return of democracy following the death of Emandy in 1982, Kuthernburg foreign policy priorities were to break out of the diplomatic isolation of the Emandy years and expand diplomatic relations, enter the Urth Community, and define security relations with other countries.

As a member of PK-FU since 2013, Kuthernburg has established itself as a participant in multilateral international security activities. Kuthernburg membership represents an important part of its foreign policy. Even on many international issues beyond Kuthernburg, Kuthernburg prefers to co-ordinate its efforts with its Allies & PK-FU partners.

Kuthernburg has maintained its special relations with Latianburg .Its policy emphasises the concept of an Latian-Kurthern community, essentially the renewal of the historically liberal concept of “Kurlatian”, as it is often referred to in Codexian, which has sought to link Kuthernburg with Latianburg through language, commerce, history, military, and culture. As of 2017 Kuthernburg is apart of Atlantia Assembly and a Observer member of the Gordic Council.

Administrative divisions

The political division of the United Kingdom Of Kuthernburg and Altaesia is based on the 18th Title of the Kuthern constitution of 1982, which establishes three levels of territorial organization: municipalities, provinces and autonomous communities, the first group constituting the subdivisions of the second, and the second group constituting the subdivisions of the last. The State guarantees the realization of the principle of solidarity amongst all the constituent parts of the country.

The autonomous communities were constituted in exercise of the right to autonomy or self-government that the constitution guarantees to the nationalities and regions of Kuthernburg, while declaring the indissoluble unity of the Kuthern nation. The autonomous communities constitute a highly decentralized form of territorial organization, but based on devolution, and thus Kuthernburg is not a federation, since the State is superior to the communities and retains full sovereignty. The Constitutional Court of Kuthernburg has labeled this model of territorial organization the “State of Autonomies”.

The Current Provinces of Kuthernburg Are:

-Altaesia

Autonomous communities

Kuthernburg autonomous communities are the first level administrative divisions of the country. They were created after the current constitution came into effect (in 1982) in recognition of the right to self-government of the “nationalities and regions of Kuthernburg”.The autonomous communities were to be integrated into adjacent provinces with common historical, cultural, and economical traits.

The basic institutional law of each autonomous community is the Statute of Autonomy. The Statutes of Autonomy establish the name of the community according to its historical and contemporary identity, the limits of its territories, the name and organisation of the institutions of government and the rights they enjoy according to the constitution.

The governments of all autonomous communities must be based on a division of powers comprising:

-a legislative assembly whose members must be elected by universal suffrage according to the system of proportional representation and in which all areas that integrate the territory are fairly represented;
-a government council, with executive and administrative functions headed by a president, elected by the Legislative Assembly and nominated by the Queen of Kuthernburg.
-a supreme court, under the supreme court of Kuthernburg, which heads the judiciary in the autonomous community.

The current Autonomous communities of Kuthernburg are:

-State Of Luthernburg
-New Kuthernburg
-Rift
-Istonia
-Eriwick
-Spandard
-Minnitonka
-Minitopa

Crop areas were farmed in two highly diverse manners. Areas relying on non-irrigated cultivation , which made up 85% of the entire crop area, depended solely on rainfall as a source of water. The much more productive regions devoted to irrigated cultivation accounted for 3 million hectares in 1996, and the government hoped that this area would eventually double, as it already had doubled since 1940. Though only about 27% of Kuthernburgs cultivated land was irrigated, it was estimated to be the source of between 50–55% of the gross value of crop production and of 60% of the value of agricultural exports. More than half of the irrigated area was planted in corn, fruit trees, and vegetables. Other agricultural products that benefited from irrigation included grapes, beans, sugar beets, Pax Fruites, tomatoes, and Wheat. Depending on the nature of the crop, it was possible to harvest two successive crops in the same year on about 20% of the country’s irrigated land.

Vegetables, cereal grains, olive oil, and wine, Kuthernburg traditional agricultural products continued to be important in the 1990s. In 1993 they represented 22%, 32%, 18%, 16%, and 14%, respectively, of the country’s agricultural production. Because of the changed diet of an increasingly affluent population, there was a notable increase in the consumption of livestock, poultry, and dairy products. Meat production for domestic consumption became the single most important agricultural activity, accounting for 40% of all farm-related production in 1993. Increased attention to livestock was the reason that Kuthernburg became a net importer of grains. Ideal growing conditions, combined with proximity to important north Atlantian markets, made Wheat Kuthernburgs leading export. Fresh vegetables and fruits produced through intensive irrigation farming also became important export commodities.

