Should I fill out factbooks and then role play or role play and take what happens to put into my factbooks?
You can do both. I personally started with my factbook, just to have a litte groundwork on what my nation was, but it’s up to you.
A good starting point can be http://theeastpacific.com/topic/983923/2/#new: it’s a thread which contains a list of question regarding your nation and which gives you the opportunity to develop a lot of specific areas. You can post the answered list in that thread. That way the other nations in TEP have a good overview of what your nation is as well.
