History of the Magisterium under the Concordat

Chapter 1.  List of Provosts

Originally, the Concordat provided for the direct election of Magisters by the citizens of The East Pacific.  There was no limit on the number of Magisters who could be elected.  It was a simple yes or no vote on each potential candidate.

After the Magisters’ election, the Magisters chose a Provost from among themselves.

  1. Kelssek (One Term: January 31, 2009 to May 10, 2009. 117 days)

[spoiler]Kelssek was the unanimous choice of the first Magisterium and the election was completed on January 31, 2009.

  1. Warr (One Term: May 11, 2009 to August 8, 2009. 89 days)

[spoiler]Warr and Dyr Nasad were nominated.  Nominations began on May 5.  On May 11th, the vote was tied 4-4, and Dyr Nasad offered to change their vote to Warr, if Dyr Nasad was appointed Provost Pro Tempore (now known as Deputy Provost).  Warr agreed and the election was concluded.

  1. Dyr Nasad (4 Terms: August 9, 2009 to August 14, 2010. 370 days)

[spoiler]Dyr Nasad has the record for the longest serving Provost.  Originally elected August 9, 2009, Dyr Nasad was re-elected three times: November 6, 2009; February 20, 2010; and June 2, 2010.

In the first three elections, Dyr Nasad ran unopposed and was unanimously elected Provost.

The Spring 2010 election opened nominations on May 16 and was combined with a discussion of how to deal with tied votes in the Magisterium.  (There were 10 Magisters at the time.)  On May 19, the election began with two candidates: Dyr Nasad and Free Pacific States.  On May 31, the vote was tied: 3 for Dyr Nasad, 3 for Free Pacific States, 3 absentions, and one not voting.  To bring the election to a close, Free Pacific States changed their vote from abstain to Dyr Nasad.  A mean old man also changed their vote from Free Pacific States to Dyr Nasad and the election concluded on June 2.

  1. Free Pacific States (Two Terms: August 15, 2010 to February 17, 2011. 186 days)

[spoiler]Free Pacific States was the unanimous selection (with one abstention) for the election that concluded on August 15, 2010.

In November 2010, there were three candidates for Magister: Free Pacific States, Todd McCloud, and East Malaysia.  At the time, the Magisterium had seven members and four voted for Free Pacific States.

5. Kelssekreturns and quits early (One Term: February 18, 2011 to May 2, 2011. 73 days / 190 total days)

[spoiler]In February 2011, Kelssek was the sole nominee and returned to the position of Provost.  The term ended early as Kelssek had to resign on May 3.

  1. Free Pacific States returns and it gets weird (One Term: May 3, 2011 to August 16, 2011. 105 days / 291 total days)

[spoiler]Free Pacific States, as Provost Pro Tempore, assumed the Provost position and attempted to organize an election to replace Kelssek.  At this point, the story takes a curious turn.

From May 3 to May 13, two elections are run with Free Pacific States as the only candidate.  Rather than accepting Free Pacific States as Provost (as early Magisteriums had done when there was only one candidate), votes were collected and in each case the number of abstentions (2) exceed the number of votes for Free Pacific States (1), so Free Pacific States declared the elections a failure.

Free Pacific States continued as Provost until a new election was scheduled after the election of the next Magisterium.

On May 19, an election was held with Free Pacific States and Vulshain as candidates.  Free Pacific States votes for themselves, everyone else abstains, so Free Pacific States declares themselves the new Provost.

On May 24, the Viceroy, Barb, intervenes and declares the election void and states, “This was not a proper election. This game has rules. Do over.”

The Magisterium started another vote with Free Pacific States and Vulshain as candidates.  On May 29, Free Pacific States was elected Provost with 3 votes and 2 abstentions.

  1. Vulshain (One Term: August 17, 2011 to November 30, 2011. 105 days)

[spoiler]Vulshain and Carondia (known as “Is wa” at the time) were the candidates for the August 2011 Provost election.  On August 17, the vote was tied 2-2, with one abstention.  Reminisci (the abstention) changed their vote to Vulshain and the new Provost was elected.

  1. Stateless573 (One Term: December 1, 2011 to June 11, 2012. 193 days)

[spoiler]Nominated on November 28, Stateless573 was sole nominee for Provost and was elected on December 1st, with 4 votes, 1 abstention, and 1 not voting.

After the voting was complete, Angry Turds posted, “I apologize for not logging on, there was a television watching emergency that I had to assist with. I would have voted for Stateless anyway.”

Although Stateless served for over 6 months, Stateless was only elected Provost once, due to a long delay in the election of the next Magisterium.

  1. Todd McCloud (One Term: June 12, 2012 to September 9, 2012. 89 days)

[spoiler]In June 2012, the Magisterium only had 3 members.  One nominated Todd, the other seconded the nomination, and Todd accepted.  Todd became Provost on June 12, without a vote.

A notable piece of legislation was passed during this Magiserium term, the Magisterium Reform Act eliminated the general election of Magisters, and allowed Magisters to pledge their way into the Magisterium.  A Mean Old Man was Delegate during this period and signed the legislation after requiring some modification to the language of the Act.

  1. Alleghenyresigned before end of term (One Term: September 10, 2012 to November 9, 2012. 60 days)

[spoiler]On September 7, the first election for Provost occurred after the passage of the Magisterium Reform Act, there were two candidates: Allegheny and Devont (known as “Devguy200”).  There were 9 Magisters and the results of the vote were: Allegheny 5, Devont 3, with one abstention.