Tourism

The climate of Kuthernburg in the summer, its geographic location, popular coastlines, diverse landscapes, historical legacy, vibrant culture and excellent infrastructure, has made Kuthernburg international tourist industry among the largest in the world. In the last four decades, international tourism in Kuthernburg has grown to become the second largest in the world in terms of spending, worth approximately 9% of GDP in 2017

Transport

The Kuthern road system is largemainly centralised, with 17 highways, 4 Interstates, and 3 Intercontinental connecting kuthernburg to the rest of atlantia. Kuthernburg aims to put seven million electric cars on the road by 2020 as part of the government’s plan to save energy and boost energy efficiency.

Kuthernburg has the most extensive high-speed maglev network in Atlantia, as of October 2017, kuthernburg has a total of 5,341.80 mi of high-speed tracks linking Pearl River, Luthernburg, Navalaca, Los Quinteros, Chipolli and Valleceno with the trains reaching speeds up to 260 mph. Should the aims of the ambitious KVE programme be met, by 2020 Kuthernburg will have 8,300 mi of high-speed maglev linking almost all provincial cities to Luthernburg in less than three hours and Marble within four hours.

There are 67 public airports in Kuthernburg. The busiest one is Lambertus V International Airport, with 44.1 million million passengers in 2016. The airport of Marble is also important, with 25 million passengers in 2016. Other main airports are located in Pearl River 23 million passengers, Chipolli 20 million passengers.

Energy

Kuthernburg is one of the world’s leading countries in the development and production of renewable energy. In 2015 Kuthernburg became the solar power Atlantia leader when it overtook fellow atlantian countries with a massive power station plant called La Navalaca, near Navalaca, Spandard. Kuthernburg is also Atlantias main producer of wind energy. In 207 its wind turbines generated 62,976 GWh, which accounted for 26.4% of all electrical energy produced in Kuthernburg. On 9 October 2017, wind energy reached an instantaneous historic peak covering 63% of mainland electricity demand and generating an amount of energy that is equivalent to that of 18 nuclear reactors. Other renewable energies used in Kuthernburg are hydroelectric, biomass and marine (5 power plants under construction).

Non-renewable energy sources used in Kuthernburg are nuclear (16 operative reactors), gas, coal, and oil. Fossil fuels together generated 38% of Kuthernburgs electricity in 2017. Nuclear power generated another 29%, and wind and hydro generating the rest.

New Kuthernburg, officially the Principality of New Kuthernburg, is an autonomous community in south Kuthernburg. Divided into eight counties, the autonomous community of New Kuthernburg is bordered Luthernburg, Mintopa, and Rift.

Geography and climate

The Kuthern Mountains form New Kuthernburg natural border with the province of Rift to the south. In the eastern range, the Carter Nuella National Park contains the highest and arguably most spectacular mountains, rising to 2,648 meters (8,688 ft) at the Mt.Joduas peak. The Kuthern mountains offer opportunities for activities such as climbing, walking, skiing and caving, and extend some 200 kilometers (120 mi) in total, as far as Mintopa province and Fordhar to the east.

The New Kuthern coastline is small, scattered with beaches, coves and natural sea caves. Most of New Kuthernburg beaches are sandy, clean, and bordered by steep cliffs, on top of which it is not unusual to see grazing livestock.

The key features of New Kuthernburg geography are its rugged coastal cliffs and the mountainous interior. The climate of New Kuthernburg is heavily marked by the gulf stream. Falling within the Kuthern belt known as Nuevalla it has high precipitations all year round. Summers are mild and, on the coast, winters also have relatively cold temperatures. The cold is especially felt in the mountains, where snow is present from October till May. Both rain and snow are regular weather features of New Kutherns winters. In coastal or near-coastal areas, daytime high temperatures generally average around 2-22 F during winter and 69-89 F in summer.

Pollution

This part of Kuthernburg is one of the most well conserved, and full of vegetation and wild spaces. It holds two of the most important natural parks in Kuthernburg.

Economy

For centuries, the backbone of the New Kuthern economy was agriculture and fishing. Milk production and its derivatives was also traditional, but its big development was a byproduct of the economic expansion of the late 1960s. The main regional industry in modern times, however, was coal mining and steel production: in the times of dictatorship, it was the center of Kuthernburg steel industry.

