Laiatan, officially known as the Laiatanese Federation, is a country situated on the western half of the continent of Itur. It is a federal presidential constitutional republic, comprising of 15 provinces and one federal territory. Laiatan borders the Commonwealth of Tano, which is controlled by South Hills to the northeast, and the Confederacy of Vulshain to the southeast. It is renowned across the region for being the homeland of the lupines, a wolf-like species that make up roughly 97% of the total population.

The Federal City of Volkgoroda
Founded sometime before the year 320, the city of Volkgoroda has remained a political center for most of its history. Starting as a small trading village, the city’s strategic location near major waterways allowed it to blossom and become the capital of the Mahigan Kingdom. As the first predecessor state to the current Federation, the Mahigans were able to project their power and expand, bringing prosperity to the city and setting the stage for it to become the capital of the Kingdom of Laiatan and eventual Empire. A large portion of the city was destroyed during the coup of 1880 and subsequent civil war years later that brought about the Federation, but the city eventually recovered and has become the ultimate political and cultural center of the country.
The city hosts the entirety of the Laiatanese federal government in or around the Government Quarter, including the Presidential Palace, both chambers of the Federation Assembly (the Federal Council and the People’s Council), and the Supreme Federal Court - the highest federal court in the country. There is an abundance of museums, theaters, parks, and academic institutions serving the community of nearly four million Volkgorodans within the city boundaries alone. Volkgoroda is served by a world class public transportation system which includes an international airport, four railway terminals, numerous trams, a monorail system, and one of the deepest underground rapid transit systems in the world, the Volkgoroda Metro.
The Diplomatic Quarter currently hosts a multitude of embassies and boasts close proximity to the Government Quarter and the Nikita Kamensikh Building, the current home of the Ministry of Foreign Affairs.

The Ministry of Foreign Affairs handles international affairs for the Laiatanese Federation. It seeks friendly relations with most nations throughout The East Pacific, and considers any nation at peace with the Federation unless stated otherwise. Immunity, Extraterritoriality, and Security
The Laiatanese Federation grants diplomatic immunity (and requires nations accepting an embassy to grant diplomatic immunity) to all foreign diplomatic personnel. The Federation allows Ambassadors complete legal immunity, except to civil fines like parking tickets, and grants equal protection to consul-generals, consuls, envoys, and foreign dignitaries. The Federation protects lesser foreign officials from prosecution for actions taken within their line of work, however, the Federation does not protect lesser foreign officials from prosecution for actions taken outside their line of work. The Federation provides no protection for service employees or local employees.
The Federation reserves the right to expel any diplomatic personnel from the country at any time for any reason.
Embassies are to be built in the nation’s capital, Volkgoroda, in the concentrated area of diplomatic buildings in the Diplomatic Quarter. Consulates are to be built in reinforced buildings in cities around the country. Any property owned by a foreign government as the territory of that foreign government if the foreign government operates a diplomatic mission on that property. The Laiatanese Federation considers any property it purchases for use for a diplomatic mission to be sovereign Laiatanese soil.
The Laiatanese Federation deploys Diplomatic Security agents from the Diplomatic Security Service to its embassies and consulates. In rare cases, Laiatanese Defense Forces personnel may be deployed to embassies and consulates due to civil unrest in the host country or danger to Laiatanese diplomatic staff. The Federation allows foreign nations to do the same. Laiatan does deploy and allows foreign nations to deploy assault rifles to its embassies and consulates. No other military grade weaponry is allowed.
