The geopolitical situation that led to the outbreak of the long-feared global nuclear war was prompted primarily by the onset of a worldwide energy crisis when the supplies of fossil fuels finally began to run out by the year 2050. This energy crisis was in part the result of the ever-increasing amounts of fossil-fuel required to power the Fallout world’s larger and less energy-efficient technologies when compared with those of our own world, due to their failure to develop miniaturized electronics and more advanced manufacturing materials. The result of this energy crisis was an increasing scramble by all of the advanced, industrialized nations to secure the few remaining supplies of untapped petroleum around the world. Ultimately, a series of military conflicts driven by this hunger for natural resources consumed the planet. The Kerilo Accords had reacted to the rapid raising of oil prices to unacceptably high levels by the Qumar’s oil-rich state in 2052 by unleashing military action in that region of the world. This intervention ultimately resulted in the destruction of Elizabeth, capitol of South Hills in December 2053 by a terrorist nuclear device and a limited nuclear exchange between the conflict’s participants in 2054, the world’s first since the end of TEP World War I.

As Council of Nations tried with little success to keep the peace, many of that organization’s member-states pulled out, and within two months of the outbreak of what was soon called the Resource Wars in 2052, the Council of Nations was disbanded. Next, following the breakdown of trade talks and the unilateral South Hills and Vekaiyuan exploitation of the world’s last newly discovered reserves of crude oil, the Pax invaded in 2066 in pursuit of the state’s remaining oil reserves. South Hills federal government acted aggressively against its own citizens to contain wartime rioting, anti-war civil disobedience and military desertion. Vekaiyu and the Republic of Grand Pasifika retaliated against the Pax by launching its own costly invasion of the Pax in 2074 to reduce Pax pressure on the Western front. Despite initial costly setbacks, this strategy proved successful and allied forces liberated the South Hills city of Usport and forced the Pax Army to retreat entirely from South Hills soil in January 2077. This victory was largely won due to the more advanced military tactics and size developed during the conflict, especially the deployment of Powered Infantry Armor. Many smaller nations went bankrupt in the ensuing conflict as their economies collapsed due to the increasing shortage of fossil-fuels. The Resource Wars ended with the Great War in 2077.

It is not known who launched the first nuclear weapon that started the conflict. The nuclear exchange that characterized the Great War lasted for only a brief two hours, but was unbelievably destructive and reshaped the climate of the world even as it caused the fall of most of human civilization everywhere across the globe. More energy was released in the first moments of the Great War than all of the previous human conflicts in the history of the world combined. Entire mountain ranges were created as the ground buckled and moved under the strain of the cataclysmic pressure produced by numerous, concentrated atomic explosions. Rivers and oceans around the world were contaminated with the resulting radioactive fallout released by the relatively low-yield nuclear weapons used by all sides, and the climate changed horrifically. All the regions of Urth suffered from a single, permanent season once the initial dust blasted into the atmosphere by the nuclear explosions had settled - a scorching, radioactive desert summer.

The year is now 2270, and set inside the former capitol of South Hills, Elisabeth. Remnants of the South Hills government split into two factions, the Enclave and the Union of Steel.

The Enclave is a secretive political, scientific, and militaristic organization that is descended directly from members of the pre-War South Hills government, and claims to be the legally-sanctioned continuation of the government, while also styling themselves and their overall demeanor as such.
The Enclave is comprised of (mostly) descendants of top-tier officials of the government final president of South Hills before the Great War. Elite members of various branches of South Hills’ military, as well as a few others such as those whom had considerable ties and/or sway with powerful corporations that retreated to Ellis Islands. They still have influence on the mainland of South Hills and the surrounding regions.

The Union of Steel is a quasi-religious technological organization operating across the ruins of post-war South Hills, with its roots stemming from the military and the government-sponsored scientific community from before the Great War. The Union is currently Headquarterd in Usport.

To the East of South Hills are the Pax Borgs. A faction of assimilated beings connected to a hive mind. Since the bombs dropped, the Pax mind has fractured into warring tribal factions. They are connected via nodes, some tribes have one node, and others have a few. The intelligence of the Borgs have reduced from sentience down to “lobotomized” beings. They mainly concern themselves with “assimilating” non-Borgs, often with fatal results. On the frontiers stories of people being kidnapped for assimilation are constant, but witnesses are rare.

In the regions near the former nation of Qumar, An empire that is led by a Shah by the name of the Qumari Empire and is reminiscent of the Ottoman Empire or Caesar’s Legion. Not much is really known other than the fact that they enslave people not of the Empire and have expanded rapidly.