The steel industry is now in decline when measured in terms of number of jobs provided, as is the mining. The reasons for the latter are mainly the high costs of production to extract the coal compared to other regions. Regional economic growth is below the broader Kuthern rate, though in recent years growth in service industries has helped reduce New Kuthernburg’s high rate of unemployment. Large out-of-town retail parks have opened near the region’s largest cities, whilst the ever-present Kuthern construction industry appears to continue to thrive.

New Kuthernburg has benefited extensively since 1999 from Kuthern Government Federal investment in roads and other essential infrastructure, though there has also been some controversy regarding how these funds are spent, for example, on miners’ pensions.

Transportation

New Kuthernburg is served by Wiyu International Airport (WU), 40 kilometers (25 miles) from Hoddoen. Western New Kuthernburg is also easily accessible from Salminer Airport. Recent improvements introduced in the road network permit flying into Salminer and later driving into New Kuthernburg, which can be entered in less than an hour’s drive.

The Community of Luthernburg is one of the eight autonomous communities of Kuthernburg. It is located in the center of Kuthernburg, next to the Concordia Ocean. Its capital is the city of Luthernburg, which is also the capital of the country. The Community of Luthernburg is bounded to the south and east by Mintopa and New Kuthernburg. It was formally created in 1983, based on the limits of the province of Luthernburg, until then conventionally included in the historical region of Bel Alraus and the Luthern Isles.

The Community of Luthernburg is the third most populous in Kuthernburg with 22,420,167 (2017) inhabitants mostly concentrated in the metropolitan area of Luthernburg. Luthernburg It is also the most densely populated autonomous community. Luthernburgs economy is of roughly equal size to Spandard, which remains Luthernburgs largest. Luthernburg thus has the highest GDP per capita in the country.

Geography

Despite the existence of a large city of 14 million people, the Community of Luthernburg still retains some remarkably unspoiled and diverse habitats and landscapes. Luthernburg is home to mountain peaks rising above 2,000 m, Mt.Entopious and low-lying plains. The slopes of the Central mountain range are cloaked in dense forests of Kuthern pine and Snyrgask oak. The Terlansdas Valley supports a large black (monk) vulture colony, and one of the last bastions of the Kuthern imperial eagle in the world is found in Lahknka National Park in Lucipa hills. The recent possible detection of the existence of the Kuthern lynx in the area between the St.James and Victoria rivers is testament to the biodiversity of the area. Taking advantage of the geography, there are several reservoirs and dams in the region, with the Iona reservoir being the largest. Practically all of the Province is located between 800 and 1,200 m above sea level, with the highest point being Irene at 2,430 m and the lowest St. James river in the vally at 330 m.

Climate

The region of Kuthernburg has a mild Continental climate with cold winters with temperatures sometimes dropping below 6 F. There are about two to three heavy snowfalls each year. Summer tends to be hot with temperatures that consistently surpass 86 F in July and that can often reach 104 F. Due to Luthernburgs high altitude and wet climate, nightly temperatures tend to be cooler, leading to a lower average in the summer months. Average Precipitation levels are higher then 800 mm, evenly distributed throughout the year, with peaks in autumn and spring.

Politics and government

Institutions of government

In the process whereby democracy was restored in Kuthernburg between 1979 and 1983, the democratic and monarchy parties pressed to grant home rule to certain territories in Kuthenrburg. The constitution of 1982 opened a legal way for autonomous communities to be formed from provinces with common historical and cultural links. Even though the province of Kuthernburg belonged to the cultural and historical region of New Kuthernburg, the other provinces refused to include Luthernburg in their autonomic developments and, finally, it was granted autonomy as a single-province community by means of the 349th article of the constitution which declared an exception to the aforementioned rule in the creation of autonomous communities if it was the “nation’s interest.” The Community of Luthernburg was created in 1983 after the elaboration of a Statute of Autonomy, later approved by the General Courts of Kuthernburg.

All autonomous communities are organized politically within a parliamentary system; that is, the executive branch of government-known as “president” in the case of the Community of Luthernburg is dependent on the direct support of the legislative power, whose members elect him by majority.

