Of the long-term problem, yes, but it is the most likely source of the immediate problem, and I’ve seen enough forums in enough games berate each other every single year at the end of May and November that the extenuating circumstances ought to be mentioned.
I would put more money on the typical summer slowdown, where EM is just all alone in the corner mumbling, holding a blanket, and with a thumb in mouth.