Allegheny became the second Provost to resign before the end of a full term.  Unlike the earlier weirdness when Kelssek resigned, the Magisterium was able to elect a new Provost.

11. Devont (One Term: November 10, 2012 to February 15, 2013. 97 days)

[spoiler]Devont and Babiana were the candidates after Allegheny’s resignation.  Devont received all 4 votes and was elected Provost.

  1. Babiana (One Term: February 16, 2013 to April 30, 2013. 73 days)

[spoiler]Babiana and Bachtendekuppen were the candidates.  Babiana received all 3 votes and was named Provost on February 17.

  1. Bachtendekuppen (One Term: May 1, 2013 to July 31, 2013. 91 days)

[spoiler]There were four candidates in this election: Bachtendekuppen, Heronlord, Devont, and Samuel Kudrow.  The results were: Bachtendekuppen (2), Heronlord (1), Samuel Kudrow (1), and Devont (0).

  1. A Slanted Black Stripe (3 Terms: August 1, 2013 to April 30, 2014. 272 days)

[spoiler]For the term beginning August 1, 2013, there were three candidates and A Slanted Black Stripe received 5 votes, Prussia received 1 vote, and Pekweng received 1.

For the term beginning November 1, 2013, ASBS was the only candidate nominated and the result was ASBS 8, with one abstention and 2 not voting.

For the term beginning February 1, 2014, ASBS was again unopposed and the result was ASBS 6, one abstention, one invalid vote (for Micky Mouse) and 1 not voting.

  1. Old Federaliaresigned early (One term: May 1, 2014 to July 2, 2014. 62 days)

[spoiler]Old Federalia was the only candidate for the term beginning May 1, 2014.  The vote was Old Federalia 4, Abstentions 2, and 3 not voting.

Old Federalia resigned before their term was complete, on July 2, and recommended that God-Emperor, the Deputy Provost, be elected as their replacement.

  1. God-Emperor (2 terms: July 3, 2014 to January 31, 2015. 212 days)

[spoiler]As Deputy Provost, God-Emperor assumed the role as Provost upon Old Federalia’s resignation and organized an election for a new Provost. The candidates were God-Emperor, Prussia, and Tim. In an election that several Magisters missed (6 not voting), God-Emperor was elected with 2 votes, Prussia 1 vote, Tim none, and 4 abstentions.

The next election was held in October 2014.  There were 2 candidates: God-Emperor and Prussia.  God-Emperor received 2 votes, Prussia 1 vote, and there were 2 abstentions.  Again, there were 6 not voting.  It might have been argued that with only 5 of 11 Magisters voting, a quorum was not present.  The result was not challenged and God-Emperor continued for another term.

  1. Prussia (2 terms: February 1, 2015 to July 31, 2015. 180 days)

[spoiler]In another example of Magisterial non-voting, the election at the end of January 2015, had two candidates: God-Emperor and Prussia.  Prussia received 2 votes, God-Emperor 1 vote, with one abstention.  Again, there were 6 Magisters not-voting, including the Provost and candidate, God-Emperor.

For the term beginning May 1, 2015, Prussia was the only candidate.  Prussia received 7 votes. There was one abstention and two did not vote.

  1. Tanoabandoned the position (One term: August 1, 2015 to October 15, 2015. 75 days)

[spoiler]Tano was elected with 8 votes, 1 abstention, and 3 not voting. Tano became the first Provost to abandon the Provost position. Tano did not appoint a Deputy Provost. A Slanted Black Stripe became Interim Provost (as provided by the standing orders) for being the longest-serving Magister on October 16, 2015.

  1. Interim Provost: A Slanted Black Stripe (October 16, 2015 to October 31, 2015. 15 days / 287 total days)

  2. McStooley (One term: November 1, 2015 to January 31, 2016. 91 days)

[spoiler]In the election at the end of October 2015, McStooley and ASBS were the candidates.  McStooley received 3 votes, ASBS 1, with 6 abstentions and 1 not voting.  The election was remarkable for the number of abstentions.

  1. A Slanted Black Stripe (One term: February 1, 2016 to April 30, 2016. 90 days / 377 total days)

[spoiler]In the election at the end of January 2016, there were 4 candidates: Loh, Dremaur, A Slanted Black Stripe, and McStooley. ASBS received 4 votes, there was one abstention,and 3 Magisters did not vote.  No other candidates received any votes.

During this term, ASBS surpassed Dyr Nassad for the most amount of time serving as Provost. Dyr Nassad had served 4 terms for 370 days from August 9, 2009 to August 14, 2010.

  1. Severisen (One term: May 1, 2016 to July 31, 2016. 92 days)

[spoiler]Severisen was the only candidate. Severisen received 3 votes. One Magister voted present and two Magisters did not vote.

  1. A Slanted Black Stripe (Two terms: August 1, 2016 to January 31, 2017. 183 days / 560 total days)

[spoiler]For the election at the end of July 2016, A Slanted Black Stripe was the only candidate. 2 voted for, 1 voted present, and 3 did not vote.

For the election at the end of October 2016, ASBS was the only candidate again. 2 voted for, 1 voted present, and 3 did not vote.

24. Republika Bielarus (February 1, 2017 to …)

[spoiler]For the election at the end of January 2017, Republika Bielarus was the only candidate; received 8 votes, 1 voted present, and 2 did not vote.