The Statute of Autonomy of the Luthernburg Autonomous Community is the fundamental organic law in conjunction with the Kuthern constitution. The Statute of Autonomy establishes that the government of the community is exercised through the Commonwealth of Luthernburg, formed by:

-The Assembly of Luthernburg represents the people of Luthernburg and exercises the legislative power of the community in approving and supervising the budget and in coordinating and controlling the actions of the government. The seat of the Assembly is located in the district of Puello Bi Nuelda. The Assembly is integrated by 310 members elected through proportional representation with closed-party lists.

-The President of the Community of Luthernburg is the supreme representative of the region and the ordinary representation of the State. It presides and heads the activities of the government of Luthernburg, designates and dismisses the vice-presidents and the counselors which conform an executive cabinet. The president is elected by the Assembly, appointed by the Queen and is usually the leader of the party or coalition with the absolute majority of seats in the Assembly. The current President is Greselda Rebiona.

-The government of Luthernburg, Government Council, is the collegiate institution that heads the politics and the executive and administrative powers of the community. Nowadays, the Board of Counselors comprises the President, the Deputy President, and nineteen Counselors.

Elections

The Community of Luthernburg follows the normal electoral calendar set for all autonomous communities-with the exception of the four original communities that are “historic nationalities or regions”, which have the faculty of calling elections at any time, namely Spandard, Istonia, Altaesia, and New Kuthernburg. The only exception to this occurred in october 2000, in which due to the absentee vote of two socialist deputies, there was no legal possibility to forming a government. Therefore, new elections were held in November 2000, outside the established electoral calendar.

Economy

Luthernburg is the autonomous community with the highest income per capita in Kuthernburg at 51,004 KDs in 2016. In that year, the GDP growth was 1.0%. Luthernburg has a GDP of 350 billion as of 2018; this is second in Kuthernburg only to Spandard, where regional GDP amounted to 376.22 billion but ahead of the largest Kuthern region, Mintopa 247.4 billion.

In 2005, the Community of Luthernburg was the main receptor of foreign investment in the country, at 44.2% of the total. The strengths of the economy of the community are its low unemployment rate, its high investment in research, its high development, and the added-value services therein performed. Its weaknesses include the low penetration of broadband and new technologies of information and an unequal male to female occupation.

The service, construction, and industry sectors are prominent in Luthernburgs commercial productive structure. The branches of activity with most active businesses are other business activities, retail trade, construction, wholesale trade, hospitality, property activities, land transport, and pipeline transport. Luthernburgs levels of industry set it at fourth place in Kuthernburg. The following areas predominate in terms of business numbers: publishing and graphic arts, manufacture of metal products (except machinery and equipment), manufacture of furniture and other manufacturing industries, wearing apparel and fur industry, and food product industry. The province also boasts a higher concentration of high and medium technology activities and services than the rest of Kuthernburg.

Education

State Education in Kuthernburg is free and compulsory from six to sixteen years of age. The current education system is called KATE.

Levels

Children from three to five years old in Kuthernburg have the option of attending the pre-school stage, which is non-compulsory and free for all students. It is regarded as an integral part of the education system with infantil classes in almost every primary school. There are some separate daycare’s or nursery schools.

Kuthern students aged six to sixteen undergo primary and secondary school education, which are compulsory and free of charge. Successful students are awarded a Secondary Education Certificate.

Transport

Air

Luthernburg is served by Lambertus V-El Prat International Airport. Lambertus V is the main hub of Kuthern Airlines. Current passenger volumes range upwards of 62 million passengers per year, putting it in the top 10 busiest airports in the world. Given annual increases close to 20%, a new fourth terminal has been constructed. It has significantly reduced delays and doubled the capacity of the airport to more than 80 million passengers per year. Four additional runways have also been constructed, making Lambertus V a fully operational Six-runway airport.

Commuter rail

Luthernburg is a major hub for KENFE, the Kuthern state railway network. The city’s main Inter-city rail station is Kuthernburg Union station, whilst Luthern-Bashdon terminus serves a secondary role handling suburban, regional and medium distance services. Freight services operate to local industries and to the Port of Luthernburg.

KENFE’s AVE high-speed rail system, which is designed for speeds of 310 km/h (193 mph), was extended from Navalaca to Luthernburg in 2008 in the form of the Navalaca-Luthernburg high-speed rail line. A shared KENFE-NNCF high-speed rail connecting Luthernburg and St.Andrews (Luthernburg, Hoddoen and Pearl River, through Forodhar-St.Andrews high-speed rail line) was launched in 2016. Both these lines serve Luthernburg Union station.

