Background
The Second Fortunan Empire, also known as Fortuna, is a small island nation under a one-party totalitarian dictatorship. The nation consist of 19 islands with the large population found on the four largest landmasses: Emili, Toscani, Ancona, and Eridani Theta. Fortuna is surrounded by water with its closest neighbors being Drakkengard to the west, Free Pacific States to the south, Algaisia to the north, and a shared border with Ambravia. Its economy is supported by the shipbuilding industry and the exportation of agricultural, fishing, technology products, and military firearms. Of now Fortuna is completely neutral but is willing to build up its relations with other nations in the region.

Agreements
Fortuna grants diplomatic immunity (and requires nations accepting an embassy to grant diplomatic immunity) to all foreign diplomatic personnel. Ambassadors, consuls, and foreign dignitaries are protected except for civil fines. Employees, service or local, of these areas are not protected by Fortuna.

Any embassy is expected to respect the laws and regulations in the Second Fortunan Empire. Embassies are provided buildings in Imperial Fortunan City but allow for the establishment of embassies. These buildings must be located on Guiliano Straight, located in the outskirts of Imperial Fortunan City. Fortuna also provides buildings for consulates in specific cities. Fortuna does not allow (and does not deploy to its missions) military grade weapons of any kind except for the standard assault rifle.

Fortuna recognizes any property owned by a foreign government as the territory of that foreign government if the foreign government operates a diplomatic mission on that property. Fortuna considers any property it purchases for use for a diplomatic mission to be Fortunan soil.
