Christopher Arctoris is the President of the Federated Alliance and Chairman of the Nationalist Party. Arctoris grew up in a Berenian mining town, but moved into government housing after Pax competition bankrupted the town mine. He joined the army at age 18 to escape poverty, and saw relative success as a non-commissioned officer, but received a career-ending injury during the Drone Insurrection. Arctoris became the leader of the Nationalist Party following his honorary discharge, and successfully won the presidency in 2008, taking office in 2009. Born in 1971, Arctoris is a short, white bachelor with dark brown hair and a medium build.

Julia Brenner is the Blue House Chief of Staff. Brenner is a career political operative, who came to age working with the capitalist coalition, then played a key role forming the Nationalist Party. Brenner served as Deputy Blue House Chief of Staff from 2009-2013, then became Blue House Chief of Staff in 2013. She is a graduate of Liberty City University, where she gained a bachelor’s degree in public policy. Born in 1977 to a wealthy family, Brenner is a slim, tall, white brunette, and is known as a serial dater that spurns commitment.

Dr. Akagi Saburo, PhD, is the Blue House national security adviser. Saburo is a career academic, who has been on the faculty of the University of Beren since 1972. Saburo intermittently served in conservative governments in various foreign policy roles, most notably as Deputy Ambassador-at-Large during the 1980s. Consistently advocating conservative foreign policy views, Saburo helped found the Nationalist Party with Christopher Arctoris, and quickly found himself a spot in Arctoris’ administration as a result. He has been national security adviser since 2009. Born in 1947, Saburo is a short, black-haired Asian man, who is married with 2 children and 3 grandchildren.

Ambassador Vanessa Williams is the Director of the Department of Diplomacy of the Federated Alliance. Williams is a career diplomat, who specialized in Northern Yasteria. She speaks Unionian, Looplite, and Lazlowian. Williams rose quickly through the ranks in the 1980s due to her conservative views, but found herself stuck in the 1990s and 2000s for the same reason. But her resume piqued the interest of the Nationalist Party, and she was made an ambassador in 2009, and the Director of the Department of Diplomacy in 2013. Born in 1959, Williams is a short, black-haired white woman, who is married with 2 children.

Michael Delgado, MPP, is the Director of the Department of Intelligence of the Federated Alliance. Delgado served as a field agent in the Free Pacifican Intelligence Agency for over a decade before gaining national acclimation for his role preventing a series of terrorist attacks in 2006. He became the intelligence station chief in Lyon in 2007, then the deputy national security adviser in 2009. Delgado was appointed Director of the Department of Intelligence in 2013. Born in 1968, Delgado is a tall, black, black-haired man with a light build; he is a married with one child.

General Tobias Bluth (FPSA), MSS, is the commandant of the Free Pacifican armed forces, the highest-ranking military officer in the Federated Alliance. A career military officer, Bluth graduated from the Free Pacifican Army Academy in 1978, and spent the next 37 years in various leadership roles. Bluth now directly advises the president regarding military affairs, and delivers the President’s orders to the various field commanders. Blush took office as commandant in 2015. Born in 1956, Bluth is a mid-height, stocky, white man with gray hair. He is married with three children.

Other Government Personnel
Dr. Matthew Terrus, PhD, is a President Emeritus of the Federated Alliance, who presently serves as a special envoy of the nation abroad. Terrus served as President for a historic two terms, famously ending the Federated Alliance’s isolationist phase, and becoming a leading regional figure. He grew up in Liberty City, gaining a BA and PhD in History at the city’s premier university, before embarking upon a career in academia. Terrus rose to prominence when he wrote a series of editorials, and ultimately a book, favoring internationalism, which gained him an appointment as Ambassador-at-Large under President Jackie Sushie. Born in 1946, Terrus is a medium-height, white man with light brown hair and a light build; he is the widowed father of three children.

Sean Ronin is a member of the Alliance Council, representing Faramount. Ronin rose to national prominence in 2008, when he prevented a large-scale terrorist attack. He subsequently won election to the Federal Assembly in 2010, and then to the Alliance Council in 2014. Though famous for his counter-terrorism efforts, Ronin is better known in Liberty City for promoting efforts to dismantle the Calcutta-esque ghettos that exist in many Free Pacifican cities. Prior to taking office, Ronin served for twenty-six years as a Faramount Police Officer, spending most of that time in Faramount’s SouthEast Ghetto. Born in 1959, Ronin is a white, married father of five. He possesses a BA in Criminal Justice and a MA in Public Administration from the University of Faramount.

Penn Star is the Director of the Free Pacific Covert Service. Star is a career intelligence operative, who specialized in black operations. He became incredibly well-known in the 1990s and 2000s, when he led a rogue intelligence outfit that carried out covert operations that the Terrus administration was unwilling to authorize. President Arctoris pardoned Star in 2009, and made him director of the newly created Free Pacific Covert Service. Born in 1954, Star is a short, white, black-haired man with a medium build; he is a bachelor.

Paula Star is a senior officer in the Federal Protection Agency, and presently the bodyguard of Matthew Terrus. After graduating from the University of Zalebano with a degree in criminal justice, Star joined the Army, where she served as a Military Policewoman, and then an intelligence officer. The Federal Protection Agency offered Star a job after she mustered out, and she made a career first as a counter-terrorism agent, and later as a protective agent. She rose to lead the safety detail of President Terrus’ son in the mid-2000s, and later rose to lead the Counter-Terrorism Division of the Federal Protection Agency. But she had a professional collapse after discovering the truth about her brother, Penn, and this nearly cause her to lose her job. Terrus subsequently took her on as head of his retirement detail. Born in 1966, Star is a white bachelorette with light brown hair.

Matthew Terrus, Jr, M.J., M.P.P., is a junior officer in the Federal Oversight Agency, and presently the supervisor for the Cuttersville Office of the Federal Oversight Agency. Terrus earned a bachelor’s degree, law degree, and public policy degree at Shiro Academy, ultimately leaving the institution in 2014. Terrus at that time joined the Federal Oversight Agency, the government unit charged with fighting corruption, abuse, waste, and grift. Following the completion of his probationary period in 2015, Terrus requested assignment to the Cuttersvile Office, given his prior close connections with Pax leader Noi. Given the unwillingness of most officers to serve in Cuttersville, Terrus easily won the assignment, and is presently the only FOA officer assigned to Cuttersville. Born in 1988, Terrus is white with a light build, and is presently a bachelor.

Civilians and Others
Jill Ronin is a reporter with NewsNight, the premiere program of Federated Alliance Public Television. Ronin graduated from Shiro Academy in 2010, then worked with the Free Pacific News Network, where she gained national notoriety. She left private news for public television in 2011, desiring greater editorial freedom, but remains a rising star in journalism. Born in 1986, Ronin is a white, blonde-haired girl with a light frame, and is presently in a long-term relationship.