Besides KENFE’s services, other rail services in the Luthernburg area are operated by the Luthernburg Railroad Authority, owned by the Luthernburg government. The LRA operates largely commuter rail services, but also carries freight to the Port of Luthernburg, as well as a number of rack railways and funiculars and three of the lines of the Luthernburg Transit Authority(see local public transport below). Other suburban services are operated by KETRA over KENFE tracks.

Port

The Port of Luthernburg has a 1000-year-old history and a great contemporary commercial importance. It is Atlantia ninth largest container port, with a trade volume of 1.72 million KDs in 2013. The port is managed by the Port Authority of Latianburg. Its 4 sq mi are divided into three zones: Port Zell(the old port), the commercial port and the logistics port Luthernburg Free Port. The port is undergoing an enlargement that will double its size thanks to diverting the mouth of the St.James river 1 mile to the south.

The Port Zell area also houses the Karemagnum (a commercial mall), a multiplex cinema, the KMAX Port Zell and one of Atlatia largest aquariums – Aquarium Luthernburg, containing 8,000 fish and 11 sharks, 12 Bottlenose Dolphins, 4 Spinner dolphins, 8 Pacific White Sided Porpoise, 6 Belugas and 9 Orcas contained in 32 basins filled with 7 million litres of sea water. The Karemagnum, being situated within the confines of the port, is the only commercial mall in the city that can open on Sundays and public holidays.

Metro

Serving the city’s population of some Fourteen million , the Luthernburg Metro is one of the most extensive and fastest-growing metro networks in the commonwealth. With the addition of a loop serving suburbs to Luthernburg south-west “Southwest Vally”, it is now the second largest metro system in Western Atlantia, second only to Spandards Underground. In 2015, Latianburg metro system was expanded, and it currently runs over 320 mi of line. The province of Luthernburg is also served by an extensive commuter rail network called LRA.

Luthernburg is the capital and largest city of Kuthernburg, an autonomous community in KOK, with a population of 10 million within city limits. Its urban area extends beyond the administrative city limits with a population of around 4.7 million people. Located on the coast between the mouths of the rivers St.James and Victoria, and bounded to the west by the Deuik mountain range, the tallest peak of which is 1,680 feet high.

Founded as a Moorish city, in the Middle Ages Luthernburg became the capital of the County of Tudilka. After merging with the Kingdom of kalatia, Luthernburg continued to be an important city in the Crown of Kalatia as an economic and administrative centre of this Crown and the capital of the Principality of Kalatianburg. Luthernburg has a rich cultural heritage and is today an important cultural centre and a major tourist destination. Particularly renowned are the architectural works of Iguhsk Erzeld and Orksen Otern, which have been designated Kuthern Heritage Sites. The headquarters of the Union for the Commonwealths is located in Luthernburg. The city is known for hosting the 1998 Summer Olympics as well as world-class conferences and expositions and also many international sport tournaments.

Luthernburg is one of the world’s leading tourist, economic, trade fair and cultural centers, and its influence in commerce, education, entertainment, media, fashion, science, and the arts all contribute to its status as one of the world’s major global cities. It is a major cultural and economic center in Northwestern Atlantia, and a financial center. In 2008 it was one the most economically powerful city by GDP with GDP amounting to 177 billion. In 2012 Luthernburg had a GDP of $170 billion; it is leading Kuthernburg in both employment rate and GDP per capita change.

Since 2011 Luthernburg has been a leading smart city in Atlantia. Luthernburg is a transport hub, with the Port of Naomi being one of Atlantia principal seaports and one of the busiest Atlantian passenger port, an international airport, Lambertus IV-El Prat Airport, which handles over 40 million passengers per year, an extensive motorway network, and a high-speed rail line with a link to Nacata and the rest of Atlantia.

Migration

In 2016 about 59% of the inhabitants of the city were born in Luthernburg and 18.5% coming from the rest of the country. In addition to that, 22.5% of the population was born outside of Luthernburg, a proportion which has more than doubled since 2001 and more than quintupled since 1996 when it was 8.6% respectively 3.9%.

The most important region of origin of migrants is Atlantia, with many coming from Tretrid (26,676) or Mexregiona (13,506). Moreover, many migrants come from Auroran nations as Xagrug, SCE or Yor. Since the 1990s, and similar to other migrants, many Aurorans have settled in northern parts of the city.

