This is true - Loop was a former Arbiter. And it appears Kandarin was appointed on Feb. 11th of '09, according to the awesome analysis by Kurogasa

I have no problems with you fellows posting anywhere, just play nice when we have to do the Arbiter thing. The clarification is appreciated.

Having accepted the resignation of Terasu and expressed our thanks for service to the region, I have contacted the Delegate pursuant to Article B, Section 8 of the Concordat and requested that a new Arbiter be nominated and that nomination be submitted to the Magisterium for consideration.