Val Saar’bac, a Fedilea, stood before the former capitol building of South Hills in Elizabeth. He wore a leather duster and underneath it, jeans, combat boots, and a long sleeve cotton button up shirt. On his head sat a red beret, with a patch saying “Rhodesian Marine Force Recon.” On his back slung was a M1 Garand. On his hip in a drop leg holster was a 1911 chambered in 38 Super. He stood in his position looking at the building for several minutes before finally going inside.

‘Spending the whole 4 years traveling halfway across the world just to see a fucking ruined building and find something that isn’t suppose to exist. Why did I sign up for this job’ he thought to himself as he went up the front steps.
He remembered what happened to his homeland. It wasn’t untouched by the great war, it was a ruin and people were fighting amongst each other. It was a perpetual civil war there and the government needed what was rumored to be deep inside the halls of the capitol building. [edit_reason]Edited for a map of the region…[/edit_reason]

During years the peace reigned Wikichang, the most powerful nations and their everyday growing military power, wasn’t something The United States of Wikichang feared.

Around the year 2050 oil and another fossil fuels began a series of global tensions between the oil-rich nations and the most-powerful ones. Qumar was a nation across the ocean back in the days, but in 2052, the global economies started to fail, state ownership over all industries in Wikichang prevented a rapid collapse of the economy.

In March 2052 the nation experienced a foreign invasion in order to claim the Wikichang’s extensive but unexploited oil fields along the coast.
After the invasion and the new war beginning, the Tourism disappeared, Wikichang’s economy collapsed and without funds for a military army.

Suddenly the nation was closely involved in this new war, the military power of the nation failed in keeping the Prussians and Pax invaders. With all the allied focus on Qumar, the worst part was about to come. In December 2053 South Hills capital city was nuked by terrorists, shortly after that a new World War began and the biggest disaster in Wikichang’s history happened in 2054, after the Resource Wars broke worldwide Wikichang’s Oil turned in to a series of conflicts that ended up with a nuclear blast heading to Qumar’s capital city but instead exploded in the middle of the ocean, the result a mega tsunami whipped out all coastal cities in Wikichang including the Capital city of Terranova. The invaders left the nation in rubble but Wikichang finally conserved its independence from outsiders.

After the Council of Nations fell apart, no one could stop the Pax from invading new nations, after the tsunami in Wikichang oil platforms were destroyed, but the most valued resource in Wikichang turned into another conflict. Wikichang’s nuclear reactors where one of the few still existing massive power generators, but power was not the only thing that was produce in there, Crystanite a rare element created in the Fusion reactor, started to being sold to other nations, as an energy crisis solution thanks to its amazing superconductor properties, however Qumari Empire invaded the nation to control the reactors, supported by Rhodesialund mercenaries, Wikichang sovereignty was compromised so a desperate time needed desperate measures.

In 2075 after almost 15 years trying to keep the invaders from invading Wikichang the President Tenzin Chang launched the Wikichang’s most powerful weapons together, the Reactor Solarium was overloaded and exploded resulting in a Massive EMP and an energy blast so potent that all technology within 2/3 parts of the continent was destroyed. Only Crystanite based technology was capable of surviving the blast, and then in the middle of the night the invaders were burnt from space, with the solar satellite reprogramed to be used as a solar beam. That day the united states of Wikichang were no longer the same.

In 2077 the resources war was over but the Great War began in 2077. With a series of nuclear blasts the whole world changed, the climate changed from a nuclear winter to a nuclear everlasting drought, the United States of Wikichang survived but the nation faced the destruction of its forest, the death of the oceans and how the rain stopped falling. What once was a lush rainforest now is a semi-deserted and arid region. All nations in the world were affected the nations close to the poles are frozen wastelands and as the sea level raised most of the coastal regions and islands despaired long ago under the sea.

Wikichang survivors in the national bunker and in the space station returned to the surface in 2200, after almost all radioactivity levels descended.
thanks to the reactor Icarus, electric power is available in Wikichang’s newly founded cities, but this environment is hard for all kinds of life.

In 2270 Wikichang is a survivor nation slowly recovering from the war. The ruins of New New York are now the new capital called New Lake City as the old Lake Superior survived the war and now is the biggest source of fresh water in Wikichang after the Great Rift Lake is still radioactive after Serenitech was bombed during the war. All satellites still in orbit, but Wikichang’s technology is decades behind them and therefore communications are still primitive with radio being the most advanced communication method still working.