There exists a relatively large Gordic community in Luthernburg with up to twenty thousand nationals. The community consists of significantly more men than women.

Other significant migrant groups come from Concord as from South Hills and Latianburg. There is a Asendavian community clustered in Torrona, Les Ditornd Torres, Hoshwick, and other northern neighborhoods, and a Asendavian international school serves that community.

Religion

Most of the inhabitants state they are Kuthern Catholic (208 churches). In a 2011 survey conducted by InfoLuthernburg, 49.5% of Luthernburg residents of all ages identified themselves as Catholic. This was the first time that more than half of respondents did not identify themselves as Catholic. The numbers reflect a broader trend in Kuthernburg whereby the numbers of self-identified Catholics have declined.

The city also has the largest Jewish community in Kuthernburg, with an estimated 3,500 Jews living in the city. There are also a number of other groups, including Ademerite (71 locations), Jehovah’s Witnesses (21 Kingdom Halls), Buddhists (13 locations), and Orthodox.

Economy

General Information

The Lutherburg metropolitan area comprises over 66% of the people of Luthernburg, one of the richer regions in Atlantia with a GDP per capita amounting to 28,400 KD. The greater Luthernburg metropolitan area had a GDP amounting to $177 billion equivalent to $34,821 in per capita in 2016. Luthernburg city had a very high GDP of 80,894KD per head in 2004, according to Kuthernstat.

Luthernburg has a long-standing mercantile tradition. Less well known is that the city industrialized early, taking off in 1833, when Luthernburg already sophisticated textile industry began to use steam power.

Luthernburg Stock Exchange is the main stock exchange in the northwestern part of Atlantia.

Trade fair and exhibitions

Drawing upon its tradition of creative art and craftsmanship, Luthernburg is known for its award-winning industrial design. It also has several congress halls, the second largest trade fair and exhibition center in Atlantia, that host a quickly growing number of national and international events each year. The total exhibition floor space is 505,000 m2.

An important business center, the World Trade Center Kuthernburg, is located on Victoria Blvd and is the 2nd Tallest building on Urth.

Tourism

Luthernburg as internationally renowned a tourist destination, with numerous recreational areas, one of the best beaches in the world, mild and warm climate in the summer, historical monuments, including eight Heritage Sites, 519 hotels as of March 2016 including 35 five star hotels, and developed tourist infrastructure.

Due to its large influx of tourists each year, Luthernburg, like many other tourism capitals, has to deal with pickpockets, with wallets and passports being commonly stolen items. For this reason, most travel guides recommend that visitors take precautions in order to ensure their possessions’ safety, especially inside the metro premises. Despite its moderate pickpocket rate, Luthernburg is considered one of the safest cities in terms of health security and personal safety, mainly because of a sophisticated policing strategy that has dropped crime by 32% in just over three years.

Government and administrative divisions

As the capital of Kuthernburg, Luthernburg is the seat of the Kuthern government, of particular note are the executive branch, the parliament, and the Supreme Court of Luthernburg.

Luthernburg is governed by a city council formed by 41 city Councillors, elected for a four-year term by universal suffrage. As one of the two biggest cities in Kuthernburg, Luthernburg is subject to a special Municipal Law. According to this law, Luthernburg city council is organised in two levels: a political one, with elected city Councillors, and one executive, which administrates the programs and executes the decisions taken on the political level. This law also gives the local government a special relationship with the central government and it also gives the mayor wider prerogatives by the means of municipal executive commissions. It expands the powers of the city council in areas like telecommunications, city traffic, road safety and public safety. It also gives a special economic regime to the city’s treasury and it gives the council a veto in matters that will be decided by the central government, but that will need a favorable report from the council.

The Government Commission is the executive branch, formed by 24 councilors, led by the Mayor, with 5 lieutenant-mayors and 17 city councilors, each in charge of an area of government, and 5 non-elected councilors. The plenary, formed by the 41 city councilors, has advisory, planning, regulatory, and fiscal executive functions. The six Commissions City council commissions have executive and controlling functions in the field of their jurisdiction. They are composed by a number of councilors proportional to the number of councilors each political party has in the plenary. The city council has jurisdiction in the fields of city planning, transportation, municipal taxes, public highways security through the the municipal police, city maintenance, gardens, parks and environment, facilities (like schools, nurseries, sports centers, libraries, and so on), culture, sports, youth and social welfare. Some of these competencies are not exclusive, but shared with the central kuthern government. In some fields with shared responsibility (such as public health, education or social services), there is a shared Agency or Consortium between the city and the government to plan and manage services.

