BE IT ENACTED by the Magisterium of the East Pacific:

SECTION I. SHORT TITLE

This act shall be known and cited as the “Jurisdiction Act.”

SECTION II. FINDINGS.

The Magisterium finds that –
(1) The East Pacific is a region with thousands of nations,
(2) the Regional Message Board and World Factbook Entry are insufficient to maintain order,
(3) The East Pacific has used a forum <TheEastPacific.com> as its official headquarters for over a decade,
(4) the citizens of TEP use chat rooms to communicate,
(5) the World Factbook Entry contains links to the forum and these chat rooms,
(6) The East Pacific uses these offsite services with the consent of their administrators,
(6) the conduct of certain citizens in these offsite services is disruptive at times,
(7) and the Conclave lacks clear jurisdiction to enforce order.

SECTION III. DEFINITIONS.

For the purposes of this act –
(1) “Jurisdiction” is legal authority to enforce laws and pronounce legal judgments.
(2) “Official business” refers to any communication or operation conducted by members of the government that is verifiable by the Delegate, Provost, or Viceroy.

SECTION IV. PROVISIONS.

(a) <TheEastPacific.com> is the inviolable headquarters of The East Pacific for perpetuity, and the sole forum website used by The East Pacific.

(b) The World Factbook Entry of The East Pacific shall list one official community chatroom per instant messaging service, notably #theeastpacific for Instant Relay Chat (IRC) and the conversation started by A Mean Old Man in 2013 for Skype.

(c) The East Pacific shall not recognize any offsite service not listed in the WFE as official, except any used for official business.

(d) No citizen may use “The East Pacific” or any derivative term to name or describe their offsite service or <NationStates.com> forum thread, except any used for official business.

(e) The laws of The East Pacific shall have jurisdiction over any offsite service listed in the World Factbook Entry or used for official business.

(f)(i) Only with the consent of its adminstrator(s)/owner(s) may an offsite service be listed on the World Factbook entry or used for official business.
(ii) By consenting, the administrator(s)/owner(s) agree to apply the jurisdiction of the law to their offsite service.
(iii) Such jurisdiction only includes the power to restrict free speech and banish users, which shall also remain powers of the administrator(s)/owner(s).

(g) It is the purview of the incumbent Delegate to recognize any threads on the forum of <NationStates.com> as officially representative of The East Pacific.

(h) The “Concordat Supremacy Act” is hereby repealed.

SECTION V. ENACTMENT:

This bill shall be enacted upon its signature by the Delegate, except if the Magisterium votes to override a veto of this bill by the Delegate.