Dr. Jasiel Garcia and his experiments in terraforming in the now abandoned Einstein Research Facility allowed Wikichang to terraform a quarter of the territory and turn the Desert into a small rainforest vital for rain and the new bay near New Lake City has a Mediterranean climate capable of support the agriculture the nation needs to feed all the hard-working citizens, that sometimes visit the ruins of the old Wikichang and try to imagine the peaceful times in the wreckage of the world.

In the middle of the mountains there is a temple where the Air Nomads of Wikichang live isolated from the world, somehow they survived the war, the bombs and the climate change. All their lives they trained to survive in the wilds, experts in martial arts, they always found a way out with the minimum effort.

But from all of them Gyatso was different, as prodigy in combat and a smarter young man willing to achieve his goals no matter the cost, one day he left the temple looking for answers. Finally he ended up in the Wikichang Academy of Sciences an ancient building where all the knowledge saved from the war was stored and where hundreds of people try every day to complete the holes.
After a few years Gyatso became into a technology expert capable of repair any gadget with random materials.

One day the president of Wikichang realized something that could change everything they know.
(A group of scientists enter the presidential room)
“Sir, we finally have the estimate date…”
Ok how bad is it? (Asked the president)

“According to the numbers, all the satellites in orbit will fall back to earth in the next 36 months or even sooner, without the DNA Keys the main computer won’t let us change the orbits and if we lost those satellites it would take us around a 100 years to get one back into space”

We can’t let that happen! (Exclaimed the president, standing up and punching the table in the old New Lake Government building)

“Sir, that’s not all what I wanted to say, we also need a Terrasphere in order to terraform the rest of the country, our current arable lands won’t be able to provide food for much long, we need new land and a Terrasphere is the only way, unfortunately we don’t have the technology to make one and the last one we used it for the bay area.

We are aware that the Einstein Research Facility is where the Terraspheres were invented but after the war, the facility was invaded and we have reports that the last Terrasphere was stolen and taken to Elizabeth right before the city was nuked, we are sure the crystanite is capable of surviving a nuclear blast, and the DNA Keys containing all the native fauna and flora that Wikichang used to had got stolen too, is logical to think they are somewhere in south hills, especially the Terrasphere because is able to provide energy as a battery”

We need someone capable of surviving the journey and even most important capable of finding those objects and bring them back to Wikichang and I think I know the right person for the job.

That day in the New Lake bay Gyatso was looking the sunset, thinking about how would be in the other side, beyond Wikichang, beyond everything he always knew, suddenly two men approached him and tell him.

“The President of The United States of Wikichang requested your presence”

Gyatso suddenly stood up and followed them, the president told him that the nation needed the stolen artifacts from before the Great War back or everyone in Wikichang would be doomed. Gyatso agreed, his great chance to explore what was left of the world finally arrived.

That day he packed his things in a backpack like a nomad he was used to it, he receive one of the few still working cellphones for a direct line with the Academy of Sciences, he got an old nanosuit, capable of providing him with enhanced strength, speed and protection against, fire, bullets and radiation but it was really old so he couldn’t bet on it.

He got an Energon bracelet, a new even heavier element created when the reactor solarium exploded, and with the ability to absorb all kinds of energy and shoot an energy beam, big enough so he could protect himself.

He took the first ship and left his homeland, after traveling north to avoid the Qumari Empire and entering Christie’s Sea from the north pass he finally made it to Kohlandia just one day in ship to Elizabeth, the air was rare and the silence was strange, no sign of people in miles, he suddenly understood why he and not someone else was chosen for that job.

Val looked through the halls of the capitol building. He thought to himself while walking, ‘Quite a thing, from being the most powerful nation to nothing in a matter of hours, and here we are, picking up the pieces of what’s left of civilization.’

He carried his Garand rifle, a tool that’s older than he is, and held it at the low ready, expecting any hostile target to be around the corner as he went deeper into the bowels of the structure. Down a level in the stairwell and he saw Regulators. He stood near the doorway and noticed that they were situated around a heater in the hallway. He could overhear their conversation.

“… gives a shit? I say we drill the blow the vault and grab what we came here for.” That just confirmed Val’s information.

“And risk losing everything inside? No, and the boss will be here in a day. More than enough time until the vault is opened. How well do you think he will respond to that idea?”

“Fuck him, why do we have to listen to a crotchety old fuck who is obviously trying to OD on mentats and buffout.” The sounds of footstep landing and men standing up could be heard.

“Y’know that’s jus being ah bitch 'round here. We don’t take kindly to bitches,” said annother man with a Southern drawl.