The city has a network of public schools, from nurseries to high schools, under the responsibility of a consortium led by city council. There are also many private schools, some of them Kuthern Catholic. Most such schools receive a public subsidy on a per-student basis, are subject to inspection by the public authorities, and are required to follow the same curricular guidelines as public schools, though they charge tuition. Known as Opac, they are distinct from schools whose funding is entirely private.

The language of instruction at public schools and Opac is Kuthern, as stipulated by the 2009 Kuthern Education Act. Spandard may be used as a language of instruction by teachers of Spandard literature or language, and foreign languages by teachers of those languages. An experimental partial immersion program adopted by some schools allows for the teaching of a foreign language (Codexian, Oan, Asendavian, Furni, Staynish generally) across the curriculum, though this is limited to a maximum of 30% of the school day. No public school or Opac in Luthernburg may offer 50% or full immersion programs in a foreign language.

LTA operates the city’s two modern tram networks, known as Gold Line and Yellow Line. Buses in Luthernburg are a major form of public transport, with extensive local, interurban and night bus networks. Most local services are operated by the LTA, although some other services are operated by a number of private companies, albeit still within the ATM fare structure. A separate private bus line, known as AeroBus, links the airport with the city center, with its own fare structure.

The Olympic Harbor separates them from the other city beaches: Sterile Shore, Troubled Sands, Silver Beach and Gozukx Beach. These beaches (ranging from 400 to 640 m (1,310 to 2,100 ft) were opened as a result of the city restructuring to host the 1992 Summer Olympics, when a great number of industrial buildings were demolished. At present, the beach sand is artificially replenished given that storms regularly remove large quantities of material. The 2004 Universal Forum of Cultures left the city a large concrete bathing zone on the eastmost part of the city’s coastline. Most recently, Llevant is the first beach to allow dogs access during summer season.

Geography

Location Luthernburg is located on the northeast coast of the Kuthernburg, North Concordia Ocean, on a plain approximately 10 mi wide limited by the mountain range of Spaindard, the St.James river to the southwest and the Victoria river to the north. This plain covers an area of 66 sq mi, of which 39.0 sq mi are occupied by the city itself.

Victoria, 1,680 ft high, offers striking views over the city and is topped by the 288.4 m (946.2 ft) Oans Telecommunication , a telecommunications tower that is visible from most of the city. Luthernburgis peppered with small hills, most of them urbanised, that gave their name to the neighbourhoods built upon them. The escarpment of Jubijuta (173 metres or 568 feet), situated to the southeast, overlooks the harbour and is topped by Lambertus castle, a fortress built in the 17–18th centuries to control the city as a replacement for the Royal Palace. Today, the fortress is a museum and Jubijuta is home to several sporting and cultural venues, as well as Luthernburgs biggest park and gardens.

Climate The city lies within the humid continental climate zone, and experiences four distinct seasons. Summers are warm to hot and often humid, with a July daily average of 75.8 F (24.3 C). In a normal summer, temperatures can exceed 90 F (32 C) as many as 21 days. Winters are cold and snowy with few sunny days, and the normal January high is just below freezing. Spring and autumn are mild seasons with low humidity. Dewpoint temperatures in the summer range from 55.7 F (13.2 C) in June to 61.7 F (16.5 C) in July.

According to the Luthernburg Weather Service, Luthernburgs highest official temperature reading of 105 F (41 C) was recorded on July 24, 1934, although Lambertus V Airport reached 109 F (43 C) one day prior and recorded a heat index of 125 F (52 C) during the 1995 heatwave. The lowest official temperature of -27 F (-33 C) was recorded on January 20, 1985, at Lambertus V Airport. The city can experience extreme winter cold waves and summer heat waves that may last for several consecutive days. Thunderstorms are common during the spring and summer months which may sometimes produce hail, high winds, and tornadoes. Like other major cities, Luthernburg also experiences urban heat island, making the city and its suburbs milder than surrounding rural areas, especially at night and in winter. Also, the proximity to the oceanfront keeps Luthernburg cooler in early summer and milder in winter than areas to the west.