‘Three now, might be four. Could sneak by’ thought Saar’bac.

“Fuck you hick assclown,” said the potential rebel. A knife sliding out of their sheaths and something scraping off the cement floor was heard. An uneasy silence came from the room a few minutes later. Val was waiting for his cue, and his cue did come with the sounds of scuffling, groans, yelps, and screams as the Regulators were fighting each other. He went in the opposite direction of the fight and down the hallway while trying to find the right passageway to the vault. Through several rooms with scraps and desks in them and down another hallway and he came across another regulator.

This time she was facing away. Val slung his rifle and reached for his bowie knife, a massive 10 inch blade knife with a wicked edge resting on his lower back in it’s home, a leather sheath. He walked very carefully, not stepping in anything that would make a noise as his combat boots went over the formerly carpeted floors with the assortment of papers, casings, and prescription bottles here and there. He was now a foot away from the female figure, a knife in his right hand, and his left cupped and ready to stifle her.

In one motion, he cupped her mouth, reducing her what could have been screams to a muffled noise, brought the knife over, and cut through her trachea and adams apple. Now the muffles turned into gurgles as he finished cutting through the cartilage, muscles and skin. Val tried carefully not let the blood drip on to his clothing. He gently lowered the still gurgling figure to the ground, not letting there be anymore unnecessary noise, and stepped over her and went into the flight of stairs that she was to be guarding.

Into the stairwell and he looked up then down. Upwards there were only three stories, downwards and he noticed that there could have been easily over 20 stories. ‘Fuck of a lot of stairs’ he murmured, then began his quest down the stairwell to the very bottom.

Seri moved her way down the quiet corridor, a pistol in grip with a makeship suppressor attached in her hand, Why she was in such a populated and dangerous part of the city was desperation; she couldn’t remember the last time she had eaten.

As she was rummaging through what was left of a kitchen, as silently as she possibly could (Which wasn’t very silent), she heard the sound of a fight breaking outside, and panicked; proceeding to grab everything she could and making a lot of noise in the process, and she heard the sound of the fight move off away from the room she was in, and a moment later, yelling. She didin’t know what it was about, but she knew she had to get out fast.

But, before she could finish the thought, the door kicked open and she found herself being aimed out by three to four individuals.

“You’re the bastard who stabbed Liz!”

Val reached the bottom of the level, just where he needed to go. He saw a large hallway that could have been a storage room. At one end was the doorway to the stairwell, the door being made out of reinforced steel and Val standing in it. On the other side of the room was a large opened steel door. The room was cluttered with various crates of different sizes. And there were several regulators and guard duty.

‘That must be the vault,’ he thought, ‘too bad I can’t sneak in. Might as well go loud.’

He brought his Garand up and lined up a shot, with a loud resounding boom from the 35 Whelen chambered rifle. The 220 grain .35 caliber bullet went down the barrel with almost 3,500 ft/lbs of energy. The poor soul in his sights never saw it coming as the cartridge ripped through the target’s clothing and ruptured his vitals. Val brought the rifle to bear on another Regulator and let loose another round to the upper body. The sound of two successive magnum cartridges firing resonated throughout the room and up the stairwell behind the cheetah.

He quickly dodged out of the way and hid amongst the crates, slinging his rifle and bringing out his trusty 1911 for the more up close and dirty work.

‘Everyone within this fucking building would hear that. The ‘hands of god clapping’ was unmistakable for gunshots.’ he muttered under his breath and moved his way through the aisles and nooks of the crates arranged throughout the room.

DAY 1

A dense fog was surrounding the boat, a couple of minutes later all lights in the boat went off, and the Capitan started to talk:
“Stupid Passengers, welcome to hell, we have arrived, prepare all your crap and get the hell out of my boat as soon as you can.”

Gyatso waited until the dock was visible and there he was, waiting in the line, when the Capitan looked at him and said.

“Oh Boy, you’re really nuts, you left a paradise in the west to the place where hell begun, I wish you good luck son, you’re gonna need it here.”

Gyatso sighed and left the boat, now everything was real, the docks were filthy and dark, lots of lost people just waiting for food, for water, for hope.

Suddenly from nowhere a guy jumped in front of Gyatso and tried to steal his backpack, Gyatso dodged him, and started to run, but to where everything is in ruins, the bracelet started to show a map and he desperately followed it, finally he reached an old building “What is this place or what used to be?” he said silently, afraid of another mugger. “Elizabeth Department of Energy” was writen in an old sign, in that moment he heard a lightening, a storm was coming he needed shelter and the radiation detector started to glow:

Alert! Alert! Radioactive Rain Detected – Avoid Direct Exposure Alert! Alert!

He entered the building immediately ,no visible signs of people inside,“Is so cold and dark, i need fire and a high place to sleep”, he found old wood and papers to make a fire and ate an energy bar, the rain started and strong winds with it, the nanosuit started to glow, “IT WORKS!” he said excited.

Then all was silent, and just before he fell asleep, he heard steps in the empty hallway going right towards him.

“YOU MOTHERFUCKER!” screams a Regulator as he saw his friend get gutted in front of him. Val didn’t give a damn about his screams, he cut open the man’s abdominal section and let the intestines slide out before finally taking the knife to the heart and finally severing the spinal cord at the neck, ending his misery and suffering.

“Call me whatever you want, I just want what’s in your damn head,” said Val Saar’bac. “You have one chance, tell me what you know of the object that you found in there and I’ll let you live,” he added further while pointing to the vault with his bowie. Val knocked out several of the Regulators from the fight and tied them up. He sealed the room that connected the stairwell to the oversized passageway full of crates and leading into the vault.

“Fuck you!” said the tied up man after spitting into the cheetah figure’s face. Saar’bac didn’t flinch, just wiped his face with the left hand and sent the huge knife straight through the man’s left knee, going through the connecting tissue and separating the joint. The victim screamed out in pain as the knife went through, then out.

“Wrong choice,” replied Val as he drew his knife slowly out from the man’s knee. He got up and walked over the the next tied up person. It was a woman who obviously was scared to death at what she witnessed. Seeing the very figure that cause so much terror only made her scared even more. Val squatted in front of her and said, “Now, you have a choice, tell me about the object you found and where it went, and I will gladly spare your life.”

“DON’T YOU FUCKING DO IT!” screamed the other tied up person. She looked at her former partner with terrified eyes and back at the man squatting in front of her. She looked at the gutted figure that was several yards in front of her, his intestines hanging out and a pool of blood forming.

“He didn’t choose wisely, he suffered as a result. You don’t want to be hurt now do you?” said the cheetah figure as he smiled in a way that unnerved her.

“N… no…” replied the woman timidly while tears began forming.

“Ah, so tell me what the object is and where did it go.”

“… I don’t… I don’t know what… it is… But I know wh-where it went…” She was pissing herself now, scared beyond comprehension.

“YOU FUCKING BI-!” were the last words that came out of his mouth before a .38 Super cartridge went through his skull. He now sat there motionless as the tied up woman began sobbing. She seen shit but nothing like what the figure that squatted before her did. She was a drug addict and used to be the Regulator’s plaything, she was a hard woman, but Val scared her enough into spilling the beans.

“They-they… took the th-thing to… The mall…” she cried out loud, tears rolling down her cheeks. Val stood up in front of her and took a few steps to her left. He quickly turned around and sent his combat boot to her face. He kicked hard enough to knock the woman out for a few hours, but leaving a bruise on her face. He kept his word of sparing her.

Val left the only survivor alone in her sleep as he walked through the bodies of disemboweled figures, crates and finally to the doorway that led to the stairwell, he moved the crates that blocked the doorway and began walking up the stairs.

‘fucking stairs again’ he muttered as he begun to reload his rifle and handgun. His bowie knife was still stained and he wiped it on a dead Regulator’s clothing on one of the levels as he continued up the stairs.

After a grueling 20 minutes of continuously climbing stairs, he finally reached the very level where he slit the female guard’s throat. Only something was wrong, the body was no longer there. And he could hear several Regulators several rooms away debating about a hostage they took. He walked carefully and put an ear on the wall separating him from them.

“So, what do we do?”

“I dunno, boss said to wait until he gets back from the vault.”

“Meanwhile I’m fucking bored, lets have fun with her.”

What he heard was enough. Now he was thinking, ‘now I gotta be a fucking white knight and save a fucking dame.’ He rolled his eyes as he unslung his rifle and went to the hole in the wall that allowed for access into the room. He had the Garand ready and stepped through the wall, sending 3 successive shots into the two men guarding her. The first one went through the head of the man who suggested the rape. The second and third went through the upper body of the other.

He checked the nearby rooms and listened carefully for any more noises, he had to wait until the ringing subsided and then he could hear clearly. After determining that there were no more Regulators heading his way, he slung his rifle and drew his handgun and held it ready at the female that was tied up and sleeping on the floor.

He kicked her gently in the stomach and said, “Hey, wake the fuck up.”
